1. Approve the enclosed Rules on accreditation of the organizations for project management of architecture, town planning and construction.

2. To provide to committee on cases of construction, housing and communal services and management of land resources of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Rules on accreditation of the organizations for project management of architecture, town planning and construction

Chapter 1. General provisions

1. These rules on accreditation of the organizations for project management in the field of architecture, town planning and construction (further - Rules) are developed according to subitem 23-24) of article 20 of the Law of the Republic of Kazakhstan of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services".

2. Rules regulate the procedure of accreditation of the organizations for project management in the field of architecture, town planning and construction and determine procedure for rendering the state service "Accreditation of the Organizations for Project Management in the field of Architecture, Town Planning and Construction".

3. In these rules the following concepts are applied:

1) accreditation - the procedure of official recognition by authorized body of powers of the organization for project management in the field of architecture, town planning and construction;

2) the certificate on accreditation - the certificate certifying the status of the organization for project management in the field of architecture, town planning and construction;

3) the applicant - the legal entity applying for accreditation as the organization for project management in the field of architecture, town planning and construction;

4) authorized body - local executive bodies of areas, the cities of republican value, the capital.

Chapter 2. Rules and qualification requirements

4. The state service "Accreditation of the Organizations for Project Management in the field of Architecture, Town Planning and Construction" (further - the state service) appears local executive bodies of areas, Nour-Sultan's cities, Almaty and Shymkent (further - the service provider) according to these rules.

5. Legal entities (further - uslugopoluchatel) for receipt of the state service directs the application with documents in electronic form, certified by the electronic and digital signature (further - the EDS) to the service provider through the web portal of "the electronic government" www.egov.kz (further - the portal).

The list of the main requirements to rendering the state service including the characteristic of process, form, content and result of rendering, and also other data taking into account features of rendering the state service are stated according to appendix 1 to these rules in the form of the standard of the state service (further - the Standard of the state service).

6. The list of documents necessary for rendering the state service are determined by Item 8 of the Standard of the state service.

2) issue, renewal of the certificate is electronically performed by information system (computer) without participation of the service provider - during 20-40 (twenty - forty) minutes.

8. Certificates on accreditation are subject to renewal in case of change of the name and (or) the location of the legal entity.

9. The service provider provides entering of data on stage of rendering the state service into information system of monitoring of rendering the state services according to the procedure, established by authorized body in the field of informatization according to the subitem 11) of Item 2 of article 5 of the Law.
