1. Approve the enclosed Administrative regulations of provision by the Ministry of Telecom and Mass Communications of the Russian Federation of the state service in accreditation of certification centers.

2. Approve the enclosed Administrative regulations of execution of the state function by the Ministry of Telecom and Mass Communications of the Russian Federation on implementation of the state control and supervision of observance of requirements by accredited certification centers which are established by the Federal Law "About the Digital Signature" and on compliance to which these certification centers were accredited.

3. Declare invalid the order of the Ministry of Telecom and Mass Communications of the Russian Federation of 23.11.2011 No. 320 "About accreditation of certification centers" (registration No. 24067) is registered in the Ministry of Justice of the Russian Federation on May 4, 2012.

4. Direct this order to state registration in the Ministry of Justice of the Russian Federation.

In time, not exceeding 30 calendar days from the date of reception of an application of certification center, the Ministry of Telecom and Mass Communications of the Russian Federation based on the submitted documents makes the decision on accreditation of certification center or on refusal in its accreditation. In case of decision making about accreditation of Ministry of Telecom and Mass Communications of the Russian Federation certification center in time, not exceeding ten days from the date of decision making about accreditation, notifies certification center on the made decision and grants the certificate on accreditation in the established form. Along with issue of the certificate on accreditation the Ministry of Telecom and Mass Communications of the Russian Federation issues to accredited certification center the qualified certificate created with use of means of head certification center which functions are performed by the Ministry of Telecom and Mass Communications of the Russian Federation. In case of decision making about refusal in accreditations of Ministry of Telecom and Mass Communications of the Russian Federation certification center in time, not exceeding ten calendar days from the date of decision making about refusal in accreditation, directs or hands to certification center the notification on the made decision with indication of causes of failure in the document form on paper.
