NORMATIVE RESOLUTION OF CALCULATING COMMITTEE ON CONTROL OF EXECUTION OF THE REPUBLICAN BUDGET OF THE REPUBLIC OF KAZAKHSTAN

of November 28, 2015 No. 8-HK

About approval of Regulations of Calculating committee on control of execution of the republican budget

According to Item 1 of article 9-1 of the Law of the Republic of Kazakhstan of November 27, 2000 "About ministerial procedures", the Calculating committee on control of execution of the republican budget (further - Calculating committee), DECIDES:

1. Approve the enclosed Regulations of Calculating committee.

2. Recognize invalid:

1) the normative resolution of Calculating committee on control of execution of the republican budget of July 2, 2014 No. 2-HK "About approval of Regulations of Calculating committee on control of execution of the republican budget" (registered in the Register of state registration of regulatory legal acts No. 9663, published in the Kazakhstanskaya Pravda newspaper from 20 it avgustregistrirutsya and 2014 No. 161 (27782));

2) Item of 2 changes and additions which are made to some normative resolutions of Calculating committee on control of execution of the republican budget, approved by the normative resolution of Calculating committee on control of execution of the republican budget of December 10, 2014 No. 5-HK "About modification and amendments in some normative resolutions of Calculating committee on control of execution of the republican budget" (registered in the Register of state registration of regulatory legal acts No. 10072, published in the newspaper the Kazakhstan truth of February 5, 2015 No. 23 (27899)).

3. To provide to legal department in the procedure established by the legislation:

1) state registration of this normative resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this normative resolution in the Ministry of Justice of the Republic of Kazakhstan its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this normative resolution on the Internet resource of Calculating committee.

4. To impose control of execution of this normative resolution on the chief of staff of Calculating committee.

5. This normative resolution becomes effective after ten calendar days after day of its first official publication.

Regulations of Calculating committee on control of execution of the republican budget

1. General provisions

1. These Regulations of Calculating committee on control of execution of the republican budget (further - Regulations) regulate internal procedure for activities of Calculating committee on control of execution of the republican budget (further - Calculating committee) in the course of accomplishment of the tasks and functions assigned to it according to the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan of November 12, 2015 "About the state audit and financial control" (further - the Law), the Presidential decree of the Republic of Kazakhstan of August 5, 2002 No. 917 "About approval of the Regulations on Calculating committee on control of execution of the republican budget" and other regulatory legal acts of the Republic of Kazakhstan.

2. Action of these Regulations does not extend on:

1) organization and maintaining confidential and unclassified clerical work, implementation of acceptance, processing and distribution of correspondence, including maintaining electronic document management;

2) control of execution of external control documents, and also written appeals of physical persons and legal entities;

3) forming of the list of objects of the state audit and financial control, carrying out, decision making and creation of documents by results of the state audit and expert and analytical actions, except for questions of the organization and holding meetings of Calculating committee following the results of the state audit and financial control.

2. Planning of activities of Calculating committee

3. The calculating committee performs the activities on the basis of perspective, annual and quarter work plans, and also developed in their implementation of quarter work plans of structural divisions of Calculating committee.

4. Advance planning is performed for the purpose of determination of long-term tasks of further development of Calculating committee, strategic objectives and key indicators which achievement is caused by the tasks and functions, requirements of international standards, orders, messages and other decisions of the President of the Republic of Kazakhstan assigned to Calculating committee by the legislation of the Republic of Kazakhstan.

5. The perspective plan represents the document developed for long-term outlook, created taking into account provisions of system of state planning of the Republic of Kazakhstan.

6. The perspective plan is created for five years taking into account activities of Calculating committee (the state audit and financial control, expert and analytical, methodological, legal, international, research activities and other directions).

In case of change of conditions for its execution, accomplishment of separate key indicators and assignment on Calculating committee of new tasks and functions the perspective plan is subject to adjustment till October 1 once a year.

7. Offers to the draft of the perspective plan are made in the structural division responsible for planning, till September 1 of the year preceding the planned period.

