About approval of Rules of implementation of monitoring and control of strategy implementation of social and economic development of macroregions

Approve the enclosed Rules of implementation of monitoring and control of strategy implementation of social and economic development of macroregions.

Rules of implementation of monitoring and control of strategy implementation of social and economic development of macroregions

1. These rules determine procedure of monitoring and control of strategy implementation of social and economic development of macroregions (further - strategy).

2. During monitoring and control of strategy implementation collection and systematization of information on ensuring coordination of carrying out in the territorial and temporary relation of the actions provided by the strategy of spatial development of the Russian Federation, industry documents of strategic planning of the Russian Federation, the strategy of social and economic development of subjects of the Russian Federation, general schemes, planned and program and target documents of the state corporations, state-owned companies and joint-stock companies with the state participation is performed.

3. Monitoring of strategy implementation is performed on the basis of the analysis of execution of the actions plan on strategy implementation (further - the actions plan) and achievements of the measure values of social and economic development provided by strategy.

4. The actions plan within 6 months from the date of approval of strategy is developed by the Ministry of Economic Development of the Russian Federation together with federal executive bodies, executive bodies of the subjects of the Russian Federation entering the macroregion, the state corporations, state-owned companies and joint-stock companies with the state participation performing activities in the territory of the macroregion (further - executives in charge).

5. The actions plan affirms the order of the Government of the Russian Federation.

6. The actions plan is developed for the term corresponding to strategy implementation stages and contains list of actions, control events with indication of including terms of their execution and executives in charge.

7. The Ministry of Economic Development of the Russian Federation if necessary sends offers to the Government of the Russian Federation on adjustment of the actions plan.

8. Monitoring and control of strategy implementation is exercised with use of federal information system of strategic planning (further - information system).

9. Executives in charge within the competence till March 1 of the year following reporting place in information system the report on accomplishment of control events of the actions plan or reasonable information on impossibility of their accomplishment signed with use of the strengthened qualified digital signature.

10. The Ministry of Economic Development of the Russian Federation till May 1 of the year following for reporting based on reports on accomplishment of control events of the actions plan or information on impossibility of their accomplishment prepares the report on monitoring of strategy implementation and places it in information system and on the official site of the Ministry of Economic Development of the Russian Federation.

11. Within strategy implementation control the Ministry of Economic Development of the Russian Federation annually, within 10 working days from the date of placement of the report on monitoring of strategy implementation in information system, performs efficiency evaluation of its realization on the basis of assessment of achievement of indicators of strategy and execution of the actions plan.

12. Assessment of achievement of indicators of strategy in j-m to year of its realization (Pj) is determined by formula:

                                          Pj = SUMMJ/Kj,

where:

SUMMJ - number of the indicators which reached forecast value in j-m to year of strategy implementation. The measure value not lower than 90 percent of forecast value is allowed. The measure value is specified in process of receipt of official statistical information;

Kj - quantity of indicators of social and economic development which achievement is provided in j-m to year of strategy implementation.

13. Assessment of execution of the actions plan in j-m to year of strategy implementation (PLJ) is determined by formula:

                                         PLJ = VYPJ/KPLJ,

where:

VYPJ - quantity of the performed actions plan Items in j-m to year of strategy implementation;

KPLJ - quantity of the Items of the actions plan which are subject to execution in j-m year of strategy implementation.

14. The efficiency evaluation of strategy implementation is determined according to the following criteria:

a) efficiency of strategy implementation is estimated as low if assessment of achievement of indicators of strategy in j-m to year of its realization or assessment of execution of the actions plan in j-m to year of strategy implementation is less than 0,66;

b) efficiency of strategy implementation is estimated as average if:

assessment of achievement of indicators of strategy in j-m to year of its realization is more or 0,66 less 1, is equal and assessment of execution of the actions plan year of strategy implementation is equal in j-m to 1;

assessment of achievement of indicators of strategy in j-m year of its realization is equal 1, and assessment of execution of the actions plan in j-m to year of strategy implementation more or 0,66 and less than 1 is equal;

assessment of achievement of indicators of strategy in j-m to year of its realization and assessment of execution of the actions plan in j-m to year of strategy implementation is more or are equal to 0,66 and less than 1;

c) efficiency of strategy implementation is estimated as high if assessment of achievement of indicators of strategy year of its realization and assessment of execution of the actions plan in j-m year of strategy implementation are equal in j-m to 1.

15. By results of strategy implementation control the Ministry of Economic Development of the Russian Federation till June 1 of the year following reporting represents the annual report to the Government of the Russian Federation based on results of monitoring of strategy implementation and efficiency evaluation of its realization.
