ORDER OF THE GOVERNMENT OF THE REPUBLIC OF TAJIKISTAN

About the State program of education, matching and arrangement of the managerial personnel of the Republic of Tajikistan from among capable girls and women for 2007 - 2016

(as amended of the Order of the Government of the Republic of Tajikistan of 10.02.2016 No. 66)

For the purpose of execution of the Presidential decree of the Republic of Tajikistan of December 3, 1999 "About measures for advancement of women in society" the Government of the Republic of Tajikistan decides No. 5:

1. Approve the enclosed State program of education, matching and arrangement of the managerial personnel of the Republic of Tajikistan from among capable girls and women for 2007 - 2016.

2. To the Ministry of economic development and trade of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan to provide necessary funds for the prospect of social and economic development of the republic and in the government budget of the Republic of Tajikistan for 2007 - 2016 on ensuring accomplishment of the State program of education, matching and arrangement of the managerial personnel of the Republic of Tajikistan from among capable girls and women for 2007 - 2016.

3. To chairmen of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas, to the ministries and departments of the Republic of Tajikistan to provide accomplishment of actions of the State program, on its basis to develop complex of actions taking into account national traditions of the Republic of Tajikistan.

4. To assign control of execution of this resolution and the course of implementation of the State program to the deputy prime minister of the Republic of Tajikistan.

Legal and normative legal basis of development of the Program:

The constitution of the Republic of Tajikistan, the Law of the Republic of Tajikistan of March 1, 2005 No. 89 "About the state guarantees of equality of women and men and equal opportunities of their realization", the Presidential decree of the Republic of Tajikistan of December 3, 1999 No. 5 "About measures for advancement of women in society", the Actions plan about accomplishment of the recommendations and instructions of the President of the Republic of Tajikistan E.Sh.Rakhmonov stated on March 7, 2006 at meeting with representatives of women of the country" (from 13 03.2006 years, Item 17)

Factors on the basis of which the State program is developed:

- Though officially in Tajikistan do not exist any restrictions on women and it grants the equal rights with men, however within realization of the rights of women on replacement of executive positions in the republic their potential is not used in full. For achievement of the valid equality of men and women it is necessary to eliminate number of obstacles of economic, social, cultural nature, change of public opinion in education, matching and arrangement of the managerial personnel;

- state policy on education, matching and arrangement of the managerial personnel from among capable women and girls needs to be included in general strategy of development of Tajikistan and in all main state programs of the country;

- for achievement of real equality of women and men in questions of education, matching and arrangement of the managerial personnel it is necessary to develop social cooperation of the state and civil society, and also attraction in this process of opportunities of non-governmental organizations.

Main objectives of the Program:

- Determination of long-term state policy on providing the rights and opportunities for education, matching and arrangement of the managerial personnel of the country from among capable women and girls;

- providing the equal rights of women and men in case of promotion and appointments to executive positions;

- providing comprehensive conditions for study;

- to attract more girls for study at 10-11 classes;
