According to the subitem 2) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", PRIKAZYVAYU:

1. Approve enclosed:

1) regulations of the state service "Issue of the Veterinary Certificate on the Moved (Transported) Objects when Exporting", according to appendix 1 to this order;

2) regulations of the state service "Issue of Registration Certificates on Veterinary Medicines, Feed Additives with Their State Registration", according to appendix 2 to this order;

4) regulations of the state service "Licensing for Occupation Activities in the field of Veterinary Science", according to appendix 4 to this order;

5) regulations of the state service "Issue of the Import Permit, Import and Transit of the Moved (Transported) Objects taking into account Assessment of Epizootic Situation in the Corresponding Territory", according to appendix 5 to this order;

6) regulations of the state service "Approval of the Specifications and Technical Documentation on New, Advanced Veterinary Medicines, Feed Additives", according to appendix 6 to this order;

7) regulations of the state service "Carrying Out Approbation of Veterinary Medicine and Feed Additives" according to appendix 7 to this order;

8) regulations of the state service "Registration of the Laser Stations, Products (Remedies) and Attributes for Carrying Out Identification of Farm Animals and Their Producers in the Database on Emission of Individual Numbers" according to appendix 8 to this order.

2. Declare invalid the order of the Minister of Agriculture of the Republic of Kazakhstan of July 21, 2014 No. 7-1/374 "About approval of regulations of the state services in the field of veterinary science" (No. registered in the Register of the state registration of regulatory legal acts 9713, published on October 10, 2014 in information system of law of Ad_let).

3. To provide to department of veterinary and food safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and the intranet portal of state bodies.

4. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Issue of the Veterinary Certificate on the Moved (Transported) Objects when Exporting"

Chapter 1. General provisions

1. The state service "Issue of the Veterinary Certificate on the Moved (Transported) Objects when Exporting" (further - the state service) appears the chief state veterinary health inspector of the cities of Astana, Almaty and Shymkent, the area, city of regional value and its deputy, the state veterinary health inspectors based on the approved list the chief state veterinary health inspector of the cities of Astana, Almaty and Shymkent, the area, city of regional value and its deputy (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through:

1) office of the service provider (further - office);

2) web portal of "the electronic government": www.egov.kz, www.elicense.kz (further - the portal).

2. Form of rendering the state service - electronic (partially automated) or paper.

Result of rendering the state service - the veterinary certificate on the moved (transported) objects when exporting (further - the veterinary certificate), or motivated refusal in rendering the state service in cases and on the bases, stipulated in Item the 10th standard of the state service "Issue of the Veterinary Certificate on the Moved (Transported) Objects when Exporting" approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of May 6, 2015 No. 7-1/418 (it is registered in the Register of the state registration of regulatory legal acts for No. 11959) (further - the standard), in form, according to appendix 1 to these Regulations.

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

4. The basis for the procedure (action) for rendering the state service is availability of the statement of uslugopoluchatel with the enclosed documents specified in Item 9 of the standard (further - the statement) submitted to the service provider paper or electronic method.

5. Contents of each procedure (action), being part of process of rendering the state service, accomplishment duration:

1) the office registers the application submitted by uslugopoluchatel on receipt of the state service, and sends to management of the service provider (further - management) the statement for determination of the executive in charge of the service provider (further - the contractor) - 30 (thirty) minutes;

2) the management - studies the statement, determines the contractor - 60 (sixty) minutes;

3) contractor of the service provider:

studies the submitted application, checks completeness of the submitted documents, performs inspection of the moved (transported) object and assessment of veterinary and sanitary condition of the vehicle - within two working days from the moment of receipt of documents of uslugopoluchatel;

in case of representation by the applicant of incomplete document package, discrepancy of the moved (transported) object, the vehicle to veterinary (veterinary and sanitary) rules and safety requirements the contractor in the specified terms prepares and transfers to office for issue to uslugopoluchatel the written motivated refusal signed by management in further review of the statement;

draws up the veterinary certificate on the moved (transported) objects when exporting, sends to the head result of the rendered state service or in cases and on the bases, stipulated in Item the 10th standard, written motivated refusal in rendering the state service for signing - 5 (five) hours;

4) the management - considers the submitted documents, signs (the electronic document signs the digital signature (further - the EDS)), sends to office - 60 (sixty) minutes;

5) the office issues result of the rendered state service to uslugopoluchatel - 30 (thirty) minutes.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedures (actions):

1) the registered statement, the direction of the statement to management;

2) consideration of the application and determination by management of the contractor and the direction to it on execution;

3) acquaintance with the statement, execution of the veterinary certificate or motivated refusal in rendering the state service, the direction to management for signing;

4) signing of result of the rendered state service or motivated refusal, the direction in office;

5) issue to uslugopoluchatel of result of the rendered state service.

In case of filing of application for rendering the state service: the result of rendering the state service is drawn up by electronic method in electronic form, when giving by paper method the result of rendering the state service is drawn up in electronic form, unpacked, signed by the head and certified by seal of the service provider.

Chapter 3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

7. The list of structural divisions (workers) of the service provider who participate in process of rendering the state service:

1) employee of office;

2) contractor;

3) management (the official of the service provider authorized on signing of the certificate).

8. The description of the sequence of procedures (actions) between structural divisions (workers) with indication of duration of each procedure (action):

1) the office registers the application submitted by uslugopoluchatel on receipt of the state service, and directs to management the application for determination of the contractor - 30 (thirty) minutes;

2) the management - studies the statement, determines the contractor - 60 (sixty) minutes;

3) contractor of the service provider:

studies the submitted application, checks completeness of the submitted documents, performs inspection of the moved (transported) object and assessment of veterinary and sanitary condition of the vehicle - within two working days from the moment of receipt of documents of uslugopoluchatel;
