About sci-tech cooperation
The government of the Kyrgyz Republic and the Government of Turkmenistan which are hereinafter referred to as "Party"
expressing mutual desire to develop cooperation in the field of science,
in view of that such cooperation will allow to combine efforts of the Parties for the solution of the tasks which are of mutual interest
agreed as follows:
The parties during implementation of this agreement are guided by the national legal system of the states of the Parties and the commonly accepted regulations and the principles of international law.
The parties will realize cooperation, in the following forms:
exchange of scientific experience, technique, scientific and technical information;
exchange of advanced technologies;
rendering assistance in advanced training of research associates;
organization of scientific seminars and conferences.
The cooperation can be performed also in other mutually agreed forms.
The parties will encourage cooperation in preparation of scientific personnel of the top skills.
For this purpose of the Party will support:
- scientific training for a long time persons having rank of the candidate or doctor of science within exchange quota;
- joint management of theses;
- exchange of scientists for implementation of joint scientific research on the basis of direct agreements;
- establishment of direct connections between laboratories.
The parties will help equal and mutually advantageous sci-tech cooperation.
The directions of cooperation are determined by the Parties proceeding from mutual interests.
The parties provide protection of the intellectual property rights which can be donated or created as a result of cooperation within this agreement, taking into account the national legal system of the states of the Parties.
The parties will promote establishment of direct scientific contacts between the research organizations of the Parties.
This Agreement does not provide cross financial liabilities.
Financing and conditions of mutual business trips of staff of the Parties make a reservation in addition in each case.
The provision of this agreement does not affect the rights and obligations of the Parties following from other international treaties which participants they are.
Changes and additions which are drawn up by the separate protocols which are integral part of this agreement can be made to this agreement by mutual consent of the Parties.
The disputes between the Parties arising in case of realization and/or interpretation of provisions of this agreement are solved by negotiations and consultations between the Parties.
This agreement becomes effective from the date of receipt through diplomatic channels of the last written notice of accomplishment of each of the Parties of the interstate procedures necessary for its entry into force.
This agreement is signed for a period of five years. Its action will be prolonged automatically every time for the subsequent five-year periods until one of the Parties at least in six months prior to the expiration of the corresponding period sends the written notice to other Party about the desire to terminate this agreement.
It is made in the city of Bishkek on August 5, 2015 in two authentic copies, everyone in the Kyrgyz, Turkmen and Russian languages, and all texts are equally authoritative.
In case of disagreements in interpretation of provisions of this agreement of the Party will be guided by the text in Russian.
