About approval of standard regulations on service of personnel management (personnel service)

According to the subitem 14) Item 2 of Article 5 of Zakonarespubliki Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan", PRIKAZYVAYU:

1. Approve the enclosed Standard regulations on service of personnel management (personnel service).

2. To provide to department of public service of the Ministry of cases of public service of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication according to the procedure, established by the legislation of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister for public service of the Republic of Kazakhstan supervising questions of public service.

4. This order becomes effective from the date of its first official publication and extends to the relations which arose since January 1, 2016.

Standard regulations on service of personnel management (personnel service)

1. General provisions

1. The service of personnel management (personnel service) in the activities is guided by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" (further - the Law), acts of the President and the Government of the Republic of Kazakhstan in the sphere of public service, other regulatory legal acts of the Republic of Kazakhstan, and also this Standard provision.

3. Task of service of personnel management (personnel service): forming of complete personnel management system of state body.

Functions:

1) development and strategy implementation of personnel management of state body;

2) the analysis and requirement planning of state body in personnel, including on specialties and qualifications;

3) forming of personnel structure of state body and organization of competitive selection;

4) monitoring of personnel of state body and maintaining personnel clerical work, including by means of management information system personnel "e-Kyzmet".

4. Task of service of personnel management (personnel service) - ensuring passing of public service within complete personnel management system of state body.

Functions:

1) the organization of professional adaptation and mentorship in state body;

2) ensuring professional development of personnel of state body, including by the organization of training, preparation, retraining, advanced training of government employees according to fixed terms;

3) organization and ensuring activities competitive, disciplinary, certification and other commissions on personnel problems;

4) ensuring compliance with procedures of revenues to public service, passings and the terminations of public service, conducting office investigations, estimates of activities of administrative government employees, certifications and training, including in the single automated database (information system) on personnel of public service;

5) the organization of selection of the personnel, document creation connected with passing by government employees of public service, implementation of accounting of personal data of government employees, the organization of evaluating activities of administrative government employees.

5. Task of service of personnel management (personnel service) - forming of corporate culture and development of favorable social and psychological labor climate in state body.

Functions:

1) ensuring execution in state body of the labor law and legislation on public service, ensuring compliance with the mode and working conditions, and also the restrictions connected with stay in public service;

2) ensuring social and legal security of government employees, development of procedure for the application of encouragement of government employees approved by the act of state body.

6. The service of personnel management (personnel service) realizes other tasks and functions on personnel management determined by the legislation of the Republic of Kazakhstan in the sphere of public service.

The additional tasks and functions unusual for its activities are not assigned to service of personnel management (personnel service).

7. The service of personnel management (personnel service) has the powers necessary for realization of its tasks and functions, according to the Law, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan in the sphere of public service, other regulatory legal acts of the Republic of Kazakhstan.

8. Service of personnel management (personnel service):

Requests 1) and receives from other structural divisions of state body the documents and data necessary for accomplishment of the tasks and functions assigned to it by the Law and this Standard provision;

2) interacts with authorized body for public service or its territorial subdivision.

3. Organization of activities of service of personnel management (personnel service)

9. The service of personnel management (personnel service) is organizationally independent from other structural divisions of state body, is directly subordinated to the responsible secretary or the chief of staff, and in state bodies in which positions of the responsible secretary and the chief of staff are not entered, - to the head of state body.
