State members of the Shanghai Cooperation Organization (further - gosudarstvachlena of SCO), accept the Concept of cooperation of state members of the Shanghai Cooperation Organization in fight against terrorism, separatism and extremism (further - the Concept) which is basis for development of the approved strategy and system of measures to combat terrorism, separatism and extremism as they are determined in the Shanghai convention on fight against terrorism, separatism and extremism of June 15, 2001, within the Shanghai Cooperation Organization (further - SCO). 3. In achievement of main objectives and the solution of the main objectives of cooperation in fight against terrorism, separatism and extremism state members of SCO are guided by the following principles:

respect for the conventional principles and rules of international law;

mutual trust;

mutual respect of sovereignty, equality and territorial integrity;

non-admission of application of practice of "double standards" in international efforts on fight against terrorism, separatism and extremism;

recognition of priority of joint decisions concerning fight against terrorism, separatism and extremism.

III. Main directions of cooperation

The main directions of cooperation are:

1. Forming of single policy of state members of SCO in the field of fight against terrorism, separatism, extremism and implementation of interstate coordination of these activities.

2. Development of single approaches to the termination of activities of the terrorist, separatist and extremist organizations which are prohibited in state members of SCO, including to creation of the single list of such organizations, with the subsequent confiscation of their property and financial resources.

3. Ensuring development and realization of anti-terrorist potential of state members of SCO.

4. Ensuring inevitability of punishment for terrorism, separatism and extremism.
