According to the subitem 3 of Item 9 of the Protocol on carrying out coordinated policy in the field of ensuring unity of measurements (appendix №10 to the Agreement on the Eurasian Economic Union of May 29, 2014) and Item 14 of appendix №2 to the Regulations of work of the Eurasian economic commission approved by the Decision of the Supreme Eurasian economic council of December 23, 2014 №98, and for the purpose of realization of Item 3 of the Protocol on recognition of results of works on accreditation of conformity assessment bodies (appendix №11 to the Agreement on the Eurasian Economic Union of May 29, 2014) regarding providing and the organization of carrying out interlaboratory comparative researches (interlaboratory checkings) the Board of the Eurasian economic commission decided:

1. Approve the enclosed Procedure for the organization of carrying out interlaboratory comparative researches (interlaboratory checkings).

Determine that the specified Procedure does not extend to the relations connected with inclusion of test laboratories (centers) in the Unified register of certification bodies and test laboratories (centers) of the Customs union according to the Regulations on procedure for inclusion of certification bodies and test laboratories (centers) in the Unified register of certification bodies and test laboratories (centers) of the Customs union, and also its forming and maintaining approved by the Decision of the Commission of the Customs union of June 18, 2010 №319.

2. This Decision becomes effective after 1 year from the date of its official publication.

Procedure for the organization of carrying out interlaboratory comparative researches (interlaboratory checkings)

I. General provisions

1. This Procedure establishes requirements to the organization of carrying out interlaboratory comparative researches (interlaboratory checkings) for the purpose of skill test of accredited test laboratories (centers) performing assessment works of compliance of products to requirements of technical regulations of the Eurasian Economic Union (further - the Union) and the conformity assessment bodies of the Union included in the unified register (further - test laboratories) according to area of accreditation.

2. For the purposes of this Procedure concepts which mean the following are used:

"interlaboratory comparative researches (interlaboratory checkings) for the purpose of skill test of test laboratories", "interlaboratory checkings" - the procedure of the organization, accomplishment and estimation of researches (testing) and measurements same or several similar samples in two and more test laboratories by means of estimation of characteristics of functioning of these test laboratories;

"sample for skill test", "sample" - object of researches (testing) and measurements, the technical tool, standard sample, substance (mix of substances), material, other objects of natural and artificial origin which can be used as an example for the organization of interlaboratory checkings, with predefined characteristics (structures, properties, parameters), intended for skill test of test laboratories;
