1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction of copies of this order for official publication in information system of law of Ad_let and the periodic printing edition on the electronic medium with appendix of the paper copy certified by official stamp for entering into reference control bank of the regulatory legal acts of the Republic of Kazakhstan in electronic form certified by the digital signature of person, representative to sign this order, with appendix of the paper copy certified by official stamp;

3) after official publication placement of this order on the Internet - resource of the Ministry of Culture and sport of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Culture and sport of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-Minister for Culture and Sports of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of payment of subsidies to the state theaters, concert organizations, cultural and leisure organizations, museums and circuses

1. These rules of payment of subsidies to the state theaters, concert organizations, cultural and leisure organizations, museums and circuses (further - Rules) are developed according to Item 5 of Article 35 of the Budget code of the Republic of Kazakhstan of December 4, 2008 and subitem 35-7) of article 7 of the Law of the Republic of Kazakhstan of December 15, 2006 "About culture" and determine payment procedure of subsidies to the state theaters, the concert organizations, the cultural and leisure organizations, the museums and circuses from the republican and local budget (further - budget subsidies).

2. Budget subsidies are allocated for covering of losses from the republican and local budget and intend for interest cover of losses (reduction in cost of cost of services):

1) to the state theaters, circuses, the concert and cultural and leisure organizations, the theatrical circus, cultural and leisure actions connected with provision of services on ensuring availability to the population, concert actions for all segments of the population of the republic, promotion of classical, folk, musical and choreographic art;

2) to the state museums, connected with ensuring safety, accounting, completing and restoration of cultural values.

3. Distribution of the budget subsidies by the Ministry of Culture and sport of the Republic of Kazakhstan and local executive bodies of areas, cities of republican value, the capital, areas (cities of regional value) (further - the administrator of the budget program) is performed by the direction of the amount on covering of losses to the state theaters, the concert organizations, the cultural and leisure organizations, the museums and circuses minus the size of the loss covered at the expense of own means.

4. Payments of the budget subsidies from the republican budget are made according to consolidating plans of financing according to obligations and payments. At the same time the size of subsidies for covering of losses of republican theaters, the concert organizations and the museums does not exceed the size specified in appendix 1 to these rules.

5. Payments of the budget subsidies from regional, the cities of republican value, the capital, district (the cities of regional value) the budget are made according to consolidating plans of financing according to obligations and payments. Subsidies are allocated for covering of losses of the organizations except for the size of loss covered at the expense of own means.

6. The administrator of the budget program within fifteen working days after approval by the central and local authorized body on budget implementation of the consolidating plan of financing brings to the state theaters, concert and cultural and leisure the organizations, the museums and circuses monthly distribution of the allocated budget subsidies.

7. The budget subsidies received by the state theaters, the concert organizations, the cultural and leisure organizations, the museums and circuses are enlisted on the current account opened by them in banks of the second level.

8. The state theaters, the concert organizations, the cultural and leisure organizations, the museums and circuses for receipt of the budget subsidies represent to the administrator of the budget program:

1) annually, no later than December 30 of the current year, based on the received amounts of the budget subsidies the approved plans of the income for the rendered services and the expense plan the forthcoming year, in forms according to appendices 2 and 3 to these rules;

2) monthly, no later than the 25th, calculation of covering of losses the forthcoming month in form according to appendix 4 to these rules.
