1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and the intranet portal of state bodies.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering paid types of activity on sales of goods (works, services) by public institution in the field of strain testing and expenditure it money from sales of goods (works, services)

1. These rules of rendering paid types of activity on sales of goods (works, services) by public institution in the field of strain testing and expenditure of money by it from sales of goods (works, services) (further - Rules) are developed according to Item 2 of Article 70 of the Budget code of the Republic of Kazakhstan and determine procedure for rendering paid types of activity by sales of goods (works, services) by public institution in the field of strain testing and expenditure of money by it from sales of goods (works, services).

3. Paid types of activity on sales of goods (works, services) by public institution in the field of strain testing are provided to physical person or legal entity (further - the applicant) based on the statement in form according to appendix 1 to these rules.

The application is considered within 10 (ten) working days with issue to the applicant of the notification on adoption of the statement on rendering paid types of activity on sales of goods (works, services) in the field of strain testing (further - the notification) in form according to appendix 2 to these rules.

5. Within 10 (ten) working days from the date of issue of the notification between public institution in the field of strain testing and the applicant the contract for rendering paid types of activity on sales of goods (works, services) in the field of strain testing is signed (further - the agreement). In the absence of the agreement signed by the applicant, the public institution in the field of strain testing refuses consideration of the application. The contract between the parties is signed according to the civil legislation of the Republic of Kazakhstan.

6. The goods prices (works, services) made and (or) realized by public institution in the field of strain testing are established according to the order of the Minister of Agriculture of the Republic of Kazakhstan of January 31, 2020 No. 30 "About price fixation on the goods (works, services) made and (or) realized by public institutions in the field of strain testing" (it is registered in the Register of the state registration of regulatory legal acts No. 19995).

Sales prices of products received as a result of strain testing of agricultural plants are determined according to the market prices which developed in the region at the time of realization.

7. Fee is performed by means of cash through casses of public institution in the field of strain testing with obligatory application of cash registers with function of fixing and (or) data transmission and issue of the control check (the Webkassa 2.0) hardware and software or on clearing settlement by transfer to the current account of public institution in the field of strain testing "The control account of cash of paid services".

8. Following the results of implementation of paid types of activity the public institution in the field of strain testing provides the notification on rendering paid types of activity on sales of goods (works, services) in the field of strain testing in form according to appendix 3 to these rules, the invoice and the act of the performed works.

9. The means received by public institution in the field of strain testing from implementation of paid types of activity on sales of goods (works, services) are spent according to plans of receipts and expenses of money on:

1) carrying out agricultural works and laboratory researches at variety testing stations and sites;

2) acquisition of vehicles, agricultural machinery, tractors, combines, power machines and oborudovaniye, machines generators, working machines and oborudovaniye, measuring devices, the regulating devices and devices, the laboratory equipment, the computer equipment, other machines and oborudovaniye, tools of the mechanized and nonmechanized instruments of labor of general purpose, production stock and accessories, economic stock, objects of fire-proof assignment, other production and economic stock and tools;
