About approval of the regulating technical document in the field of technical and economic characteristics of the equipment of energy objects

According to the subitem 49) article 5 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry", PRIKAZYVAYU:

1. Approve the enclosed regulating technical document in the field of technical and economic characteristics of the equipment of energy objects.

2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication of the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;

3) the direction of the copy of this order within ten calendar days from the date of its obtaining in the republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan;

4) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

The regulating technical document in the field of technical and economic characteristics of the equipment of energy objects

Section 1. General provisions

1. This Regulating technical document in the field of technical and economic characteristics of the equipment of energy objects (further – the specifications and technical documentation) is developed according to the laws of the Republic of Kazakhstan of July 9, 2004 "About power industry", of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan" and determines functions and relations of the organizations which are taking part in accomplishment of commissioning on the equipment of energy objects are established by the general principle of the organization of commissioning on the equipment of energy objects, their staging and content on stages, and also procedure for their accomplishment, determines quotations for calculation of estimated cost of accomplishment of commissioning on the equipment of energy objects.

2. Action of this specifications and technical documentation extends to commissioning period on the equipment of energy objects up to acceptance for operation, and the rules of this specifications and technical documentation are respected by the companies and the organizations of all patterns of ownership performing commissioning on the equipment of energy objects of the Republic of Kazakhstan.

3. In this specifications and technical documentation the following basic concepts are applied:

1) autonomous adjustment – adjusting without external technology and managing relations;

2) the leading adjustment organization – the adjustment organization which is carrying out the main amount of works on adjustment of functional node and bearing responsibility for results of works on this node;

3) trial operation – the operation of control facilities and management which is carried out by the customer's forces for the purpose of determination of readiness of nodes and systems, operational and maintenance force to long operation with observance of the technology modes and guaranteed performances of reliability. At the same time detection of defects and malfunctions makes personnel of the customer, and elimination – the organization, them allowed (construction, mounting, adjustment);

4) functional and technology node (functional node) – functionally allocated complex of constructions, the equipment and devices (designs, devices, machines and mechanisms, fittings, pipe and electric postings, controls and control) combined by process of accomplishment of autonomous production and technology function and in total with other functional nodes the providing single process of release of end products. Allocation of functional nodes is made for the purpose of ensuring technology of functional and nodal production of commissioning for increase in their quality, organizational technological level and efficiency.

Section 2. Commissioning of the equipment of energy objects

1. Organization of commissioning of the equipment of energy objects

4. The main technology of commissioning (further – the Party of Russian Taxpayers) is carrying out them by the principle of adjustment of functional and technology nodes (pouzlovy adjustment).

Pouzlovy adjustment begins after carrying out individual testing of the equipment and continues before input of the equipment in operation.

5. Preparation for the Party of Russian Taxpayers begins:

1) for power stations (objects) with head and experimental samples of the capital equipment or for the first power stations on again under construction and reconstructed objects – from the moment of exit of specifying (decision) of the customer on appointment of the parent adjustment organization, but not later than 18 months till the planned beginning of the period of complex approbation;

2) for power stations (objects) with mass-produced models of the capital equipment – no later than 12–18 months till the planned beginning of the period of complex approbation.

Need for the parent adjustment organization is determined by the customer. At the same time appointment of the parent adjustment organization is made by the customer in coordination with the prime contractor (further – the General contractor).

6. Organizational support of the Party of Russian Taxpayers includes:

1) creation of the coordination plan of the Party of Russian Taxpayers;

2) development of estimate documentation on the Party of Russian Taxpayers;

3) the conclusion of works agreements on production of the Party of Russian Taxpayers;

4) opening of financing of the Party of Russian Taxpayers in the terms providing settlings with the attracted commissioning organizations at all stages.

Characteristics of works on organizational support of the Party of Russian Taxpayers are given in appendix 1 to this specifications and technical documentation.

The recommended form of the coordination plan of accomplishment of the Party of Russian Taxpayers is given in appendix 2 to this specifications and technical documentation.

7. Technical supply of the Party of Russian Taxpayers includes:

1) project of the Party of Russian Taxpayers;

2) acquaintance with the project of the power station and (or) energy object, project analysis and issue of notes on the project;

3) development of commissioning documentation;

4) development of temporary operational documentation;

5) training of operational personnel for production of the Party of Russian Taxpayers;

6) incoming inspection of processing equipment, pipelines, equipment and electrotechnical equipment, control facilities and management of engineering procedures;

7) control of installation and construction works.

