1. Approve the enclosed regulations of the state service "Issue of the Conclusion (the Allowing Document) for Import of Samples of the Unregistered Remedies of Plants (Pesticides) for Carrying Out Registration (Melkodelyanochny and Production) Testing and (or) Scientific Research according to Decisions of Board of the Eurasian Economic Commission".

2. To provide to committee of the state inspection in agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and the intranet portal of state bodies.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Chapter 1. General provisions

1. The state service "Issue of the Conclusion (the Allowing Document) for Import of Samples of the Unregistered Remedies of Plants (Pesticides) for Carrying Out Registration (Melkodelyanochny and Production) Testing and (or) Scientific Research according to Decisions of Board of the Eurasian Economic Commission" (further - the state service) appears Committee of the state inspection in agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan (further - the service provider) based on the Standard of the state service "Issue of the Conclusion (the Allowing Document) for Import of Samples of the Unregistered Remedies of Plants (Pesticides) for Carrying Out Registration (Melkodelyanochny and Production) Testing and (or) Scientific Research according to Decisions of Board of the Eurasian Economic Commission", the Minister of Agriculture of the Republic of Kazakhstan approved by the order of July 15, 2015 No. 15-02/654 (it is registered in the Register of state registration of regulatory legal acts for No. 12088) (further - the Standard).

4. The basis for the procedure (action) for rendering the state service is availability of electronic request of uslugopoluchatel with application of documents according to the list, stipulated in Item 9 Standards.

5. Contents of each procedure (action) which is part of process of rendering the state service and duration of its accomplishment:

1) after receipt of request to uslugopoluchatel the notification on documents acceptance on the portal - time of execution of 15 (fifteen) minutes goes;

2) the chief of the department responsible for rendering the state service (further - Management) determines the executive in charge and sends to it for consideration the statement and documents of uslugopoluchatel - time of execution of 20 (twenty) minutes;

3) the executive in charge checks completeness of documents of uslugopoluchatel and compares the data specified by uslugopoluchatel in the statement and the submitted documents with plans of carrying out registration and production testing of pesticides (agricultural chemicals), prepares the draft of the conclusion - execution time 1 (one) working day.

In case of factual determination of incompleteness of the submitted documents, according to the list, stipulated in Item 9 Standards, the motivated refusal in further review of the statement is drawn up, signed at the head of the service provider and goes to uslugopoluchatel - time of execution of 2 (two) working days.

In case of confirmation of completeness and compliance of the submitted documents, and also lack of the bases for refusal in rendering the state service the executive in charge prepares the draft of the conclusion and submits for consideration to the chief of the department - execution time 1 (one) working day.
