Declare invalid the order of Federal Service for Environmental, Technological and Nuclear Supervision of November 6, 2012 No. 635 "About approval of Federal regulations and rules of industrial safety "The instruction on the forecast, detection, location and control of the centers of self-heating of coal and the endogenous fires in coal mines (it is registered by the Ministry of Justice of the Russian Federation on December 29, 2012, registration 26449; Bulletin of regulations of federal executive bodies, 2013, 11).
3. This order becomes effective after six months after its official publication.

2. This Instruction is intended for employees of the organizations which are engaged in designing and construction of coal mines and development of coal layers by underground method, the employees of territorial authorities of Rostekhnadzor, professional rescue services or professional rescue units (further - PASS(F)) servicing the mine and other organizations which activities are connected with operation of mines.
3. The instruction establishes procedure:
references of coal layers to category inclined to spontaneous ignition;
determinations of tendency of shakhtoplast to spontaneous ignition and duration of the incubatory period of spontaneous ignition of coal;
conducting mining operations on the layers inclined to spontaneous ignition;
conducting mining operations on layers in which fulfilled part the exogenous fire extended;
preventions of the endogenous fires;
control of endogenous fire danger;
detection and locations of the centers of self-heating and spontaneous ignition of coal in tselika and the developed spaces;
conducting control of self-heating and condition of the endogenous fire;
localizations and liquidations of the centers of self-heating of coal;
suppressions of the endogenous fires;
conducting works in contour of the put-out fire.
4. In this Instruction the terms, determinations and symbols given in appendix No. 1 to this Instruction are used.
The graphical symbols used in project, mountain graphical documentation and in documentation on conducting mining operations are given in appendix No. 2 to this Instruction.
5. Tendency of shakhtoplast to spontaneous ignition should be determined for all the coal layers developed by underground method at least once in three years.
6. Tendency of shakhtoplast to spontaneous ignition should be established on duration of the incubatory period of spontaneous ignition of coal.
Shakhtoplasta it is necessary to carry: lasting incubatory period less than 80 days inclusive to category inclined to spontaneous ignition; lasting incubatory period more than 80 days to category not inclined to spontaneous ignition.