The characteristic of works on technical supply during preparation of the Party of Russian Taxpayers is given in appendix 3 to this specifications and technical documentation.

Recommended forms of the list and structure of the equipment of functional and technology nodes, and also the general technology schedule of the Party of Russian Taxpayers entering technical supply of the Party of Russian Taxpayers are given in appendices 4 and 5 to this specifications and technical documentation.

8. The material security of the Party of Russian Taxpayers includes:

1) financing of the Party of Russian Taxpayers;

2) ensuring production of the Party of Russian Taxpayers with the equipment, devices, materials, energy resources and communication;

3) providing the organizations participating in the Party of Russian Taxpayers, production and sanitary and household rooms, medical attendance, individual protection equipment, transport services.

9. The list of the equipment, devices and systems of automated management of energy object on which are made by the Party of Russian Taxpayers is given in appendix 6 to this specifications and technical documentation.

10. The technology sequence, duration and priority of carrying out prestarting and the Party of Russian Taxpayers is determined by the schedule of carrying out the Party of Russian Taxpayers which is part of commissioning documentation.

The schedule provides parallel carrying out autonomous adjustment of means of the automated process control system (further – industrial control system) and installation of the capital equipment. In graphics the following organizational and technical events are reflected:

1) the advancing completion of construction and finishing works in block control panel with inclusion of systems of lighting, fire extinguishing, ventilation, conditioning and transfer of these rooms under installation of the industrial control system technical means;

2) anticipatory giving of tension and adjustment of system of uninterrupted food of means of industrial control system in block control panel;

3) for timely scrolling of mechanisms, successful adjustment of systems, functional group management (further – federal state institution) and functional groups early giving of tension in the main body for own needs of energy object;

4) providing necessary time for high-quality carrying out pouzlovy starting adjustment, the end of installation and individual testing of the capital power equipment prior to pouzlovy adjustment;

5) the rational procedure for carrying out complex adjustment allowing to complete complex approbation of the block (installation) and trial start-up in the shortest possible time.

Values of the minimum terms of accomplishment of the main actions in case of accomplishment of the Party of Russian Taxpayers for power units (separate boiler rooms or turbine installations) with developed by industrial control system (where these means perform the main management functions and displays of information) are given in appendix 7 to this specifications and technical documentation.

2. Stages of commissioning, organization of accomplishment of commissioning

11. According to requirements of this specifications and technical documentation complete providing the Party of Russian Taxpayers is performed by the customer, including:

1) organizational;

2) technical;

3) material.

12. The complete cycle of carrying out the Party of Russian Taxpayers includes eight main stages:

1) preparatory stage;

2) premounting audit and check of the equipment: machines and mechanisms, devices, fittings, controls and submission of information;

3) step-by-step acceptance from installation and individual testing of the equipment;

4) pouzlovy acceptance from individual testing of the equipment of functional nodes (including necessary control of completeness and quality of installation). According to Construction Norms and Regulations of PK 3.05-09, Construction Norms and Regulations PK 4.04-10 and Construction Norms and Regulations 3.05.07 for different types of the equipment terms of stages of step-by-step acceptance of the equipment from installation and individual testing depend on equipment type. Pouzlovy acceptance serves for check of readiness of all equipment of node for pouzlovy adjustment at the time of its beginning;

5) pouzlovy starting (further – starting) adjustment of functional nodes on the idle equipment (further – cold adjustment) and their approbation under loading. Delivery of functional nodes from starting adjustment in the operation mode, in check of construction readiness and in pouzlovy complex adjustment on the working equipment;

6) approbation of the block (or the separate package boiler, turbine unit) with synchronization (or without it for the separate package boiler) and set of loading for check of its complete construction readiness;

7) pouzlovy complex (further – complex) adjustment and testing of functional nodes, including subsystems of industrial control system and operational contour of block control panel for working off of the modes of the equipment. Trial operation of functional and technology nodes, including control and management system, identification and elimination of defects, transfer of functional nodes to commercial operation. Carrying out complex approbation of the block (installation);

8) acceptance of the block (installation) in operation is performed by the customer with carrying out necessary testing of the power equipment and with execution of the relevant act according to requirements of Chapter 32 of the Civil code and Chapter 11 of the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan".

