ORDER OF THE GOVERNMENT OF THE REPUBLIC OF KAZAKHSTAN

About wages system of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies

According to the subitem 4) of Article 15 of the Labor code of the Republic of Kazakhstan of November 23, 2015 the Government of the Republic of Kazakhstan DECIDES:

1. Establish:

1) basic official pay rate in the amount of 17697 tenges for civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies;

2) that wages system of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies (further - employees of the organizations), the time and (or) price-work wages system is.

The time wages system includes compensation on basis:

1) the register of positions of civil servants which is developed according to classification of positions of civil servants (except for skilled workers), employees of the organizations containing at the expense of means of the government budget for function blocks.

Classification of positions of civil servants (except for skilled workers), employees of the organizations containing at the expense of means of the government budget for function blocks is created of managerial, main, administrative and auxiliary personnel depending on field of activity, education, skill level, complexity of the performed works and degree of responsibility;

2) coefficients for calculation of official pay rates (further – DO) civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies (except for workers), on function blocks, applied to basic official pay rate (further – BDO);

3) coefficients for calculation of DO (tariff charges) of the workers applied to BDO;

4) surcharges and allowances for working conditions of employees of the organizations, benefit for improvement and compensations;

5) schemes TO (tariff charges) in foreign currency of employees of the Trade mission of the Republic of Kazakhstan in the Russian Federation.

The price-work wages system provides compensation for each unit (amount) of the performed work (service) or the made products expressed in physical units of measurement.

2. Approve enclosed:

1) classification of positions of civil servants (except for skilled workers), employees of the organizations containing at the expense of means of the government budget for function blocks according to appendix 1;

2) coefficients for calculation of DO of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies (except for workers), on function blocks according to appendix 2;

3) coefficients for calculation of DO (tariff charges) of workers according to appendix 3;

4) payment terms of work of employees of the organizations according to appendices 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 and 22;

5) payment terms of work of employees of the Trade mission of the Republic of Kazakhstan in the Russian Federation according to appendix 23 (for office use);

6) the list of expense types due to which economy awarding is performed financial support is given and the stimulating allowances to employees of the organizations, according to appendices 24 and 25 are established.

3. Determine that:

1) the salary fund of employees of the organizations is determined from DO (tariff charge), surcharges and allowances for working conditions, benefit for improvement to annual paid labor leave by the civil servant in the amount of one DO (tariff charge), compensations provided by regulatory legal acts of the Republic of Kazakhstan;

the salary fund of employees of the Trade mission of the Republic of Kazakhstan in the Russian Federation is determined proceeding from DO (tariff charge) in foreign currency;

2) TO (tariff charge) of employees of the organizations it is determined by multiplication of the corresponding coefficients approved for calculation of their DO (tariff charge) depending on reference of posts to function blocks and length of service in the specialty, the appropriated qualification categories (for workers), on the BDO size, Item 1 of this resolution established by the subitem 1) of part one.

TO (tariff charges) for separate categories of pedagogical workers are determined proceeding from the established academic load in week.

TO (tariff charges) of specialists and employees of the state higher educational institutions to which according to the legislation the special status is provided are determined using the raising coefficient to the established DO sizes;

3) the amount of compensations is determined according to regulatory legal acts of the Republic of Kazakhstan.

4. Determine that:

1) the specific amount of surcharges and allowances for working conditions for employees of the organizations in the limits set by this resolution are determined by the industry agreement, the collective agreement and (or) the act of the employer according to the legislation;

2) surcharges and the allowances for working conditions installed for employees of the organizations education systems, health cares, social security, culture and sport extend to employees of the organizations holding the corresponding positions and performing occupational works in other fields of activity;
