1. Approve the enclosed Rules of issue of the safety certificate.

2. To committee of communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan (Kazangap T. B.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic form on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of issue of the safety certificate

1. General provisions

1. These rules of issue of the safety certificate are developed according to subitem 6-2) of Item 1 of article 8 of the Law of the Republic of Kazakhstan of July 5, 2004 "About communication" (further - Rules) and determine procedure for issue of the safety certificate.

2. In these rules the following basic concepts are used:

1) authorized body in the field of informatization and communication (further - authorized body) - the central executive body enabling the realization of state policy in the field of informatization and communication, the state control, coordination and regulation of activities of persons providing services in the field of communication or using them;

2) the telecom operator - the legal entity registered in the territory of the Republic of Kazakhstan, rendering communication services;

3) certification center - the legal entity determined by authorized body, issuing electronically safety certificates;

4) the safety certificate - set of electronic digital characters applied to the traffic transmission containing the protocols supporting enciphering.

2. Procedure for issue of safety certificates

3. Issue of the safety certificate is made based on the statement on issue of the safety certificate of the telecom operator in certification center in form, according to appendix of 1 these rules.

4. Issue of the safety certificate is made in certification center by record on the electronic medium of information (excluding rewriting) of the telecom operator and is confirmed by the help of certification center in form, according to appendix of 2 these rules.

5. The electronic medium of information with record of the safety certificate and the help of certification center is registered certification center in register of the issued and withdrawn safety certificates.

6. Effective period of the safety certificate constitutes 3 years from the moment of its issue.

7. The telecom operator in 20 calendar days prior to the expiration specified in Item 6 of these rules addresses to certification center for issue of the new safety certificate.

8. The certification center conducts register of the issued and withdrawn safety certificates in form, according to appendix of 3 these rules.
