Article 1. General provisions

1. The public chamber of the Russian Federation (further - Public chamber) provides interaction of citizens of the Russian Federation, public associations, labor unions, creative unions, associations of employers and their associations, professional associations, and also other non-profit organizations created for representation and protection of interests of professional and social groups (further also - public associations and other non-profit organizations), with federal bodies of the government, public authorities of subjects of the Russian Federation and local government bodies for the purpose of accounting of requirements and interests of citizens of the Russian Federation, protection of the rights and freedoms of citizens of the Russian Federation and the rights of public associations and other non-profit organizations during the forming and realization of state policy for the purpose of implementation of public control over activities of federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies, and also for the purpose of assistance of realization of state policy in the field of ensuring human rights in places of detention.

2. The public chamber is created on the basis of voluntary participation in its activities of citizens of the Russian Federation, public associations and other non-profit organizations.

3. The name "Public Chamber of the Russian Federation" cannot be used in names of federal bodies of the government, public authorities of subjects of the Russian Federation, local government bodies, and also in names of associations, the organizations, organizations and companies. The name "Public Chamber of the Russian Federation" is not subject to state registration.

4. The location of Public chamber - the city of Moscow.

Article 2. Purposes and tasks of Public chamber

The public chamber is urged to provide coordination of socially significant interests of citizens of the Russian Federation, public associations, other non-profit organizations, public authorities and local government bodies for the solution of the most important issues of economic and social development, ensuring national security, protection of the rights and freedoms of citizens of the Russian Federation, the constitutional system of the Russian Federation and democratic principles of development of civil society in the Russian Federation in the way:

1) involvement of citizens, public associations and other non-profit organizations;

2) promotions and supports of the citizens' initiatives having the all-Russian value and directed to realization of constitutional rights, freedoms and legitimate interests of citizens, the rights and interests of public associations and other non-profit organizations;

3) conducting public examination (examination) of drafts of the Federal Laws and drafts of the laws of subjects of the Russian Federation, and also projects of regulatory legal acts of executive bodies of the Russian Federation and drafts of legal acts of local government bodies;

4) implementation according to this Federal Law of public control (control) of activities of the Government of the Russian Federation, federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies, and also behind observance of freedom of expression in mass media;

5) developments of recommendations to public authorities of the Russian Federation in case of determination of priorities in the field of the state support of public associations, other non-profit organizations and other associations of citizens of the Russian Federation which activities are aimed at the development of civil society in the Russian Federation;

6) rendering information, methodical and other support to the public chambers created in subjects of the Russian Federation, to public associations and other non-profit organizations which activities are aimed at the development of civil society in the Russian Federation;

7) involvement of citizens, public associations, other non-profit organizations and representatives of mass media to discussion of the questions concerning observance of freedom of expression in mass media, realization of the right of citizens to distribution of information by legal method, providing guarantees of freedom of expression and freedom of mass information, and development on the matters of recommendations;

8) implementation of international cooperation according to the purposes and tasks determined by this Article and participations in work of the international organizations, and also in work of the international conferences, meetings and other actions.

Article 3. Legal basis of activities of Public chamber

The public chamber performs the activities on the basis of the Constitution of the Russian Federation, the Federal constitutional Laws, this Federal Law, other Federal Laws and other regulatory legal acts.
