1. Approve the enclosed Rules of reference of nuggets of precious metals and gemstones to category of unique.

2. Determine that the nuggets of precious metals and gemstones referred to category unique before entry into force of this resolution keep this category irrespective of the criteria established by the Rules approved by this resolution.

3. Recognize invalid:

Rules of reference of nuggets of precious metals and gemstones to category of unique

1. These rules establish procedure and criteria of reference of nuggets of precious metals and gemstones to category of unique.

2. Subjects of precious metals mining and subjects of production of gemstones select and offer for acquisition in priority procedure, stipulated in Item 4 articles 20 of the Federal law "About Precious Metals and Gemstones", to federal state institution "Public Institution on Forming of the State Fund of Precious Metals and Gemstones of the Russian Federation, Storage, Leave and Use of Precious Metals and Gemstones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation" nuggets of precious metals and the raw gemstones extracted from subsoil answering to the following criteria:

a) nuggets of precious metals:

gold nuggets:

from radical fields:

crystals, dendrites and their accretions weighing 1 gram and more;

accumulations of irregular shape weighing 5 grams and more;

from loose fields:

crystals, dendrites and their accretions weighing 5 grams and more, the having low degrees of okatannost;

accumulations of irregular shape weighing 50 grams and more, the having low degrees of okatannost;

accumulations of irregular shape weighing 1000 grams and more irrespective of okatannost degree;

silver nuggets from radical and loose fields:

crystals, dendrites and their accretions by the mass of 0,5 of gram and more;

accumulations of irregular shape weighing 5 grams and more;

nuggets of platinum and metals of platinum group:

from radical fields:

crystals and their accretions weighing 1 gram and more;

accumulations of irregular shape weighing 5 grams and more;

from loose fields:

crystals and their accretions weighing 5 grams and more, the having low degrees of okatannost;

accumulations of irregular shape weighing 20 grams and more, the having low degrees of okatannost;

accumulations of irregular shape weighing 200 grams and more irrespective of okatannost degree;

the nuggets of precious metals having the unusual form;

b) gemstones:

diamonds weighing 50 carat and more, except line item "board";

the raw emeralds (shtufa, crystals or joints of crystals of emeralds) of the first color (dark green), first and second-rate quality which are of interest in form of crystals and mineral associations and also their fragments from 10 millimeters in size and more, the first color (dark green), high degree of transparency with internal gloss (category "extra");

the raw alexandrite with strong aleksandritovy effect (shtufa, crystals or joints of crystals) of the first and second-rate quality which are of interest in form of crystals, mineral associations with well expressed form of crystals.

3. Can be referred to category of unique nuggets of precious metals and gemstones enlisted in the State fund of precious metals and gemstones of the Russian Federation:

a) acquired in priority procedure at subjects of precious metals mining and subjects of production of gemstones the nuggets of precious metals and the raw gemstones answering to the criteria specified in Item 2 of these rules;

b) acquired at subjects of the market of precious metals and gemstones, and also arrived in the State fund of precious metals and gemstones of the Russian Federation for other bases established by the legislation of the Russian Federation:

the nuggets of precious metals and the raw gemstones answering to the criteria specified in Item 2 of these rules;

the raw rubies and sapphires of the first group of color, the first group of purity which are of interest on mineral associations and (or) form of crystals (shtufa, crystals or joints of crystals) with well expressed natural form of crystals from 10 millimeters in size and more;

diamonds, the facetted emeralds, rubies, sapphires and alexandrite weighing 20 carat and more, and also gemstones, unique on color and purity;

natural pearls in the crude (natural) and processed type weighing 10 carat and more;

the nuggets of precious metals connected with any historical events including history of development of precious metals mining in the country, or the celebrated personalities which played outstanding role in the history, science and culture and also nuggets of precious metals from the known collections, meetings, the museums;

the gemstones connected with any historical events or celebrated personalities which played outstanding role in the history, science and culture.

4. The commission of experts of the Ministry of Finance of the Russian Federation on unique jewelry, unique nuggets of precious metals and unique gemstones which powers and structure are established by the Ministry of Finance of the Russian Federation within 10 working days from the date of acquisition of nuggets of the precious metals and gemstones specified in Items 2 and 3 of these rules within the plan of forming of the State fund of precious metals and gemstones of the Russian Federation for the cost and assortment performs their certification (establishment of classification characteristics) and makes the decision on reference them to category unique based on the following criteria:

a) for nuggets of precious metals:

mass of nugget;

availability of crystal forms and their accretions, dendrites;

unusual morphological outlines;

historical, scientific and cultural value;

b) for gemstones:

weight;

purity;

group of color;

mineral associations and (or) form of crystals (shtufa, crystals or joints of crystals);

lack of impact on gemstone for the purpose of improvement of high-quality and color characteristics;

historical, scientific and cultural value.
