1. Approve the enclosed Rules of implementation of technical inspection of reliability and stability of buildings and constructions.

2. To provide to committee on cases of construction, housing and communal services and management of land resources of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of implementation of technical inspection of reliability and stability of buildings and constructions

1. General provisions

1. These rules of implementation of technical inspection of reliability and stability of buildings and constructions (further - Rules) are developed according to the Law of the Republic of Kazakhstan of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan" (further - the Law) and regulate procedure of technical inspection of reliability and stability of buildings and constructions.

2. In these rules the concepts determined by the Law and the state standard rates in the field of architecture, town planning and construction are used.

3. Technical inspection of reliability and stability of buildings and constructions is made in cases:

1) detection of defects and damages to the responsible (bearing) elements and connections constituting danger of destruction, discrepancy of qualitative indexes of the applied construction materials;

2) effects of the fires and natural disasters;

3) issues of the instruction by bodies of the state architectural construction supervision and supervision;

4) changes of the approved project decisions connected with changes of the constructive scheme of buildings and constructions, production technologies;

5) exhaustion by the building, construction of normative useful lives;

6) determinations of economic feasibility of repair or reconstruction;

7) increases in the normalized climatic impacts (snow, wind impacts);

4. Technical inspection of reliability and stability of buildings and constructions is performed according to the contract for implementation of technical inspection of reliability and stability of buildings and constructions (further - the agreement) according to the specification.

The customer in case of involvement of the expert having the corresponding certificate on the right of implementation of technical inspection of reliability and stability of buildings and constructions (further - the expert), or the accredited organization incorporating the certified experts (further - the organization), is guided by these rules, other regulatory legal acts and the state standard rates of the Republic of Kazakhstan in the field of architecture, town planning and construction, and also terms of the contract.

3. Implementation of technical inspection of reliability and stability of buildings and constructions

6. The expert or the organization when carrying out technical inspection of reliability and stability of buildings and constructions performs the following functions:

1) requests basic data from the Customer of inspection: the existing design estimates, experimental testimony, the conclusion on engineering-geological researches, executive technical documentation, allowing documentation, documents of title;

2) performs visual inspection with photofixing of defects;

3) provides to the Customer the action program with places of necessary openings of supporting structures, for the organization and accomplishment by the Customer of all necessary actions for preparation of object for accomplishment of technical inspection;

4) is carried out by preliminary studying and the analysis of the provided basic data;

5) conducts detailed tool examination of the main bearing and protecting designs, including bases and bases;

6) when carrying out detailed tool inspection attracts accredited specialized laboratory;

12) is constituted by the expert opinion by results of reverse engineering of the conducted technical examination with necessary appendices according to actual data of object (plans, cuts, executive shootings of supporting structures, photoappendix, laboratory the protocol, confirmatory materials) with conclusions about results of the conducted technical examination of reliability and stability of object;
