1. Create the National consultation of the integrated management of frontier.

2. Approve:

Structure of the National consultation of the integrated management of frontier according to appendix No. 1;

Regulations on the organization and functioning of the National consultation of the integrated management of frontier according to appendix No. 2.

3. Recognize invalid:

The order of the Government No. 855 of September 21, 2010. "About the National consultation of the integrated management of frontier" (The official monitor of the Republic of Moldova, 2010, Art. No. 182-189, 949).

Item of 43 changes and additions which are made to some orders of the Government, approved by the Order of the Government No. 925 of December 12, 2012. (Official monitor of the Republic of Moldova, 2012, Art. No. 270-272, 1013).

4. To impose control of execution of this resolution on the Ministry of Internal Affairs.

Regulations on the organization and functioning of the National consultation of the integrated management of frontier

I. General provisions

1. This Provision establishes task, powers, and also procedure for the organization and functioning of the National consultation of the integrated management of frontier (further - the Consultation).

2. In this Provision the following determinations are used:

the integrated management of frontier - national and international coordination and cooperation between all bodies of the public power and public organizations participating in safety of border and simplification of procedures of trade for the purpose of establishment of the effective and coordinated management of border for goal achievement of open, well controlled and safe borders;

system of the integrated management of frontier - set of bodies of the public power and the public organizations participating in safety of border and simplification of procedures of trade which have the representatives appointed in the Consultation.

3. The consultation is consultative body without the status of the legal entity and performs the activities according to the Constitution of the Republic of Moldova, the laws, resolutions and orders of the Government, and also with this Provision.

II. Mission and powers of the Consultation

4. The mission of the Consultation consists in improvement of dialogue and cooperation between bodies of system of the integrated management of frontier, and also in assistance to reasons for their decisions on the taken measures and coordinated actions which should be undertaken for safety of frontier and implementation of its advanced management.

5. The consultation is given the following authority:

1) establishes the general concept and provides uniform coordination on the basis of the National strategy of the integrated management of frontier, actions and measures for safety of frontier performed by bodies of system of the integrated management of frontier, and on the basis of the decisions made for these purposes formulates recommendations;

2) coordinates actions of bodies of system of the integrated management of frontier for implementation of National strategy of the integrated management of frontier to provide respect for the principle of avoiding of duplication of competences, activities and investments between them;

3) makes decisions for the purpose of settlement of problems in competences which it faces, or, depending on circumstances, notifies the Government and suggests to take necessary measures for their decision;

4) approves the concept and tasks of National strategy of the integrated management of frontier developed on the basis of the offers formulated by bodies of system of the integrated management of frontier;

5) the politician in the field of the integrated management of frontier, bodies of system of the integrated management of frontier makes decisions on ensuring coordination in the course of development and deployment;

6) formulates recommendations about harmonization of the national legal system with the international standards and practice in the field;

Coordinates 7) and performs monitoring of activities of subordinated working groups, makes necessary decisions or, depending on circumstances, formulates necessary offers.
