About wages system of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies
According to the subitem 4) of Article 15 of the Labor code of the Republic of Kazakhstan the Government of the Republic of Kazakhstan DECIDES:
1. Establish:
1) basic official pay rate in the amount of 17697 tenges for civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies;
2) that wages system of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies (further - employees of the organizations), the time and (or) price-work wages system is.
The time wages system includes compensation on basis:
1) the register of positions of civil servants which is developed according to classification of positions of civil servants (except for skilled workers), employees of the organizations containing at the expense of means of the government budget for function blocks.
Classification of positions of civil servants (except for skilled workers), employees of the organizations containing at the expense of means of the government budget for function blocks is created of managerial, main, administrative and auxiliary personnel depending on field of activity, education, skill level, complexity of the performed works and degree of responsibility;
2) coefficients for calculation of official pay rates (further – DO) civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies (except for workers), on function blocks, applied to basic official pay rate (further – BDO);
3) coefficients for calculation of DO (tariff charges) of the workers applied to BDO;
4) surcharges and allowances for working conditions of employees of the organizations, benefit for improvement and compensations;
5) the Price-work wages system provides compensation for each unit (amount) of the performed work (service) or the made products expressed in physical units of measurement.
2. Approve enclosed:
1) classification of positions of civil servants (except for skilled workers), employees of the organizations containing at the expense of means of the government budget for function blocks according to appendix 1;
2) coefficients for calculation of DO of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies (except for workers), on function blocks according to appendix 2;
3) coefficients for calculation of DO (tariff charges) of workers according to appendix 3;
4) payment terms of work of employees of the organizations according to appendices 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 17-1, 18, 19, 20, 21 and 22;
5) No. 149 is excluded according to the Order of the Government of the Republic of Kazakhstan of 22.02.2023
6) the list of expense types due to which economy awarding is performed financial support is given and the stimulating allowances to employees of the organizations, according to appendices 24 and 25 are established.
3. Determine that:
1) the salary fund of employees of the organizations is determined from benefit for improvement to annual paid labor leave by the civil servant in the amount of one DO (tariff charge), except for the workers provided in item 4 of article 25 of the Law of the Republic of Kazakhstan "About biological safety of the Republic of Kazakhstan", DO (tariff charge), surcharges and allowances for working conditions, compensations provided by regulatory legal acts of the Republic of Kazakhstan;
2) TO (tariff charges) of employees of the organizations are determined by multiplication of the corresponding coefficients approved for calculation of their DO (tariff charge) depending on reference of posts to function blocks and length of service in the specialty, the appropriated qualification categories (for workers), on the BDO size, Item 1 of this resolution established by the subitem 1) of part one.
TO (tariff charges) for separate categories of teachers are determined proceeding from the established academic load in week.
TO (tariff charges) of specialists and employees of the state higher educational institutions to which according to the legislation the special status is provided are determined using the raising coefficient to the established DO sizes.
TO (tariff charges) of teachers of the organizations of education, except for the organizations of the higher and (or) postgraduate education, are determined using correction coefficient to the established DO sizes:
since January 1, 2020 in the amount of 1,25;
since January 1, 2021 in the amount of 1,5;
since January 1, 2022 in the amount of 1,75;
since January 1, 2023 in the amount of 2,0.
TO (tariff charges) of teachers of preschool education and training of the organizations of preschool and secondary education are determined using correction coefficient to the established DO sizes:
since September 1, 2023 in the amount of 1,3.
TO (tariff charges) of workers of managerial, main personnel of the state organizations: medico-social organizations of stationary and semiportable types, the organizations of home servicing, temporary stay, the centers of labor mobility and their branches, except for health and pharmaceutical workers, are determined using correction coefficient to the established DO sizes:
since January 1, 2021 in the amount of 1,5;
since January 1, 2022 in the amount of 1,75;
since January 1, 2023 in the amount of 2,0.
TO (tariff charges) of health and pharmaceutical workers are determined using correction coefficient to the established DO sizes:
specialists of the highest level of qualification (managerial personnel of the block A, main personnel of B1, B blocks 2):
since January 1, 2021 in the amount of 2,02;
since January 1, 2022 in the amount of 2,63;
since January 1, 2023 in the amount of 2,73;
since September 1, 2023 in the amount of 3,42;
specialists of the highest and average level of qualification (main personnel of B3, B blocks 4):
since January 1, 2021 in the amount of 1,63;
since January 1, 2022 in the amount of 1,95;
since January 1, 2023 in the amount of 2,05;
since September 1, 2023 in the amount of 2,34.
