About measures for task performance for 2016 on construction of apartment houses, amounts of commissioning and financing of construction of housing and objects of engineering and transport infrastructure in 2017

The Council of Ministers of the Republic of Belarus DECIDES:

1. To regional executive committees and Minsk Gorispolkom:

1.1. together with the Ministry of Architecture:

provide task performance for 2016 on commissioning of total area of apartment houses according to appendix 1 in amounts according to appendices 2-9, including on appendix 1 in the first half of the year 2016 - at least 30 percent, in 9 months 2016 - 60 percent, and also creation of backlog under housing scheme for 2017;

bring to the subordinate organizations of task for 2016 on commissioning of total area of apartment houses for the citizens performing house construction with the state support including within programs of the state order on construction (construction, reconstruction) of premises;

take measures for control of growth of construction cost of housing with the state support and at the expense of budgetary funds, having provided use of projects (series) of economic apartment houses of standard consumer qualities which list affirms the Ministry of Architecture. When forming programs of the state order on construction (construction, reconstruction) of premises as much as possible to apply projects of such houses in large-panel execution;

render comprehensive assistance to citizens in construction of individual apartment houses, including by expansion of the range of products of industrial housing construction for use in individual housing construction, creations of system of services in construction of individual apartment houses, assistance in providing with construction materials;

1.2. together with the Department of Energy according to the amounts of financing according to appendix 10 with attraction of the non-budgetary sources which are not prohibited by the legislation to provide construction:

objects of engineering and transport infrastructure for regions (quarters) of apartment block, having optimized separate types of the performed works, including on improvement;

the engineering and transport infrastructure providing minimum necessary level of the plumbing system of the parcels of land for regions (quarters) of individual apartment block;

1.3. provide if necessary additional financing at the expense of means of local budgets, including means arriving in the income of local budgets from:

privatizations of premises, applications of the increased rates of the real estate tax concerning not used (inefficiently used) property, - house construction, including construction of premises for provision to citizens on terms of the contract of hiring of premises of commercial use of the state housing stock;

sales and delivery of the parcels of land in lease, applications of the increased rates of the land tax, - it is preferential construction of facilities of engineering and transport infrastructure for regions (quarters) of individual apartment block;

1.4. provide construction of premises of commercial use in amounts according to appendix 6;

1.5. in coordination with the Ministry of Architecture, the Ministry of Communications and Informatization, the Department of Energy, the Ministry of Agriculture and Food (regarding construction (reconstruction) and financing of apartment houses in agricultural organizations) to approve construction schedules (reconstruction) and financings of apartment houses, objects of engineering and transport infrastructure for regions (quarters) of apartment block, including regions (quarters) of individual apartment block, for 2016 in amounts according to appendices 1-11;

1.6. if necessary to redistribute means of local budgets on the objects included in the lists of apartment and individual apartment houses approved by the Ministry of Architecture, construction and which financing in 2016 are performed with use of the state support (including objects of engineering and transport infrastructure to them), and apartment houses, construction and which financing in 2016 are performed in agricultural organizations with use of the state support (including objects of engineering and transport infrastructure to them) and in coordination with the Ministry of Finance, the Ministry of Architecture, and also with the Department of Energy (regarding objects of engineering infrastructure which customers on construction are the power supplying organizations being part of the national production association of power industry of Belenergo, the gas supplying organizations being part of the national production association on fuel and gasification of Beltopgaz) - credit resources and means of the republican budget within their total amounts for areas and Minsk provided by this resolution;

1.7. provide task performance on construction in 2016 of apartment energy efficient apartment houses in amounts according to appendix 12.

2. To the Ministry of Architecture:

2.1. provide on permanent basis refining of the list of projects (series) of economic apartment houses of standard consumer qualities for the purpose of reduction in cost of construction of housing with the state support and at the expense of budgetary funds;

2.2. in a month from the date of entry into force of this resolution to approve in accordance with the established procedure lists of apartment and individual apartment houses, construction and which financing in 2016 are performed with use of the state support (including objects of engineering and transport infrastructure to them), and apartment houses, construction and which financing in 2016 are performed in agricultural organizations with use of the state support (including objects of engineering and transport infrastructure to them), the containing amounts and sources of financing of their construction, in input amounts according to appendices 1, 2 and 9 and amounts of credit resources, including preferential, according to appendix 13, having provided concentration of means on the apartment houses which are subject to commissioning in 2016, first of all begun with construction till January 1, 2016.

3. To provide to regional executive committees and the Ministry of Agriculture and Food in 2016:

together with the Ministry of Architecture construction on projects (series) of economic apartment houses of standard consumer qualities which list affirms the Ministry of Architecture, as agricultural organizations of apartment houses (apartments) or their reconstruction, including economic method, with attraction of preferential credit resources of Belagroprombank open joint stock company in amounts according to appendix 2;

creation of necessary conditions for attraction of additional non-budgetary sources, including means of the population, the organizations, labor unions, for financing of construction of apartment houses (apartments), including due to activation of work on transfer of debt of agricultural organizations into citizens on the conditions provided in subitem 1.4 of Item 1 of the Presidential decree of the Republic of Belarus of August 30, 2005 No. 405 "About some measures for construction of apartment houses (apartments) in agricultural organizations" (The national register of legal acts of the Republic of Belarus, 2005, No. 137, 1/6744).

4. To provide to the Ministry of Finance, the Department of Energy, the Ministry of Communications and Informatization, regional executive committees and the Minsk Gorispolkom timely monthly financing in 2016 according to the approved schedules:

constructions (reconstruction) and acquisition of housing in amounts according to appendices 2-9 and 11 at the expense of means republican and local budgets;

constructions (reconstruction) of objects of engineering and transport infrastructure for regions (quarters) of apartment block, including regions (quarters) of individual apartment block, in amounts according to appendix 10, including at the expense of the means arriving in the income of local budgets from compensation by person to which the parcel of land, construction costs, including on designing, objects of distribution engineering and transport infrastructure to such parcel of land is provided.

5. Offer:

5.1. to open joint stock companies "Belarusbank and Belagroprombank savings bank:

5.1.1. according to the schedules specified in subitem 6.1 of Item 6 of this resolution and the lists specified in subitem 2.2 of Item 2 of this resolution to provide monthly provision, including on favorable terms, credit resources according to appendix 13:

on construction (reconstruction) or acquisition of premises to citizens, construction (reconstruction) of premises to the organizations of builders, the organizations performing functions of customers on construction (reconstruction) of premises on construction (construction, reconstruction) of premises to customers on accomplishment of programs of the state order on the conditions determined by legal acts;

on construction (reconstruction) or acquisition of premises, reconstruction of objects under premises, repair of the empty individual apartment houses (apartments), fee connected with state registration of real estate, to the organizations on the conditions determined by the Presidential decree of the Republic of Belarus of September 2, 1996 No. 346 "About some measures for development of house construction in the village" (Collection of presidential decrees and resolutions of the Cabinet of Ministers of the Republic of Belarus, 1996, No. 25, the Art. 644);

5.1.2. before approval of the lists specified in subitem 2.2 of Item 2 of this resolution to perform preferential crediting of the apartment houses put into operation in 2016 in the amount of one twelfth from annual amount of the credits planned for these purposes;

5.2. to banks of the Republic of Belarus:
