About approval of Rules of training of administrative government employees

According to article 36 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan", PRIKAZYVAYU:

1. Approve the enclosed Rules of training of administrative government employees.

2. To provide to department of public service of the Ministry of cases of public service of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication according to the procedure, established by the legislation of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister for public service of the Republic of Kazakhstan supervising questions of public service.

4. This order becomes effective from the date of its first official publication and extends to the relations which arose since January 1, 2016.

Rules of training of administrative government employees

1. General provisions

1. These rules of training of administrative government employees according to article 36 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" determine procedure for the organization and passing of training of administrative government employees.

2. The training is held for acquisition by government employees of professional knowledge and experience out of the place of continuous work on the direction of state bodies.

3. Government employees pass training on free basis.

For government employees during the whole time of passing of training the place of employment (position) and the salary remains.

2. Procedure for training of administrative government employees

4. Terms of training and the organization in which passing by government employees of training is planned are determined by the corresponding schedule.

5. For project development of schedules of training offers of structural divisions of state body are requested.

Based on offers of structural divisions the service of personnel management of state body (personnel service) develops drafts of schedules of training.

6. The service of personnel management of state body (personnel service) sends for approval drafts of schedules of training in state bodies and the organizations in which passing of training is planned.

7. Schedules of passing of training affirm the official (body) having the right of appointment to the state position and releases from the state position, or the official (body) authorized by it once in half-year.

In cases of appointment of government employees to other positions, their dismissals, absences from work in connection with temporary disability, stay on leave, business trip modification of the schedule of passing of training is allowed.

8. Coordination of activities of state bodies for forming of schedules of passing of training, the analysis of activities of state bodies and companies for the organization of training perform authorized body for public service and its territorial subdivisions.

9. The training is established for the term of no more than three months.

10. The direction on training of government employees is drawn up by the act of the relevant state body.

11. The officials having the right of appointment to positions and dismissal, the state bodies and the companies accepting on training of government employees:

1) determine structural divisions and persons responsible for the organization of training;

2) is approved by the individual plans of training developed by state bodies which government employees go to training;

3) is provided by conditions for passing by government employees of training;

4) perform coordination behind the organization of training.

12. Person responsible for the organization of training of government employees:

1) acquaints the government employees passing training under list with the individual plan of training;

2) performs management of training;

3) for passing of training will organize work on execution of omissions for the government employees passing training;

4) advises the government employees passing training on the questions included in individual plans of training, including with participation of other employees of state body or company;

5) exercises control over the implementation by the government employees passing training, individual plans of training.

13. Duration of day of work for the government employees passing training is established according to the labor law.

3. Summing up training

14. The government employees who passed training within five working days from the date of completion of training submit the written report about about training results to heads of structural divisions of state body or company in which passed training.

The written report includes:

1) information on accomplishment of the individual plan of training;

2) information on the abilities acquired during the training, skills, theoretical and practical knowledge.

15. Person responsible for the organization of training, within five working days from the date of completion of training represents response on the government employee who passed training to service of personnel management (personnel service) of state body or the company in which it passed training.

In response the following data are reflected:

1) assessment of accomplishment by the government employee who passed training, the individual plan of training;

2) assessment of professional training of the government employee of past training;

3) recommendations about further activities of the government employee of past training.

16. The service of personnel management (personnel service) of state body or company in which the government employee passed training within seven working days from the date of completion of training sends to the copy of the written report and response to the state body which directed the government employee to training.