13. Two organization types of the Party of Russian Taxpayers on the equipment are provided:

1) works, the made specialists of one profession (heatmechanics, electricians, specialists of industrial control system) completed in crews and who are carrying out adjustment transactions irrespective of specialists of other professions;

2) the works which are made integrated pouzlovy teams (further – nodal crews). Each nodal crew includes workers of all professions necessary for adjustment of this functional and technology node.

14. The first organization type of works is applied:

1) in case of premounting audit, check, step-by-step acceptance from installation and individual testing of the equipment;

2) on initial stage of complex adjustment of nodes in case of feasibility of carrying out initial ensuring reliability of operation of the equipment in project amount separately by its types.

15. Since stage of pouzlovy acceptance from individual approbation and before acceptance of the block (installation) by the customer (except for initial stage of complex adjustment) the Party of Russian Taxpayers is carried out by forces of nodal crews and will be organized by complex working subcommittees.

16. The nodal crew will be organized by the solution of complex working subcommittee during individual testing of the equipment from among leading experts of the organizations performing installation and adjustment works on this functional node on agreements. For accomplishment of the Party of Russian Taxpayers workers from structure of the mounting and adjustment organizations can be attracted by nodal crew in addition.

The nodal crew is headed by the foreman appointed from among highly qualified specialists of the leading adjustment organization in node, the customer, the research organization or manufacturing plant of the equipment.

Foremen of nodal crews, and in necessary cases and all structure of nodal crew, are appointed by the order of the customer or in case of "turnkey" commissioning of the object – the general contractor.

The foreman of nodal crew and the crew subordinated to him can carry out the Party of Russian Taxpayers on two and more functional nodes.

17. The complex working subcommittee includes in the structure workers of all specialties necessary for the organization and acceptance of works on node.

18. Complex working subcommittees are included:

1) foremen of the corresponding crews;

2) customer representatives;

3) representatives of manufacturing plants of the equipment;

4) general designer;

5) contract organizations;

6) representatives of the heatmounting organization;

7) representatives of the electromounting organization;

8) representatives of the leading adjustment organization;

9) the research organizations participating in designing of energy object.

The specified representatives are allocated by heads of production divisions of the relevant organizations for the request of the chairman of complex working subcommittee.

Chairmen of complex working subcommittees are appointed by the order of the customer, and in case of "turnkey" commissioning of the objects – the order of the general contractor from among experienced and competent specialists of the customer or (in coordination with management) the leading adjustment organizations on this node, the research organizations, and also manufacturing plants of the equipment. The same specialist can be appointed the chairman of two and more complex working subcommittees.

The chairman of complex working subcommittee is member of the working commission. Appointment of chairmen and creation of complex working subcommittees is made during individual testing of the equipment.

19. Acceptance and input of objects in the operation and creation of inspection stipulated in this NDT are performed according to requirements of Chapter 32 of the Civil code and Chapter 11 of the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan".

Paragraph 1. The work content on stages of accomplishment and management of works

20. The Party of Russian Taxpayers production organization provides consecutive "coupling" of nodes of the block or separate installation with exit to their complete functional coordination during complex adjustment from stage to stage.

21. The preparatory stage of the Party of Russian Taxpayers begins after preparation (release) of working drawings. At this stage it is made:

1) studying and analysis of project and factory documentation, determination of compliance of the project documentation to regulating documents, prototype solutions and best practices, development of notes and recommendations about remedial action;

2) creation of the project of production of the Party of Russian Taxpayers, including actions for safety and labor protection;

3) development and approval of working programs for adjustment and launch of the equipment;

4) preparation of the park of the measuring equipment, test equipment and devices, organization and equipment of object laboratory, providing workplaces with devices, tool and instructive-methodological materials;

5) creation of the list of documentation necessary on different production stages and acceptance of the Party of Russian Taxpayers on each functional node;

6) development of the first edition of operational instructions.

22. Works on preparatory stage of the Party of Russian Taxpayers are performed by the participating organizations of the Party of Russian Taxpayers according to the coordination plan individually with necessary mutual consultations.

23. At stage of premounting audit and check of the equipment, machines, mechanisms, armature, control facilities and managements common operating-technical directorship is performed by the customer on behalf of the deputy chief engineer of energy object for repair or installation.

24. The procedure and amount of carrying out audits and checks are established according to rules, technical regulations, standards and instructions of manufacturing plants.

25. Audit is carried out by the respective workshops of energy objects with involvement of the mounting, repair and adjustment shops.

Workshops provide the organization of workplaces for maintenance and adjustment force in the rooms allocated for this purpose by management of energy object.

26. At stage of step-by-step acceptance of the equipment from installation and individual testing common operating-technical directorship is performed by the deputy chief engineer of energy object for installation.

27. The procedure for acceptance and individual testing of oborudovaniye is established by heads of workshops of energy object together with the corresponding heads of crews of the parent commissioning organization, division managers of the construction, mounting and adjustment organizations, chief personnel of manufacturing plants, according to rules, technical regulations, standards and instructions of manufacturing plants.

28. Adjustment works are performed by the adjustment organizations according to the coordination plan. Workshops provide the organization of workplaces of adjustment personnel in the rooms allocated for accomplishment of these works as management of energy object.

Result of accomplishment of this stage is execution of the act of the working commission of acceptance of the equipment after individual testing in the form provided by appendix 8 to this specifications and technical documentation.

Giving of tension for accomplishment of the Party of Russian Taxpayers is performed by the electric power supplier according to the Regulations for electrical installation approved by the order of the Minister of Energy of the Republic of Kazakhstan of March 20, 2015 No. 230 (it is registered in the Register of state registration of regulatory legal acts No. 10851).

29. At stage of pouzlovy acceptance of the equipment from installation and individual testing of the equipment of functional nodes of the capital and all-station equipment common operating-technical directorship is performed by the deputy chief engineer of energy object for operation.

30. Acceptance of functional nodes of the equipment from installation and individual testing is made in a complex from the construction, heatmounting, electromounting and adjustment organizations with consideration of readiness of node, regarding construction, heatmounting, electric installation work and individual testing, with consideration of acts for the hidden works and the documents (acts, protocols, entries in magazines) constituted in case of audit of the equipment, step-by-step acceptance after individual testing.

31. By the beginning of pouzlovy adjustment and pouzlovy approbation works completely come to the end:

1) on installation of processing equipment of node;

2) on processing equipment with accomplishment of the adjustment transactions which are not requiring turning on of the equipment in work;

3) on autonomous adjustment of sites of the subsystems of industrial control system entering this node in volume of the special software of subsystem of collection and preprocessing of information, information base, subsystem of submission of information, subsystem of technology seal of programs of diagnostics of technical means; information channels and panel of reproduction of signals; cases of subsystems of management, blocking, protection and alarm system; schemes of control of mechanisms, the locking and regulating armature; cases of subsystem of automatic control; cases (with their check on simulators) subsystems of federal state institution; operational contour of block control panel and all communications within block control panel.

32. Carrying out pouzlovy acceptance of the equipment from installation is performed by complex working subcommittee.

Following the results of the specified acceptance the acceptance act of functional node from installation and individual testing in starting nodal adjustment approved by the chief engineer of energy object is drawn up. The form of the act is given in appendix 9 to this specifications and technical documentation.

If in the course of acceptance of node from installation and individual testing defects and subquality work are revealed, then acceptance stops before their elimination.

Need of performance of works, not provided by the project, factory instructions and other documents on the Party of Russian Taxpayers, is drawn up by the separate act of the working commission.

33. At stage of starting adjustment of functional nodes on the idle equipment (cold adjustment) and their approbations under loading (with giving of tension, air, couple, waters, oils with carrying out kindling of copper), pouzlovy acceptance in the subsequent complex adjustment the common technical guidance is performed by the deputy chief engineer of energy object for operation.

34. Directly starting adjustment of node is carried out by nodal crew under the leadership of the foreman.

35. Works at stage of starting adjustment and approbation of functional nodes are carried out according to the working programs approved by the chief engineer of energy object.