The perspective plan affirms the order of the Chairman of Calculating committee after its consideration at meeting of Calculating committee no later than October 1 of the year preceding the planned period.

8. The annual plan of work is created the forthcoming year proceeding from long-term and current tasks and activities of Calculating committee. During the planning period adjustment of the annual plan taking into account change of conditions for its execution, accomplishment of separate key indicators and assignment on Calculating committee of new tasks, functions is possible.

The work plan of Calculating committee for the next year (quarter) (further - the Work plan) is developed in form according to appendix 1 to these Regulations, on the basis of the perspective plan, offers of the structural divisions approved with the members of Calculating committee supervising the corresponding directions and the chief of staff.

9. In one Item of the annual plan of work inclusion of uniform actions, with single form of completion is allowed.

Date of completion of actions in the annual plan of work is reflected in quarters, months without specification of day of execution.

10. When specifying executives in charge the functional tasks assigned to them are considered.

Fixing as collaborators of several structural divisions of Calculating committee is allowed. At the same time the structural division specified to the first performs the code on execution of Item of the annual plan of work and provides information (report) on its execution.

In the annual plan of work the responsible members of Calculating committee supervising this direction are specified it agrees to the sites of works distributed between them.

Specifying in the annual plan of work of the executive in charge in the form of the office of Calculating committee is not allowed.

11. Offers to the draft of the annual plan of work are made in the structural division responsible for planning, till November 25 of the year preceding the planned period.

The draft of the annual plan till December 10 of the year preceding planned is considered and approved at meeting of Calculating committee.

In case of availability of notes the draft of the annual plan is improved within three working days and after repeated coordination is submitted for approval to the Chairman of Calculating committee.

12. Quarter work plans of Calculating committee are created according to the Work plan.

13. Offers to the draft of the corresponding quarter work plan of Calculating committee are made in the structural division responsible for planning, till the 20th preceding the beginning of the planned period.

The quarter work plan of Calculating committee affirms the Chairman of Calculating committee no later than the 27th preceding the beginning of the planned period.

14. The specification of actions, names (subjects) of form of completion, completion dates is reflected in quarter work plans of the structural divisions of Calculating committee approved by the chief of staff.

15. Quarter work plans of structural divisions of Calculating committee (except for the structural divisions responsible for carrying out the state audit) are created according to the Work plan.

16. Reflection in quarter work plans of structural divisions of Calculating committee of actions, key indicators of the description which is not allowing to estimate their result is not allowed.

In quarter plans of structural divisions of Calculating committee stages of achievement of the actions determined in the annual and quarter work plan of Calculating committee are regulated.

17. Completion date of actions is reflected in months, with indication of specific calendar date.

Specifying of completion dates in the form of the period covered several months (in cases of the action passing into other quarter), with indication of decade of month of the next quarter as execution deadline is allowed. At the same time in completion dates it is specified that this action is passing.

18. The executive in charge of the actions provided by the quarter work plan of structural division of Calculating committee determines the personalized official of the relevant structural division.

19. If execution of actions in the annual plan of work of Calculating committee is assigned to several structural divisions, in case of creation of the quarter work plan of structural division of Calculating committee in the column "Responsible for Execution" the mark about availability of collaborators in other structural divisions of Calculating committee becomes.

At the same time the completion form for the main contractor will be corresponded to the form of completion specified in the annual or quarter work plan of Calculating committee, and for collaborators - provision of the relevant information (offers) or implementation of other actions for the purpose of ensuring realization of Item of the annual or quarter work plan of Calculating committee to the main contractor.

20. Terms of implementation of actions for collaborators, not being reducing, are determined taking into account terms of the main contractor, but no later than five working days before the date preceding completion date for the main contractor.

21. The actions providing co-execution are approved with the main contractors.

22. Quarter work plans of structural division of Calculating committee are signed by his head, approved with the structural division responsible for carrying out internal audit, and submitted for approval to the chief of staff of Calculating committee no later than the 30th preceding the planned period.

