About the National program of social development of youth in the Republic of Tajikistan for 2016 - 2018

According to article 8 of the Law of the Republic of Tajikistan "About youth and the state youth policy" and for the purpose of increase in efficiency of the state youth policy, and also creation of social and economic, legal and organizational conditions for social development of youth of the Republic of Tajikistan the Government of the Republic of Tajikistan decides:

1. Approve the National program of social development of youth in the Republic of Tajikistan for 2016 - 2018 it (is applied).

2. Determine Committee on cases of youth, sport and tourism under the Government of the Republic of Tajikistan by the coordinator of the National Program of social development of youth in the Republic of Tajikistan for 2016 - 2018 at the same time to oblige him to take together with the relevant ministries and departments necessary measures for implementation of this Program within the provided financial resources.

3. To chairmen of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas on the basis of this Program to develop local programs of social development of youth within real opportunities of the local budget and to provide their accomplishment in accordance with the established procedure.

4. Under the Government of the Republic of Tajikistan annually until the end of December to provide to committee on cases of youth, sport and tourism information on results of implementation of the Program in the Government of the Republic of Tajikistan.

For a short time concerning protection of the rights of youth, in the solution of the most important issues of life of youth, also effective realization of the state youth policy, number of regulatory legal acts, including the Law of the Republic of Tajikistan "About youth and the state youth policy", the National concept of youth policy of Tajikistan, the Strategy of the state youth policy in the Republic of Tajikistan till 2020, the State program of patriotic education of youth in the Republic of Tajikistan, the Development program of health of youth in the Republic of Tajikistan, the National program of social development of youth which realization promotes increase in role of youth in life of society were accepted.

Along with industry regulatory legal acts number of the laws, concepts and programs in the social and economic sphere which directly or indirectly promote in realization of the state youth policy are accepted. Adoption of the laws of the Republic of Tajikistan "On regulation of national traditions, celebrations and ceremonies in the Republic of Tajikistan" and "About responsibility of parents for education and education of children" is obvious example of the aforesaid.

Therefore, adoption of the National program of social development of youth in the Republic of Tajikistan for 2016 - 2018 (further - the Program) is the requirement of society and continuation of measures of the Government of the country.

On this basis it is possible to note the problems concerning economic independence of youth, development of entrepreneurship among them, increase in legal education of youth, their patriotic education, participation of youth in social and economic life, employment of youth, the corresponding education of youth, social security of youth, support of initiatives of public associations of youth and contribution to development of social youth movements, forming of healthy lifestyle among younger generation and many other most important problems of youth.

Now the youth of the country lives and works in that period where along with the created favorable conditions there is number of the problems interfering their course of life.

In this Government of the Republic of Tajikistan direction constantly undertakes necessary measures for elimination of vital problems of youth and contribution to their development and enhancement. Adoption of the Program belongs to such measures and is developed taking into account modern requirements, achievements of science and technology, the best economic and managerial practices, protection of national interests and state security.
