Based on subitem 8.10 of Item 8 of the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445, National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the Method of calculation of total amount of transportation of goods, cargo turnover of road transport and indexes of transportation of goods, cargo turnover it (is applied) and to enact it since calculation of total amount of transportation of goods, cargo turnover of road transport and indexes of transportation of goods, cargo turnover for January, 2016.

2. Recognize invalid:

the resolution of National Statistical Committee of the Republic of Belarus of December 9, 2013 No. 255 "About approval of the Method of calculation of amounts of transportation of goods, cargo turnover of road transport" (The national legal Internet portal of the Republic of Belarus, 23.01. 2014, 7/2676);

the resolution of National Statistical Committee of the Republic of Belarus of February 11, 2015 No. 8 "About entering of amendments and changes into the Method of calculation of amounts of transportation of goods, cargo turnover of road transport" (The national legal Internet portal of the Republic of Belarus, 26.02.2015, 7/3056).

3. This resolution becomes effective since January 20, 2016.

Method of calculation of total amount of transportation of goods, cargo turnover of road transport and indexes of transportation of goods, cargo turnover

Chapter 1. General provisions

1. This Technique establishes procedure of payments National Statistical Committee of total amount of transportation of goods, cargo turnover of road transport and indexes of transportation of goods, cargo turnover.

2. According to the nation-wide qualifier of the Republic of Belarus OKRB 005-2011 "Types of economic activity" approved by the resolution of the State committee on standardization of the Republic of Belarus of December 5, 2011 No. 85 (further – OKED), activities for transportation of goods cover activities of load road transport and provision of services for moving (movement) (codes 49410, 49420 OKED).

3. The total amount of transportation of goods, cargo turnover of road transport consists of amount of transportation of goods, cargo turnover of road transport of the organizations and amount of transportation of goods, cargo turnover of road transport of individual entrepreneurs.

Calculation of total amount of transportation of goods, cargo turnover of road transport is performed on the republic, areas and Minsk in month, quarter, the period since the beginning of year and for the whole year.

Calculation of total amount of transportation of goods, cargo turnover of road transport for quarter, from the beginning of year, in year is determined by summing of settlement data on the total amount of transportation of goods, cargo turnover of road transport in months.

4. Calculation of indexes of transportation of goods, cargo turnover is performed on the republic, areas and Minsk in month, quarter, the period since the beginning of year and for the whole year.

5. For the purposes of this Technique the following main terms and their determinations are used:

It is determined by multiplication of weight of each batch of the transported freights in tons on haulage distance with the subsequent summing of works by all trips;

index of transportation of goods, cargo turnover - the relative statistics characterizing scope change of transportation of goods, cargo turnover in time;

commercial transportations of freights are the transportations executed for a fee for legal entities and physical persons based on the transportation agreement of freight or other legal causes;

amount of transportation of goods, cargo turnover of road transport of specialized transport organizations - amount of transportation of goods, cargo turnover of road transport of the organizations which main types of economic activity are activities of load road transport and provision of services for moving (movement);

transportation of goods by road transport - the commercial transportations of freights executed by transport of the organizations which types of economic activity are activities of load road transport and provision of services for moving (movement), and also the individual entrepreneurs performing transportation of goods.

6. The amount of transportation of goods, cargo turnover of road transport of the organizations consists of amount of transportation of goods, cargo turnover:

6.1. transport organizations – legal entities, with average number of workers in year 101 persons and more, their separate divisions which main types of economic activity are:

activities of load road transport and provision of services for moving (movement);

city and suburban transportations by buses in the regular message, transportations by buses in the regular message, except city and suburban, other transportations of passengers by road transport in the irregular message;

6.2. not transport organizations – legal entities, with average number of workers in year 101 persons and more, their separate divisions which minor types of economic activity are activities of load road transport and provision of services for moving (movement);

6.3. the small organizations and the microorganizations - the main and (or) minor types of economic activity of which are activities of load road transport and provision of services for moving (movement).

7. Starting information base for calculation of total amount of transportation of goods, cargo turnover of road transport and indexes of transportation of goods, cargo turnover are:
