5) regulations of the state service "Licensing for Import and (or) Export of Separate Types of Goods" according to appendix 5 to this order;
6) regulations of the state service "Licensing for Export and Import of Products Which Are Subject to Export Control" according to appendix 6 to this order;
7) regulations of the state service "Issue of Permission to Conversion of Products out of the Territory of the Republic of Kazakhstan" according to appendix 7 to this order;
8) regulations of the state service "Issue of Permission to Re-export of Products Which Are Subject to Export Control" according to appendix 8 to this order;
9) regulations of the state service "Issue of the Warranty Obligation (End-user Certificate)" according to appendix 9 to this order;
10) regulations of the state service "Issue of the Conclusion about Reference of Goods, Technologies, Works, Services, Information to Products Which Are Subject to Export Control" according to appendix 10 to this order.
2. Declare invalid the order of the Deputy prime minister of the Republic of Kazakhstan - the Minister of the industry and new technologies of the Republic of Kazakhstan of March 27, 2014 No. 102 "About approval of regulations of the state services rendered by the Ministry of the industry and new technologies of the Republic of Kazakhstan, in the field of the industry and export control" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 9370, No. 85 published in information system of law of Ad_let on May 15, 2014 and the Yuridicheskaya Gazeta newspaper on June 12, 2014 (2653).
3. To committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (Erzhanov A. K.) provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;
3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.
4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.
5. This order becomes effective after twenty one calendar days after day of its first official publication.

1. The state service appears Committee of industrial development and industrial safety of the Ministry of the industry of infrastructure development of the Republic of Kazakhstan (further - the service provider), including through the web portal of "the electronic government" www.egov.kz or the E-litsenzirovaniye web portal: www.elicense.kz (further - the Portal).

the clerk of the service provider within 15 minutes registers the statement of uslugopoluchatel on the portal and sends them to the chief of the department of export control and licensing (further - Management);
the chief of the department within 15 minutes considers the application and sends for execution to the chief expert (expert) of Management;
the chief expert (expert) of Management checks packet of the submitted documents according to Item 9 of the Standard:
if the uslugopoluchatel provides not complete document package, necessary for rendering the state service, no more than 2 working days from the date of receipt of the submitted documents to the service provider in time, draws up motivated refusal in further review of the statement;
if the uslugopoluchatel provides complete document package, necessary for rendering the state service, no more than 2 working days from the date of receipt of the submitted documents to the service provider in time, sends inquiry to the relevant state bodies for receipt of coordination;
the chief expert (expert) of Management, in time 12 working days considers documents of uslugopoluchatel, necessary for rendering the state service, on its compliance to conditions of licensing and (or) appendix to the license, renewals of the license and (or) appendix to the license in case of reorganization of uslugopoluchatel in the form of allocation or separation, prepares and brings result of rendering the state service on preliminary coordination to the chief of the department;
the chief of the department within 15 minutes approves result of rendering the state service;
the head of the service provider within 15 minutes after coordination of the chief of the department signs result of rendering the state service;
2) in case of issue to the renewed license and (or) appendices to the license:
the clerk of the service provider within 15 minutes registers the statement of uslugopoluchatel on the portal and sends them to the chief of the department of export control and licensing (further - Management);
the chief of the department within 15 minutes considers the application and sends for execution to the chief expert (expert) of Management;
the chief expert (expert) of Management checks packet of the submitted documents according to Item 9 of the Standard:
if the uslugopoluchatel provides not complete document package, necessary for rendering the state service, no more than 2 working days from the date of receipt of the submitted documents to the service provider in time, draws up motivated refusal in further review of the statement;
if the uslugopoluchatel provides complete document package, in time 2 working days consider documents of uslugopoluchatel, necessary for rendering the state service, on its compliance to conditions of licensing and (or) appendix to the license, prepares and brings result of rendering the state service on preliminary coordination to the chief of the department;
the chief of the department within 15 minutes approves result of rendering the state service;
the head of the service provider within 15 minutes after coordination of the chief of the department signs result of rendering the state service;
3) in case of issue of the duplicate of the license and (or) appendix to the license:
the clerk of the service provider within 15 minutes registers the statement of uslugopoluchatel on the portal and sends them to the chief of the department of export control and licensing (further - Management);
the chief of the department within 15 minutes considers the application and sends for execution to the chief expert (expert) of Management;
the chief expert (expert) of Management checks packet of the submitted documents according to Item 9 of the Standard:
if the uslugopoluchatel provides complete document package, in time 1 working day considers documents of uslugopoluchatel, necessary for rendering the state service, on its compliance to conditions of issue of the duplicate of the license and (or) appendix to the license, prepares and brings result of rendering the state service on preliminary coordination to the chief of the department;
the chief of the department within 15 minutes approves result of rendering the state service;
the head of the service provider within 15 minutes after coordination of the chief of the department signs result of rendering the state service.
6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):
1) registration of the submitted application of the uslugopoluchatel necessary for rendering the state service, the clerk of the service provider on the portal and the direction it to the chief of the department;
2) purpose of task chief of the department to the chief expert (expert) of Management;
3) registration by the chief expert (expert) of Management of the license and (or) appendix to the license, renewals of the license and (or) appendix to the license and its transfer for signing to the head of the service provider;
4) licensing and (or) appendices to the license, renewal, duplicate of the license and (or) appendix to the license to uslugopoluchatel.
7. The list of structural divisions (workers) of the service provider who participate in the procedure of rendering the state service:
1) clerk of the service provider;

the chief expert (expert) of Management checks packet of the submitted documents according to Item 9 of the Standard:
if the uslugopoluchatel provides not complete document package, necessary for rendering the state service, no more than 2 working days from the date of receipt of the submitted documents to the service provider in time, draws up motivated refusal in further review of the statement;
if the uslugopoluchatel provides complete document package, in time 2 working days consider documents of uslugopoluchatel, necessary for rendering the state service, on its compliance to conditions of licensing and (or) appendix to the license, prepares and brings result of rendering the state service on preliminary coordination to the chief of the department;
