ORDER OF THE MINISTER OF HEALTH AND SOCIAL DEVELOPMENT OF THE REPUBLIC OF KAZAKHSTAN

About approval of Rules of development, introduction, replacement and review of professional standards

(as amended on 28-08-2020)

According to Item 2 of Article 117 of the Labor code of the Republic of Kazakhstan of November 23, 2015 PRIKAZYVAYU:

1. Approve the enclosed Rules of development, introduction, replacement and review of professional standards.

2. To provide to department of work and social partnership of the Ministry of health and social development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of health and social development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the vice-Minister of health and social development of the Republic of Kazakhstan Nurymbetov B. B.

4. This order becomes effective since January 1, 2016 and is subject to official publication.

Rules of development, introduction, replacement and review of professional standards

Chapter 1. General provisions

1. Rules of development, introduction, replacement and review of professional standards (further - Rules) are developed according to Item 2 of Article 117 of the Labor code of the Republic of Kazakhstan of November 23, 2015 and establish procedure for development, introduction, replacement and review of professional standards (further - the professional standard).

2. In these rules the following terms and determinations are applied:

1) developer – consolidation (associations, the unions) employers or state bodies of the corresponding fields of activity;

2) knowledge - result of assimilation of information by means of training and personal experience, set of the facts, the principles, theories and the practicians belonging to the sphere of training or work; qualification component which shall be exposed to assessment;

3) qualification - degree of readiness of the worker, its knowledge, skills to high-quality accomplishment of specific labor functions;

4) skill level - set of requirements to level of training and the employee competence differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence. The skill level corresponds to the level and content of descriptors national and industry framework of qualifications;

5) the organizations of education – the educational institutions realizing educational programs of technical and professional, postsecondary, higher and postgraduate education, and also the organization of formation of branch associations (associations, the unions) of employers;

6) skills - the quality developed through training or carrying out certain researches of works also characterizes capability to accomplishment of certain intellectual or physical actions, both on workplace, and in ordinary life;

7) authorized state body on work - Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan;

8) labor function - enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;

9) profession - the main occupation of labor activity of the person requiring the certain knowledge, abilities and practical skills acquired as a result of special preparation and confirmed by the relevant documents on education;

10) professional subgroup - the set of professions created by complete set of labor functions and competences, necessary for their accomplishment;

11) the professional standard - the standard determining in specific area of professional activity of the requirement to skill level and competence, content, quality and working conditions;

12) professional group - the set of professional subgroups having general integration basis (similar or close appointment, objects, technologies, including labor instruments) and assuming similar set of labor functions and competences for their accomplishment;

13) competence - employee ability to apply knowledge, abilities and experience in professional and labor activity;

14) abilities - capability to apply knowledge and to show competence for the purpose of implementation of activities and the solution of tasks (use of logical, intuitive, creative and practical thinking);

15) the user - state bodies, the organizations (company), physical persons;

16) industry frame of qualifications - the structured description of the qualification levels recognized in industry;

17) industry council - council on forming of qualification system of state body of the corresponding field of activity is the advisory advisory body coordinating work on development of industry frame of qualifications and professional standards under state body;

18) approbation - check in practice, in actual practice compliance of projectible structure (types) of works, the education level and special preparation to actually carried out structure of works and to skill level;

19) experience - conscious activities, knowledge and skills which can be acquired and effectively used during certain period;

20) authorized organization - National chamber of entrepreneurs of the Republic of Kazakhstan.

3. The professional standard is intended for:

developments of single requirements to content of professional activity of the worker, for updating of the requirements to its qualification meeting modern requirements of the labor market;

solutions of wide range of tasks in the field of personnel management (development of systems of motivation and stimulation of personnel, job descriptions, selection, matching and certification of personnel, career planning);

forming of educational programs of all levels of professional education, personnel training in the organizations (at the companies), and also developments of educational and methodical materials to these programs;

evaluating professional readiness and confirmation of conformity of qualification of specialists.

4. Professional standards are applied:

graduates of the organizations of education, workers;

heads of the organizations, heads and specialists of divisions of personnel management of the organizations;

the specialists developing the state educational programs;
