About measures for execution of the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2016"

In pursuance of the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2016", Resolutions of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan "About adoption of law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2016" and indicators of the Government budget of the Republic of Tajikistan for 2017 - 2018, and also for the purpose of attraction in the income of the Government budget of resources, ensuring effective use of budgetary funds, assistance to sustainable development of national economy, the Government of the Republic of Tajikistan decides:

1. To the ministries and departments, chairmen of the Gorno-Badakhshan Autonomous Region, areas, city of Dushanbe, cities and areas, companies, organizations and other organizations:

- develop the actions plan for ensuring timely execution of the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2016" and Resolutions of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan "About adoption of law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2016" and to provide its accomplishment at the scheduled time;

- for the purpose of ensuring control of number of the workers occupied in state-financed organizations and pas expenses their content, monthly to represent to the Ministry of Finance of the Republic of Tajikistan data on the actual number of workers and availability of vacant established posts on categories of positions, in central offices of the ministries and departments and in organizations subordinated to them;

- to make purchase of the goods, works and services performed at the expense of public funds within the established regulations with provision of the protocol of the tender commission;

- provide on financing to the Ministry of Finance of the Republic of Tajikistan approved with the Ministry of Economic Development and Trade of the Republic of Tajikistan the list of the objects which are subject to construction at the expense of means of the Government budget in 2016 including special means;

- provide effective and target use of the budgetary funds including selected for capital construction and monthly to the 10th after month under report to submit the report on the executed amounts of works in the Ministry of Economic Development and Trade of the Republic of Tajikistan and in the Ministry of Finance of the Republic of Tajikistan;

- take necessary measures for salary payment to the staff of state-financed organizations and organizations by means of electronic cards through Government savings bank of the Republic of Tajikistan Amonatbank; in 2016 to perform revenues to the special settlement account of additional financial provisions for financing of construction of important state objects in compliance part 1 of article 20 of the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2016";

- use of special means (except for grant and sponsor's means), out of system of treasury is forbidden. At the same time, budget, organizations for use of grant and sponsor's means can use system of treasury;

- in 2016 in case of shortage of the means provided in the budget on content of diplomatic representations, consulates and representations of the Republic of Tajikistan abroad which can be formed as a result of exchange difference of currencies, to perform their covering at the expense of special means;

- quarterly to the 10th after month under report to provide information on receipt of the grant means and technical assistance provided by the international organizations in the Ministry of Finance of the Republic of Tajikistan;

- in cooperation with the Ministry of Finance within strategy implementation of management of public finances since January 1, 2016 to take measures for step-by-step implementation of document flow of electronic payments. Receivers of budgetary funds which passed to electronic payments are responsible for carrying out financial transactions.

2. Approve standard rates of per capita financing of educational institutions for 2016 according to appendix 1 both special city and district coefficients of financing of educational institutions according to appendix 2.

3. To the Ministry of Finance of the Republic of Tajikistan:

- together with the ministries, departments, state-financed organizations and local executive bodies of the government to take measures for accomplishment of revenues of the Government budget, to perform use of budgetary funds, according to the Law of the Republic of Tajikistan "About the Government budget of the Republic of Tajikistan for 2016" and within actually arrived income, providing first-priority financing of the salary, tax assignments on social insurance, pensions, grants, benefits, compensation and municipal payments;

- in case of need, for the purpose of timely and high-quality budget implementation to make changes to quarterly income distribution and expenses, and also to Articles of expense budgets of state-financed organizations within the approved annual budget for 2016. In the presence of economy under Articles, expenses and absences of debt under them, in accordance with the established procedure to make corresponding changes to financing of expenditure items;
