1. Approve:

1) the enclosed Rules of transfer of directory number on the cellular transmission networks;

2) Date of Introduction of service of transfer of directory number on the cellular transmission networks since January 1, 2016.

2. To committee of communication, informatization and information of the Ministry for Investments and Development of the Republic of Kazakhstan (Kazangap T. B.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy in printing and electronic form on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican center of legal information for entering into reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising Vice-Minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective since January 1, 2016 and is subject to official publication.

Rules of transfer of directory number on the cellular transmission networks

1. General provisions

1. Rules of transfer of directory number on the cellular transmission networks (further - Rules) are developed according to subitem 8-5) of Item 1 of article 8 of the Law of the Republic of Kazakhstan of July 5, 2004 "About communication" (further - the Law) and determine procedure for transfer of directory number on the cellular transmission networks, functioning of the centralized database of directory numbers and provision of access to its resources, and also organizational and technical interaction and settlement between participants of transfer of directory numbers.

2. In these rules the following basic concepts are used:

1) transfer of directory number - the service in preserving and use of directory number on the cellular transmission networks provided to the subscriber in case of the conclusion by it the new service provision agreement of cellular communication with other cellular operator;

2) the centralized database of directory numbers (further - TsBDAN) - the hardware and software of management of the database containing information on directory numbers of cellular communication including the data determined by these rules;

2-1) automatic system of servicing - the complex system of servicing giving to the subscriber opportunity of independent connection or shutdown of services of cellular communication and technologically related services, tariff plan by sending SMS, MMS-or the USSD request or through personal account or by use of other technical capabilities given by the operator;

3) the operator TsBDAN - the organization which provides forming functioning, maintenance and development of TsBDAN and provides access to its resources;

4) participants of transfer of directory number are operators of cellular and fixed telephony, the subscriber and the operator TsBDAN;

5) the card of subscriber identification - the identification microprocessor module (removable or built-in) individual access which is part of the subscriber device which identifies the subscriber and provides access for the subscriber to services of the cellular operator (SIM/R-UIM-, USIM-, eSim - cards and others);

3. The service in transfer of directory number for the subscriber appears cellular operators on a grant basis.
