AGREEMENT BETWEEN THE GOVERNMENT OF THE KYRGYZ REPUBLIC AND GOVERNMENT OF TURKMENISTAN

About cooperation in the field of education

The government of the Kyrgyz Republic and the Government of Turkmenistan which are hereinafter referred to as with the Parties

understanding readiness of both states for full cooperation in the field of education,

based on the international standards, in view of national legal systems of two states,

aiming to develop and enhance equality and cooperation in the field of education,

agreed as follows:

Article 1

The parties will develop and support cooperation between the relevant organizations and organizations of the states of the Parties in the field of education on the basis of the principles of equality and mutual respect, according to the national legal system of the states and rules of international law.

Article 2

The parties will promote implementation of direct partner connections between teaching and educational organizations of the states of the Parties, the organizations of conferences, festivals, creative tenders, the subject Olympic Games, sporting and other events which conditions and procedure for carrying out will separately make a reservation.

Article 3

The parties will assist in every possible way exchange of educational, scientific, methodical literature, monographic researches in the field of education taking into account the reforms of educational systems undertaken in the states of the Parties.

Article 4

The parties will perform cooperation in the field of education, in preparation and advanced training of specialists in the following forms:

- experience exchange in the most important directions of development, planning, the organization and management in the field of education;

- strengthening of sci-tech cooperation;

- establishment of cooperation between educational institutions of two countries on the basis of direct contracts between them.

Article 5

The parties encourage cooperation in preparation of pedagogical personnel of the top skills on exact, applied, humanitarian and social sciences.

Article 6

The parties encourage cooperation in the field of distance training, use of multimedia devices, telecommunication means in educational process of higher educational institutions, including delivery of educational and methodical literature, exchange of information and the corresponding documentation in questions of certification and accreditation of educational institutions of the states of the Parties.

Article 7

The parties will cooperate in settlement, the education documents connected with mutual recognition, academic degrees and ranks.

Article 8

By mutual consent of the Parties changes and additions which are drawn up by separate protocols and being its integral part can be made to this agreement.

For strengthening of ties, experience exchange of work, discussion of questions of further cooperation, and also for carrying out the consultations connected with accomplishment of this agreement, the Parties will mutually exchange delegations.

Article 9

The disputes between the Parties arising on application or interpretation of this agreement are solved by negotiations and consultations between the Parties.

Article 10

This agreement does not affect the rights and obligations of the Parties following from other international treaties which participants they are.

Article 11

This agreement becomes effective from the date of receipt through diplomatic channels of the last written notice of accomplishment of each of the Parties of the interstate procedures necessary for its entry into force.

This agreement is signed for a period of five years. Its action will be prolonged automatically every time for the subsequent five-year periods until one of the Parties at least in six months prior to the expiration of the corresponding period directs through diplomatic channels the written notice to other Party about the intention to terminate this agreement.

It is made in the city of Bishkek on August 5, 2015 in two authentic copies, everyone in the Kyrgyz, Turkmen and Russian languages, and all texts are equally authoritative.

In case of disagreements in case of interpretation of provisions of this agreement, the text in Russian will prevail.
