About the Development program of gardening and wine growing in the Republic of Tajikistan for 2016 - 2020
According to Article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" and for the purpose of further development of gardening and wine growing, saturation of the domestic market by fruit and grapes, volumetric gain of export of products, ensuring food security of the country, increase in welfare of the population and on this basis of decrease in level of poverty in the republic, the Government of the Republic of Tajikistan DECIDES:
1. Approve the Development program of gardening and wine growing in the Republic of Tajikistan for 2016-2020 it (is applied).
2. To executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, cities and areas to perform specific measures for the purpose of ensuring accomplishment of this Program and about results of the done work to systematically provide information to the Government of the Republic of Tajikistan.
3. To the Ministry of Agriculture of the Republic of Tajikistan together with the Tajik academy of agricultural sciences, Committee on environmental protection under the Government of the Republic of Tajikistan and to the Agency of forestry under the Government of the Republic of Tajikistan to take timely measures for providing farms, irrespective of their forms of managing and the population the necessary saplings corresponding to climate of zones of the republic and about results annually in July and November to provide information the Government of the Republic of Tajikistan.
4. To the Ministries of Agriculture, finance, economic development and trade of the Republic of Tajikistan, to the State committee on investments and management of state-owned property of the Republic of Tajikistan, the Agency of melioration and irrigation under the Government of the Republic of Tajikistan and to other relevant organs within public funds, foreign and domestic investments, attraction of grants of the international organizations and own means to take measures for development of gardening and wine growing and about results annually in December to provide information the Government of the Republic of Tajikistan.

1. Gardening and wine growing is one of key industries of agricultural industry of the Republic of Tajikistan, capable to provide the domestic market of the country with food, to increase the export potential of the republic and to provide the population with permanent job.
2. Good weather conditions of the country allow to increase the areas of gardens and vineyards at the expense of saplings of high-yielding varieties with use of new innovation technologies, thereby providing requirement of the population with fruit and grapes year after year, and them them to export part abroad. Taking into account these circumstances the Development program of gardening and wine growing in the Republic of Tajikistan for 2016 - 2020 is developed (further to the Program).
3. For the purpose of further development of gardening and wine growing, ensuring domestic market with fruit and grapes, increase in the export potential of the republic, ensuring food security which is one of the main strategic objectives of the country, increase in level of living of the population and decrease in level of poverty in the republic the Presidential decree of the Republic of Tajikistan of August 29, 2009, No. 683 "About additional measures for development of gardening and wine growing in the Republic of Tajikistan for 2010-2014" is signed.
4. This Decree was issued for the purpose of construction during the five-year period of gardens and vineyards on the area of 46901 hectares, including apricot plantations on the area of 16714 hectares and vineyard - 5015 hectares.
5. The government of the Republic of Tajikistan paid special attention to development of gardening and wine growing that promoted development of industry.
6. For the period 2010 - 2014 in the republic gardens and vineyards were erected on the square of 53232 hectares that provided accomplishment of the drawn-up plan of the specified Decree for percent 115,6 from which 21192,3 of hectare apricot gardens and the 4376th hectare constitute vineyards.
7. It should be noted that for implementation of the specified Decree thanks to direct support of the Government of the Republic of Tajikistan annually at the expense of the republican budget certain financial means by which in five years of implementation of the specified Decree gardens were erected on the square of 257 hectares were allocated, from them 5,8 of hectares is constituted by intensive gardens.
8. Development of the Program proceeds from the main directions of development reflected in the Strategy of national development of the Republic of Tajikistan till 2015, the Strategy of increase in welfare of the population of Tajikistan for 2013 - 2015, the Concept of agrarian policy of the Republic of Tajikistan, the Program of reforming of agricultural industry of the Republic of Tajikistan for 2012 - 2020, the Program of food security of the Republic of Tajikistan for the period till 2015 and the President's letter of the Republic of Tajikistan by Majlisi Oli of the Republic of Tajikistan in April 23, 2014.
9. According to data of the Agency according to the statistics in case of the President of the Republic of Tajikistan till 2014 in the republic of the area of gardens constituted 135,4 of one thousand hectares, vineyards of 36,1 of one thousand hectares from which fructifying constitute 85,4 of one thousand hectares, gardens and 30,9 of one thousand hectare of vineyards.
10. In 2014 production of fruit constituted 341268 tons, and grapes of 188836 tons, productivity made 39,9 and 61,1 of centners from one hectare. These indicators of productivity are rather low in comparison with their potential opportunity.
11. For ensuring physiological requirement of the population of the country with fruit which regulation per capita constitutes 200 grams of fruit a day for ensuring food security, it is necessary to make 570 - 580 thousand tons of fruit and grapes, and in developed countries on one person make 1,2 - 1,5 of kg of fruit and grapes and this indicator is much higher than in our republic.
12. Growth of the population, daily requirement of the market, limited quantity of irrigated lands, climate change demand from specialists and scientists of industry to look for more acceptable options of development of industry.
13. The solution of this problem consists in increase in the areas with use of old methods, and in implementation of new modern technologies and further development of intensive gardening.
14. The benefit of intensive gardening consists in use of dwarfish forms of fruit saplings which allow to hold agro-technology events, harvesting with small costs, higher quality of fruit.
15. Is located on one hectare from 1,5 to 3, of thousands of saplings. Productivity makes from 300 to 700 centners from hectare that 8 - 10 times more than at the gardens existing in the republic. Application of method of drop irrigation allows to save irrigation water significantly.
