1. Approve the enclosed Rules of forming and maintaining the database of goods, works, services and their suppliers.

2. To committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (Erzhanov A. K.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic type on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective from the date of its first official publication and extends to the legal relationship which arose since January 1, 2016.

Rules of forming and maintaining database of goods, works, services and their suppliers

Chapter 1. General provisions

1. These rules of forming and maintaining the database of goods, works, services and their suppliers (further - Rules) are developed according to Item 2 of article 268 of the Entrepreneurial code of the Republic of Kazakhstan of October 29, 2015 and determine procedure for forming and maintaining the database of goods, works, services and their suppliers.

2. In these rules the following basic concepts are used:

1) the database of goods, works, services and their suppliers (further - the database) - the list of domestic goods, works, services and their suppliers;

2) institute - national institute of development in the field of development of local content;

3) the electronic copy of the document - the document which is completely reproducing type and information (data) of the authentic document in electronic and digital form;

4) the portal - information system the Kazakhstan Content Internet portal;

5) suppliers of goods, works and services (further - suppliers) - domestic producers and domestic suppliers of works and services;

6) the digital signature - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

Chapter 2. Procedure for forming of the database of goods, works, services and their suppliers

3. The database is created by institute according to these rules.

4. The database is placed on the portal to the address www.ks.gov.kz.

5. The database includes:

1) works and services rendered by domestic suppliers;

2) goods on which certificates of the Kazakhstan origin of the CT-KZ form are issued;

3) list of domestic producers and domestic suppliers of works and services;

4) register of domestic producers of construction materials, equipment, products and designs;

5) register of domestic manufacturers of furniture products.

6. For registration in the database (except for the register of domestic producers of construction materials, the equipment, products and designs and the register of domestic manufacturers of furniture products) the supplier:

1) fills in the questionnaire of the supplier in form, according to appendix 1 to these rules in electronic form;

2) fills in information on goods on form, according to appendix 2 to these rules and (or) information on works and/or services in form, according to appendix 3 to these rules in electronic form;

3) for goods:

attaches the document on assessment (confirmation) of compliance of products if products are subject to obligatory assessment (confirmation) of compliance;

attaches the certificate of origin of the CT-KZ form which is issued on the goods made or subjected to sufficient conversion according to the order of the acting minister on investments and development of the Republic of Kazakhstan of February 24, 2015 No. 155 "About approval of Rules by determination of the country of goods' origin, issue of the certificate of origin and cancellation of its action" (registered in the Register of state registration of regulatory legal acts at No. 10947);

4) for works and services:

attaches the certificate * or the certificate of state registration of the legal entity (for legal entities);

note: * the certificate on the state (accounting) registration (re-registration) of the legal entity (branch, representation) issued before enforcement of the Law of the Republic of Kazakhstan of December 24, 2012 "About modification and amendments in some legal acts of the Republic of Kazakhstan concerning state registration of legal entities and accounting registration of branches and representations" is valid before the termination of activities of the legal entity;