23. Perspective, annual and quarter work plans of Calculating committee, quarter work plans of structural divisions of Calculating committee are introduced by the structural division responsible for document flow (further - office), in the Single system of electronic document management (further - ESEDO) for their further statement on control.

Information (service records, reports, data) on the course and results of execution of Items (actions) of plans is also created in ESEDO.

24. Structural divisions submit reports on execution of Work plans on form, according to appendix 2 to these Regulations, in the structural division responsible for planning:

on execution of quarter work plans of Calculating committee and structural divisions - quarterly to the 5th of the following behind reporting quarter;

on execution of the perspective plan of Calculating committee following the results of year - to the 10th of the following behind the accounting period.

25. The structural division responsible for planning, quarterly to the 15th following the accounting period creates the performance report of the quarter work plan of Calculating committee and provides summary information on timeliness of execution of actions following the results of quarter - to the chief of staff, following the results of half-year and year - to the Chairman of Calculating committee.

The performance report of the perspective plan of work of Calculating committee is created following the results of year and goes to the Chairman of Calculating committee no later than the 20th of the following after accounting year.

26. The decision on modification and (or) amendments in work plans of Calculating committee is accepted by the Chairman of Calculating committee based on the service record presented by the head of the structural unit, being the executive in charge of the relevant activity in coordination with the member of Calculating committee supervising the corresponding direction and the chief of staff.

Modification and (or) amendments in quarter work plans of structural divisions of Calculating committee is performed by their heads in coordination with the chief of staff. Modification and (or) amendments is not allowed if such adjustments are not corresponded with perspective, annual and quarter work plans of Calculating committee.

27. Control of timely execution, updating of quarter work plans of structural divisions of Calculating committee is performed by their heads.

28. The structural division responsible for information technical supply, work plans of Calculating committee, its structural divisions take place on the Intranet portal of the Integrated information system of Calculating committee (further - the intranet portal of Calculating committee).

3. Procedure for holding hardware meetings, meetings of Coordination council of bodies of the state audit and financial control (further - GAIFK) and meetings of Calculating committee

Paragraph 1. Procedure for holding hardware meetings

29. Hardware meetings of Calculating committee are held:

1) with participation of the Chairman of Calculating committee in cases:

hearings of results of activities of Calculating committee in quarter (year);

illumination of the orders of the President of the Republic of Kazakhstan delivered before Calculating committee when hearing the activities report of Calculating committee for the corresponding period;

discussions of results of acceptance by Parliament of the Republic of Kazakhstan of the report of Calculating committee on execution of the republican budget for the corresponding financial year;

considerations of other questions determined by the Chairman of Calculating committee, having strategic importance for Calculating committee or system of bodies GAIFK in general;

2) with participation of the chief of staff of Calculating committee - in other cases requiring operating control and monitoring of realization of the current activities of Calculating committee.

30. The text format of the agenda of meeting, the draft of the meeting minutes and list invited to meeting is drawn up according to the following requirements:

line spacing - 1,0;

fields of the page: left, upper and lower - on 2,5 see, right - 1,5 see.

31. The text format of procedure for holding meeting is drawn up according to the following requirements:

font - Arial;

font size - 14;

line spacing - 1,5;

fields of the page: left, upper and lower - on 2,5 see, right - 1,5 see.

Reference information is specified in the italics.

32. Hardware meetings are held in day of the week and time determined by the Chairman of Calculating committee or the chief of staff.

33. The agenda of meeting affirms person under the chairmanship of whom the meeting is held.

The agenda of meeting with participation of the Chairman of Calculating committee is submitted for approval not later than four calendar days prior to holding meeting if other is not determined by the Chairman of Calculating committee.

34. The issues offered for removal at meeting carefully are handled by their initiators regarding relevance, prospects and reality of terms of consideration.

35. Results of meeting are drawn up by the protocol which is signed by presiding. Preparation of the agenda of meeting, the meeting minutes, list invited of procedure for maintaining and the protocol will be organized by the structural division initiating meeting if other is not determined by management.