36. Cold adjustment of functional node is considered complete, in cases:

1) accomplishment all of necessary calibrations of analog devices and check of factory settings;

2) checks of correctness of passing of all analog signals from sensors to means of automatic equipment, computer facilities, to devices and signaling devices;

3) exposure of all settings of protection and alarm system;

4) checks of the course of regulating authorities and electromagnetic valves;

5) checks of correctness of passing of signal of the discrete devices and sensors used in systems of protection, blocking, automatic control and alarm system to computer facilities and its means of display, individual devices, signaling devices and control units;

6) otkalibrovaniye and limiting checks of switches of torques of engines and indexes of provision;

7) checks of the switching equipment;

8) checks of the direction of rotation of drives of technology mechanisms;

9) checks of the direction of movement of executive mechanisms and the showing devices in case of corrective action;

10) establishments of possibility of operational management from control panel;

11) checks of system of protection, blocking, the alarm system and logical management (as far as it is possible without the technology mode);

12) checks of orientation of impact of systems of automatic control, exposure of calculated parameters of their setup;

13) sgenerirovannost and verifications of the general software of industrial control system;

14) loadings and checks on simulators of the special software of industrial control system (as far as it is possible without the technology mode);

15) accomplishment of scrolling of mechanisms idling, establishments of the parameters characterizing mechanism condition idling in the limits set by standards, factory, project and other normative and technology documentation.

37. Accomplishment of Items of cold adjustment is reflected in the Magazine of readiness of functional and technology node for testing under loading. The form of the magazine is given in appendix 10 to this specifications and technical documentation.

38. Approbation of node under loading is carried out after full completion of its cold adjustment.

39. The stage of starting adjustment and approbation of nodes of the equipment comes to an end with trial start-up during which adjustment of settings, debugging, check and inclusion in work (on the equipment put into operation) subsystems of protection, blocking, automatic control of excitement, the alarm system, automatic system of regulation, federal state institution and subsystem of submission of information in the amount necessary for safety and reliability of carrying out approbation of the block (or installations comes to the end) for the purpose of check of its construction readiness with capture of loading, with its exit in the mode of operation and complex adjustment. In technical programs of approbation of functional nodes under loading the role and the works performed by operational personnel is specified.

40. The organization of approbation of node after starting adjustment for the purpose of its acceptance for check of construction readiness and in complex adjustment is performed by complex working subcommittee.

41. If in the course of approbation of node damages, defects or subquality work are revealed, then approbation is interrupted and carried out after their elimination.

42. Completion of stage of pouzlovy starting adjustment of functional nodes on the idle equipment and their approbations under loading on each node is drawn up by the test report of functional and technology node approved by the chief engineer of energy object. The form of the protocol is given in appendix 11 to this specifications and technical documentation.

The node is deemed accepted for check of construction readiness and in complex adjustment if there are acceptance acts of functional node from installation and individual testing in starting nodal adjustment specified in Item 32 of this specifications and technical documentation and also the test report of node approved by the chief engineer of energy object.

43. Check of construction readiness of start-up complex of the power unit or separate aggregate is made according to the special technical program providing launch of the equipment according to project schemes. At the same time for the separate boiler aggregate receipt of vapor of project parameters, and for the power unit and separate turbine unit with the generator – synchronization and set of electric loading is provided.

44. The program of check of construction readiness is developed by the parent adjustment organization and affirms her chief engineer and the chief engineer of energy object.

In the absence of the parent commissioning organization the program is developed and approved by the customer, and in case of "turnkey" commissioning of the object – the general contractor, involving in development of the program the mounting and adjustment organizations.

45. Operational management of the equipment is exercised by operational personnel of the customer according to the operational instructions which are in advance developed according to instructions of manufacturing plants and the program of check of construction readiness.

46. Personnel of the mounting, adjustment, research organizations and chief personnel of manufacturing plants of the equipment take part in check of readiness according to the program.

47. The technical lead of check of construction readiness is the chief engineer of energy object.

48. In case of completion of stage of pouzlovy complex adjustment and testing of functional nodes of the Party of Russian Taxpayers the statement by working inspection about acceptance of the equipment after check of construction readiness is drawn up. The list of the defects of the equipment, installation and construction revealed when testing, and also the program schedule of complex adjustment of nodes and approbation of the block or the separate aggregate is attached to the act. The act is approved by the customer's head. The form of the act is given in appendix 12 to this specifications and technical documentation.

The defects of the equipment, construction and installation revealed when checking construction readiness of start-up complex are eliminated prior to complex pouzlovy adjusting.

49. At stage of complex adjustment of nodes pouzlovy adjustment, testing (research) of the equipment in different operating modes is carried out:

1) in case of the stopped block or the separate aggregate with inclusion in work of separate functional technology nodes;

2) in case of start-up and stops of the block or separate aggregate according to the program of adjustment testing;

3) in case of execution of electric loading at the level set according to the adjustment program.

