I. General provisions

Subject of regulation of regulations

The administrative regulations of provision by Federal Accreditation Service of the state service in recognition and assessment of conformity of test laboratories (centers) to the principles of proper laboratory practice, the corresponding principles of proper laboratory practice of Organization for Economic Cooperation and Development, modification of the register of test laboratories (centers) corresponding to the principles of proper laboratory practice, the corresponding principles of proper laboratory practice of Organization for Economic Cooperation and Development, provision of data from the specified register (further respectively - the Administrative regulations, the register, the state service) determine terms and the sequence of ministerial procedures (actions) of Federal Accreditation Service (Federal Accreditation Service), its structural divisions and officials in case of interaction with applicants, industry inspectors, other federal executive bodies in the course of provision of the state service in recognition and assessment of conformity of test laboratories (centers) to the principles of proper laboratory practice, the corresponding principles of proper laboratory practice of Organization for Economic Cooperation and Development, modification of the register, provision of data from the specified register.

Applicants on provision of the state service regarding conducting preliminary inspection within implementation of recognition of compliance of test laboratory (center) to the principles of proper laboratory practice (further - preliminary inspection), conducting complete inspection when holding procedure of recognition of compliance of test laboratory (center) to the principles of proper laboratory practice (further - complete inspection) can be legal entities.

Applicants on provision of the state service regarding issue of the document confirming the fact of introduction of data on assignment to test laboratory (center) of the status of compliance to the principles of proper laboratory practice (further - the status of compliance) in the register, assessments of conformity of test laboratories (centers) to the principles of proper laboratory practice, suspension of action of the status of compliance, renewal of the status of compliance, the termination of the status of compliance, modification of data of the register, can be legal entities, the test laboratory (center) of which is given the status of compliance.

Physical persons and legal entities can be applicants on provision of the state service regarding provision of data from the register.

Requirements to procedure for informing on provision of the state service

3. Informing on provision of the state service by Federal Accreditation Service is performed:

directly in Federal Accreditation Service building with use of means of evident information, including information stands and means of informing with use of information and communication technologies;

by means of use of telephone, mail service, and also e-mail;

by means of placement of information on the official site of Federal Accreditation Service on the Internet (further - the official site of Federal Accreditation Service) (http://www.fsa.gov.ru), in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the Single portal) (www.gosuslugi.ru).

In case of responses to phone calls and oral addresses of citizens the government civil servants of Federal Accreditation Service in polite (correct) form inform addressed on the questions interesting them within the competence.

11. Aggregate term of ministerial procedure on conducting complete inspection shall not exceed 3 months from the date of acceptance by Federal Accreditation Service from the applicant of the statement for passing of complete inspection.

12. Aggregate term of ministerial procedure on assessment of conformity of test laboratory (center) shall not exceed 3 months from the date of acceptance by Federal Accreditation Service from the applicant of the statement for passing of preliminary inspection.

13. Aggregate term of ministerial procedure on suspension of the status of compliance shall not exceed 10 working days from the date of acceptance by Federal Accreditation Service from the applicant of the statement for suspension of the status of compliance.

14. Aggregate term of ministerial procedure on renewal of the status of compliance shall not exceed 3 months from the date of acceptance by Federal Accreditation Service from the applicant of the statement for renewal of the status of compliance.

15. Aggregate term of ministerial procedure on the termination of the status of compliance shall not exceed 10 working days from the date of acceptance by Federal Accreditation Service from the applicant of the statement for the termination of the status of compliance.

16. Aggregate term of ministerial procedure on issue of the document confirming the fact of introduction of data on assignment to test laboratory (center) of the status of compliance in the register shall not exceed 10 working days from the date of acceptance by Federal Accreditation Service from the applicant of the corresponding statement.
