About the purchase order (procurement, delivery) in 2016 waste of paper and cardboard and waste of glass for republican state needs

The Council of Ministers of the Republic of Belarus DECIDES:

1. Establish the purchase order (procurement, delivery) in 2016 of waste of paper and cardboard and waste of glass for republican state needs (further - the state order) in amounts according to appendix.

2. Determine the state customers by delivery (procurement, delivery) for republican state needs of waste:

paper and cardboard - the Belarusian production and trade concern forest, woodworking and pulp and paper industry and the organizations which are its part specializing in production of cardboard and paper products and also Zelenoborskoye and Belgips open joint stock companies;

glasses - the state trade production association of Belresursa - managing company of holding of Belresursa.

3. To regional executive committees and Minsk Gorispolkom:

3.1. in two weeks:

3.1.1. together with mountains - and district executive committees to bring to suppliers - the legal entities performing collection (procurement) of waste of paper and cardboard and waste of glass and (or) in the course of economic activity of which such waste (further - suppliers), the state order are formed and to provide control of its accomplishment, including of the conclusion by suppliers with the state customers specified in Item 2 of this resolution, agreements on delivery of waste of paper and cardboard and waste of glass for republican state needs;

3.1.2. send information on the state order brought to suppliers to the Ministry of Economics, and also on delivery of waste:

paper and cardboard - in the Belarusian production and trade concern forest, woodworking and pulp and paper industry, Zelenoborskoye and Belgips open joint stock companies;

glasses - in the state trade production association of Belresursa - managing company of holding of Belresursa;

3.2. take other measures for accomplishment of the state order.

4. To concern Belarusian production trade forest, woodworking to both the pulp and paper industry and the organizations which are its part specializing in production of cardboard and paper products, to Zelenoborskoye and Belgips open joint stock companies, the state trade production association of Belresursa - managing company of holding of Belresursa:

4.1. sign agreements on delivery of waste of paper and cardboard and waste of glass for republican state needs with suppliers and to provide control of their execution;

4.2. provide payment for the delivered waste of paper and cardboard and waste of glass within 60 calendar days from the date of their delivery;

4.3. perform progress analysis of the state order and if necessary to make offers on its refining.

5. To regional executive committees, the Minsk Gorispolkom, concern Belarusian production trade forest, woodworking to both the pulp and paper industry and the organizations which are its part specializing in production of cardboard and paper products, to Zelenoborskoye and Belgips open joint stock companies, the state trade production association of Belresursa - managing company of holding of Belresursa quarterly to the 15th following reporting quarter to provide in the Ministry of Housing and Public Utilities information on the course of accomplishment of the state order.

6. To the Ministry of Housing and Public Utilities:

6.1. provide coordination of work of the regional executive committees, the Minsk Gorispolkom and the state customers specified in Item 2 of this resolution on accomplishment of the state order;

6.2. together with the regional executive committees, the Minsk Gorispolkom and the state customers specified in Item 2 of this resolution till February 25, 2017 to provide analytical information on accomplishment of the state order to Council of Ministers of the Republic of Belarus and the Ministry of Economics.

7. This resolution becomes effective after its official publication.