Repair and honing works are carried out to the same period on the stopped equipment, the defects revealed in the course of adjustment of nodes are eliminated.

50. The program of complex adjustment of nodes provides at the first stage separate work of specialists of different professions for initial adjustment of separate types of the equipment for the purpose of ensuring reliability of installation in project amount, and then – complex work of the nodal crews created at acceptance stage under technical guidance of foremen.

51. Completion of adjustment on nodes is drawn up by nodal crews protocols of carrying out complex testing of nodes (in necessary operating modes of energy object which affirm the chief engineer of energy object).

During the same period complex adjustments of subsystems of industrial control system (including operational contour of block control panel), their trial operation and transfer to commercial operation are made.

52. Operation of the equipment during complex adjustment is provided according to separate programs and power generation according to the dispatching schedule is not planned for this period.

During complex adjustment it is carried out:

1) technology debugging of functional nodes during the operation of the equipment in the variable and stationary modes;

2) carrying out and working off of launches of the equipment from different thermal conditions according to schedules of manufacturing plants;

3) debugging of information channels of discrete and analog parameters, and also adjustment of information base by results of operation of the equipment;

4) experimental determination of static and dynamic characteristics of the equipment, inclusion in work of systems of automatic control in project amount;

5) adjustment and adjustment of technology algorithms and programs of complex of tasks of industrial control system on the operative equipment;

6) adjustment of systems of federal state institution with adjustment of technology algorithms and programs of federal state institution and blocking by results of start-up;

7) adjustment of operational technical documentation;

8) working off of control modes and interaction between operation personnel in the conditions of acting with industrial control system and in case of its refusals;

9) trial operation of complex of tasks and subsystems of industrial control system with carrying out testing in variable and stationary operating modes of the equipment, its check on capture greatest possible (within project) and the longest loading;

10) transfer of start-up complex of tasks and subsystems of industrial control system as a part of the power equipment put into commercial operation.

Complex adjustment comes to an end with carrying out complex approbation of the equipment with execution of the act of the working commission of acceptance of the equipment after complex approbation in the form provided by appendix 13 to this specifications and technical documentation.

53. After completion of works on the program schedule of complex adjustment of the power unit or the separate aggregate and its complex approbation acceptance of the called equipment in operation is made. 1) performs common, operational and technical management behind quality of construction, installation, adjustment and testing of the equipment;

2) participates in carrying out prestarting and starting transactions on the equipment, nodes and the block;

3) participates in work of inspections;

4) provides transaction and carrying out premounting audit of the equipment and equipment, elimination of defects of the equipment, construction and installation.

60. The customer provides financing of the Party of Russian Taxpayers in the terms providing settlings with the attracted commissioning organizations at all stages.

61. The customer together with the contract organization provides carrying out the Party of Russian Taxpayers at all stages:

3) control of results of accomplishment of the Party of Russian Taxpayers by all participants and participation in work of inspections;

71. Instructions of the parent commissioning organization regarding technology and terms of the Party of Russian Taxpayers are observed by all organizations participating in launch of the equipment.

72. The main form of activities of the parent commissioning organization is the conclusion of the agreement of the single contract on accomplishment of all complex of the Party of Russian Taxpayers with involvement of other adjustment organizations on the terms of sub contracting.

73. In the absence of the parent commissioning organization of its function regarding distribution, control and coordination of works the customer or the general contractor in case of "turnkey" commissioning of the object carries out.

74. Accomplishment of the Party of Russian Taxpayers is made according to the amounts approved with the customer, the general contractor and the parent commissioning organization. Participation in step-by-step acceptance and individual testing of the equipment, and also in acceptance, starting, complex adjustment and testing of functional nodes and the block in general is performed according to requirements of this specifications and technical documentation.

75. Collaborators of the Party of Russian Taxpayers according to the coordination plan exercise control of installation and individual testing of the equipment as a part of crews:

1) is constituted by sheets of defects of the equipment, installation, the project and develop offers on their elimination;

85. Serviceman:

1) performs only those works which are determined in task to link and are charged to it by the head of link;

86. Combination by one person of obligations of two persons from among the following is allowed:

1) the division manager is the head of the Party of Russian Taxpayers and EMR on object if other person is not designated;
