About the organization of activities of sports schools of the highest skill

In pursuance of the resolution of the President of the Republic of Uzbekistan of November 23, 2015 "About creation of sports schools of the highest skill" the Cabinet of Ministers decides No. PP-2438:

1. Approve:

Regulations on sports schools of the highest skill according to appendix No. 1;

Standard rates of providing athletes of sports schools of the highest skill with stock for accommodation, food, sports equipment and form according to appendix No. 2;

Regulations on order of interaction of sports schools of the highest skill with National Olympic Committee, sports federations (associations) according to appendix No. 3;

Regulations on procedure for competitive selection and transfer of athletes in sports schools of the highest skill according to appendix No. 4.

2. Determine that:

transfer of athletes in sports schools of the highest skill is performed on competitive basis from among members of the main structure and reserve of the national teams of teams in sports, perspective athletes who had preliminary training in children's and youth sports schools, specialized children's and youth sports schools and colleges of the Olympic reserve, and also having necessary sports data to occupation certain sport and the corresponding potential of high-class athletes;

the general contingent of each sports school of the highest skill constitutes up to 100 athletes who during training are provided with free accommodation and four times food, and also sports equipment and form;

at sports school of the highest skill of Tashkent the contingent of athletes can be increased based on representations of sports federations (associations);

financing of activities of sports schools of the highest skill is performed at the expense of means of the Government budget of the Republic of Uzbekistan, receipts from realization of paid services in profile of activities of schools, charitable gifts of physical persons and legal entities, including non-state non-profit organizations, and also other sources which are not prohibited by the legislation.

3. Assign functions of the customer on the organization of construction and capital reconstruction of sports schools of the highest skill to engineering companies "Service of the Single Customer" under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent.

4. Determine sources of financing of construction, reconstruction and equipment of sports schools of the highest skill fund of development of physical culture and sport under the Ministry of physical culture and sport of the Republic of Uzbekistan (further - Fund).

5. To the Ministry of Finance of the Republic of Uzbekistan:

allocate necessary funds for development of the design estimates and the beginning of construction and reconstruction of sports schools of the highest skill within the approved parameters of the income and expenses of Fund for 2016;

make offers in the Cabinet of Ministers of the Republic of Uzbekistan on allocation to Fund of funds from the Government budget of the Republic of Uzbekistan for construction and reconstruction of sports schools of the highest skill according to the List of the sports schools of the highest skill created in 2016 - 2020 approved by the resolution of the President of the Republic of Uzbekistan of November 23, 2015 No. PP-2438.

6. To the state committee of the Republic of Uzbekistan on architecture and construction:

on the basis of studying of experiment of foreign countries on construction of sporting venues annually to hold among the project organizations competitions on development of specific projects of sports schools of the highest skill, taking into account their specialization in sports and climatic conditions of placement, in coordination with terms of construction and reconstruction of sports schools of the highest skill;

provide in accordance with the established procedure conducting state examination of the design estimates on construction and reconstruction of sports schools of the highest sports skill and to establish proper state architectural and construction supervision of quality of accomplishment of installation and construction works.

7. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent:

based on the approved projects of sports schools of the highest skill, timely development of the design estimates for implementation of construction and reconstruction of sports schools of the highest skill, taking into account the available buildings and constructions of sports schools, carrying out the competitive (tender) biddings on accomplishment of installation and construction works on a turnkey basis and commissioning of the objects at the scheduled time;

strict control of timely and high-quality accomplishment of parameters of construction and reconstruction of sports schools of the highest skill according to annually approved address lists, with introduction on quarterly basis into the Cabinet of Ministers of the Republic of Uzbekistan information on the course of accomplishment of parameters.