TO (tariff charges) of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies, except for:
teachers of the organizations of education, except the organizations of the higher and (or) postgraduate education;
the faculty and leading employees of the organizations of the higher and (or) postgraduate education in the field of the culture and art having special status;
workers of managerial, main personnel of the state organizations: medico-social organizations of stationary and semiportable types, organizations of home servicing, temporary stay, centers of labor mobility and their branches;
health and pharmaceutical workers, are determined using correction coefficient to the established DO sizes:
since January 1, 2022 in the amount of 1,23;
since January 1, 2023 in the amount of 1,45;
since January 1, 2024 in the amount of 1,71;
since January 1, 2025 in the amount of 2,0.
TO (tariff charges) of civil servants, employees of the state organizations of culture, the separate professional art, on-stage performance groups having the status "National" are determined using the raising coefficient in the amount of 1,75 to the established DO sizes.
TO (tariff charges) of teachers of the organizations of the higher and (or) postgraduate education of system of law-enforcement bodies and the Ministry of Defence of the Republic of Kazakhstan are determined using correction coefficient to the established DO sizes:
since January 1, 2023 in the amount of 2,32;
since January 1, 2024 in the amount of 2,74;
since January 1, 2025 in the amount of 3,2.
3) the amount of compensations is determined according to regulatory legal acts of the Republic of Kazakhstan.
4. Determine that:
1) the specific amount of surcharges and allowances for working conditions for employees of the organizations in the limits set by this resolution are determined by the industry agreement, the collective agreement and (or) the act of the employer according to the legislation;
2) surcharges and the allowances for working conditions installed for employees of the organizations education systems, health cares, social security, culture and sport extend to employees of the organizations holding the corresponding positions and performing occupational works in other fields of activity;
3) for the purpose of determination of DO (tariff charge) of employees of the organizations the central executive and other state bodies determine procedure and conditions of calculation of length of service (by coordination) in the specialty (taking into account features of field of activity);
4) payment terms of work of health workers depending on amount, qualities of the provided medical care are established according to the procedure, determined by authorized central state body in the field of health care;
5) payment terms of work of teachers of the organizations of secondary education with per capita normative financing depending on quality of the provided educational services and results of their activities are established according to the procedure, determined by authorized body in the field of education;
6) the wage differential, benefit for improvement in cases when their salary and benefit for improvement according to the wages system operating since January 1, 2016 appears below the salary and benefit for improvement on the wages system operating till January 1, 2016 is paid to employees of public institutions and state companies, including the workers accepted since January 1, 2016;
7) qualification characteristics of separate positions of specialists of public institutions and state companies, general for all fields of activity, affirm authorized body on work;
8) on the basis of classification of positions of civil servants (except for skilled workers), employees of the organizations containing at the expense of means of the government budget for function blocks, according to appendix 1 to this resolution, authorized state body on work methodical recommendations about reference of positions of civil servants, employees of the organizations containing at the expense of means of the government budget to function blocks of the register of positions of civil servants and skilled workers affirm.
Authorized bodies of the corresponding fields of activity in coordination with authorized state body on work registers of positions of civil servants on the corresponding fields of activity affirm.
5. Grant the right to state bodies:
1) to award, establish the stimulating allowances to official pay rates of heads of the organizations for results of their work, and also to give financial support due to economy of the means provided on content of the relevant public institution according to the plan of financing or to the development plan approved for the state company by state body, according to the procedure, established by state body;
2) to approve price-work quotations in case of piece-work pay of workers;
To establish 3) at the expense of means of the local budget the stimulating allowances to official pay rates of employees of the organizations financed from the local budget for the decision of the relevant local representative bodies. The procedure and conditions of establishment of the stimulating allowances to official pay rates of employees of the organizations financed from the local budget are determined by the relevant local executive body.
6. Grant the right to heads of the organizations:
1) to apply the special additional names characterizing specifics of activities to the names of positions specified in the register of positions of civil servants and also to equate other names of positions, proceeding from functional obligations, in coordination with state body;
2) to establish the stimulating allowances to official pay rates of employees of the organizations, to award and give financial support due to economy of the means provided on content of the relevant public institution according to the plan of financing in the absence of accounts payable, or according to the plan of development, approved for the state company by state body, in the absence of accounts payable, according to the procedure, determined by the industry agreement, the collective agreement and (or) the act of the employer.
7. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix 26 to this resolution.
8. This resolution becomes effective since January 1, 2016 and is subject to official publication.
