2. Determine that:

1) placement in the state information system of housing and communal services (further - system) information and executive bodies of subjects of the Russian Federation in the field of state regulation of rates is performed by federal executive body in the field of state regulation of rates according to the order of the Ministry of Telecom and Mass Communications of the Russian Federation and Ministry of Construction of Russia of November 17, 2015 No. 455/825/pr "About approval of procedure, structure, methods, terms and frequency of placement of information in the state information system of housing and communal services by federal executive body in the field of state regulation of rates and executive bodies of subjects of the Russian Federation in the field of state regulation of rates" (registration No. 40216) is registered by the Ministry of Justice of the Russian Federation on December 24, 2015;

2) placement in system of information from the State Immovable Property Cadastre and the Unified State Register of Rights on real estate and transactions with it is performed according to the order of the Ministry of Telecom and Mass Communications of the Russian Federation and Ministry of Construction of Russia of August 24, 2015 No. 311/612/pr "About statement of structure, about, methods, terms and frequency of placement in the state information system of housing and communal services of information from the State Immovable Property Cadastre and the Unified State Register of Rights on real estate and transactions with it" (registration No. 40196) is registered by the Ministry of Justice of the Russian Federation on December 23, 2015;

3) subitem 2.2 of Item 124, subitems 7. 4, 7.5 Items 138 of the Procedure are applied till July 1, 2017;

4) till January 1, 2017 information provided in Items 138, of 139, 142 Procedures is placed in system the organizations specified in Procedure Item 140, in time no later than 24 hours according to the moment of introduction of payment for the room and (or) utilities, and (or) fees capital repairs of common property in the apartment house and (or) the penalties paid in connection with improper execution of obligation on introduction of payment for the room and (or) utilities, and (or) payments of fees on capital repairs of common property in the apartment house or from the moment of return to these organizations of the money deposited through them.

Procedure and methods of placement of information, maintaining registers in the state information system of housing and communal services, access to system and to information placed in it

I. General provisions

1. This Procedure establishes rules of access to the state information system of housing and communal services (further - system), to information placed in it, and also rules and methods of placement in system of information, including by maintaining registers, the direction of information messages and exchange of information with system.

2. Users of information, suppliers of information, including operators of information systems, except for the operator of system (further - users of system) have access to open part of system and to information placed in it without passing of procedures of registration, identification and authentication.

3. Access to the closed part of system and to information placed in it is provided after passing of the procedure of identification and authentication with use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" created based on the order of the Government of the Russian Federation of November 28, 2011 No. 977 "About the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically" (The Russian Federation Code, 2011, No. 49, Art. 7284; 2012, No. 39, Art. 5269; 2013, No. 5, Art. 377; No. 45, Art. 5807; No. 50, the Art. 6601) (further - ESIA). Access to the closed part of system and to information placed in it is provided by provision of functionality in the private offices intended for work in system and (or) with use of other information systems (further also - IS) taking into account the features provided by Chapters VI-IX of this Procedure.

5. To the physical persons acting on its own behalf, except for the physical persons getting access to the closed part of system as individual entrepreneurs, access to private offices is provided after passing of the procedure of identification and authentication to ESIA in the presence of the confirmed accounting record in ESIA, without passing of the procedure of registration by them in system.

6. Access to private offices of public authorities, local government bodies, state non-budgetary funds, other legal entities (further - the organizations) and individual entrepreneurs is provided to the physical persons who are respectively authorized representatives of public authorities, local government bodies, state non-budgetary funds, other legal entities or the individual entrepreneur after registration of the organization, the individual entrepreneur in system.

7. Implementation of actions in system for placement of information, including in case of interaction of information systems with system, registration in system, obtaining or provision of access to it, obtaining, provision, withdrawal of access rights or refusal of them, check and comparison of information, and also receipt of information from system (further - making of actions in system) is performed by the user of system according to access rights.

8. Placement of information in system is performed by means of the Internet (further - Internet network) by the following methods:

a) through private office;

b) by interaction of other information systems with system.
