About single state information system of accounting of waste from use of goods

According to Article 24. Item 1 of article 24.4 of the Federal law "About Production Wastes and Consumption" Government of the Russian Federation decides 3,:

1. Approve the enclosed Rules of creation, operation and upgrade of single state information system of accounting of waste from use of goods.

2. Determine that the Federal Nature Management Supervision Service is operator, the state customer of works on creation, operation and upgrade of single state information system of accounting of waste from use of goods, the state customer of works on implementation of the program technical means providing functioning of the specified system in territorial authorities of Service.

3. Realization by Federal Nature Management Supervision Service of the powers provided by this resolution is performed within the established extreme number of staff and budgetary appropriations provided to Service in the federal budget on management and management in the field of the established functions.

4. To Federal Nature Management Supervision Service in coordination with the Ministry of Telecom and Mass Communications of the Russian Federation to approve till February 1, 2016 the actions plan on creation of system.

Rules of creation, operation and upgrade of single state information system of accounting of waste from use of goods

1. These rules establish procedure for creation, operation and upgrade of single state information system of accounting of waste from use of goods (further respectively - waste, system of accounting of waste).

2. The system of accounting of waste contains information on waste, on availability of capacities of the capital processing equipment on ensuring waste recycling, official statistical information and other information, stipulated by the legislation the Russian Federation.

3. The system of accounting of waste is intended for automation of processes of collection, processing, storage and information analysis in the field of the address with waste, for ensuring access to such information, and also for information support of activities for control over the implementation of standard rates of waste recycling, activities of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, legal entities, individual entrepreneurs and physical persons in the specified sphere.

4. Owner of information containing in system of accounting of waste is the Russian Federation. On behalf of the Russian Federation competences of the owner of information containing in system of accounting of waste are performed by Federal Nature Management Supervision Service.

5. Systems of accounting of waste as its segments are included the following information subsystems:

a) the register of producers and importers of goods which waste from use is subject to utilization according to the Federal Law "About Production Wastes and Consumption";

b) the register of operators, including regional, according to the address waste;

c) register of objects (capacities) of the capital processing equipment for ensuring waste recycling;

d) the register of licenses for activities on collection, transportation, processing, utilization, neutralization and placement of waste of the I-IV classes of danger;

e) the reference books and qualifiers used in the field of the address with waste;

e) means of collection, systematization, processing and storage of information arriving from suppliers of information;

g) the analytical means intended for comparison and information analysis, containing in system of accounting of waste, and also visual monitors, estimates and control of data on waste and about technologies of utilization and neutralization of waste of different types;

h) databank about waste and about technologies of utilization and neutralization of waste of different types;

i) electronic services for calculation of the amount of ecological collection, the statement for carrying out joint reconciliation of calculations of the amount of ecological collection, the statement for offsetting (return) of the amount of excessively paid (collected) ecological collection;

j) the information subsystems providing interaction with other information systems including by means of single system of interdepartmental electronic interaction;

k) the public information resource providing open entry to normative, statistical and analytical information in the field of the address with waste;

l) information subsystem of ensuring information security.

6. Creation and operation of system of accounting of waste, including introduction in it of information, processing, storage and use of information containing in system of accounting of waste are performed using standardized technical and the software including allowing to perform information processing on the basis of use of single formats and standard protocols of data exchange.

7. Creation, development and commissioning of system of accounting of waste are performed according to the requirements to procedure for creation, development, commissioning, operation and conclusion from operation of the state information systems and further storage of information containing in their databases approved by the order of the Government of the Russian Federation of July 6, 2015 No. 676 "About requirements to procedure for creation, development, commissioning, operation and conclusion from operation of the state information systems and further storage of information containing in their databases".

8. From the date of input of system of accounting of waste in continuous operation electronic services for accomplishment of calculation of the amount of ecological collection, the statement for carrying out joint reconciliation of calculations of the amount of ecological collection and the statement for offsetting (return) of the amount of excessively paid (collected) ecological collection are provided with use of system of accounting of waste.

9. Under the organization of interaction of system of accounting of waste and other information systems the single system of interdepartmental electronic interaction according to the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction" is used.

10. Operation of system of accounting of waste includes:

a) ensuring technical functioning of system of accounting of waste;

b) ensuring the automated collection of the statistical and other documentary information in the field of the address with waste provided by the Federal Law "About Production Wastes and Consumption", provided by suppliers to information including with use of the information systems which are available for them;

c) input by the operator of information on legal entities, about individual entrepreneurs and their documentation in the field of the address with waste provided by the Federal Law "About Production Wastes and Consumption" in case of absence at such legal entities and individual entrepreneurs of technical capability of submission of information in electronic form;
