About the Government budget of Ukraine for 2016

Article 1. Determine for 2016:

income of the Government budget of Ukraine in the amount of 607.966.450, 8 thousand hryvnias, including income of the general fund of the Government budget of Ukraine - in the amount of 575.613.435, 1 thousand hryvnias and the income of special fund of the Government budget of Ukraine - in the amount of 32.353.015, 7 thousand hryvnias, according to appendix No. 1 to this Law;

expenses of the Government budget of Ukraine in the amount of 681.460.758, 2 thousand hryvnias, including expenses of the general fund of the Government budget of Ukraine - in the amount of 647.222.266, 4 thousand hryvnias and expenses of special fund of the Government budget of Ukraine - in the amount of 34.238.491, 8 thousand hryvnias;

return of the credits to the Government budget of Ukraine in the amount of 5.693.499, 5 thousand hryvnias, including return of the credits to the general fund of the Government budget of Ukraine - in the amount of 3.634.106, 5 thousand hryvnias and return of the credits to special fund of the Government budget of Ukraine - in the amount of 2.059.393 thousand hryvnias;

loan granting from the Government budget of Ukraine in the amount of 15.893.192, thousand hryvnias, including loan granting from the general fund of the Government budget of Ukraine - in the amount of 919.017, 4 thousand hryvnias and loan granting from special fund of the Government budget of Ukraine - in the amount of 14.974.174, 7 thousand hryvnias;

limiting amount of central government budget deficit of Ukraine in the amount of 83.694.000 thousand hryvnias, including limiting amount of deficit of the general fund of the Government budget of Ukraine - in the amount of 68.893.742, 2 thousand hryvnias and limiting amount of deficit of special fund of the Government budget of Ukraine - in the amount of 14.800.257, 8 thousand hryvnias, according to appendix No. 2 to this Law.

Article 2. Approve budget settings to the main managers of means of the Government budget of Ukraine for 2016 by executives in charge according to the budget programs, expense allocation on centralized actions between administrative and territorial units, expense allocation on implementation of justice by local and Appeal Courts according to appendices No. 3, No. 4, No. 5 and No. 8 to this Law.

Article 3. Approve for 2016 the interbudget transfers according to appendices No. 6 and No. 7 to this Law.

Article 4. Approve the list of the loans (loans) attracted by the state in special fund of the Government budget of Ukraine in 2016 from foreign states, banks and international financial institutions for implementation of investment projects according to appendix No. 9 to this Law.

Permit the Ministry of Finance of Ukraine based on the decision of the Cabinet of Ministers of Ukraine approved with Committee of the Verkhovna Rada of Ukraine concerning the budget make changes to list of special fund of the Government budget of Ukraine for the purpose of reflection of actual receipt in 2016 of the credits (loans) attracted with the state from foreign states, banks and international financial institutions to implementation of investment projects, and expenses according to the appropriate budget programs within the total amount of the attraction of these credits (loans) approved in appendix No. 9 to this Law with adjustment of indicators of financing, expenses and the crediting established by appendices No. 2, No. 3, No. 4 and No. 7 to this Law and limiting amount of the public debt determined by article 5 of this Law.

Article 5. Determine for limiting December 31, 2016 amount of public debt in the amount of 1.501.479.663, 5 thousand hryvnias and limiting amount of the debt guaranteed by the state in the amount of 444.779.296 thousand hryvnias.

In case of variation of the official rate of hryvnia the variation from limiting amount of public debt and limiting amount of the debt guaranteed by the state on the following official rate is allowed to US dollar for December 31, 2016 from rate which was applied in case of creation of the Government budget of Ukraine. According to the Cabinet of Ministers of Ukraine about accomplishment of this Law to include information on variations of indicators of public debt and the debt guaranteed by the state for December 31, 2016 from their limiting amounts in the annual statement, including detailed calculations and explanations concerning influence of the official rate of hryvnia to US dollar on such variation.

Article 6. Determine that in 2016 the state guarantees can be provided:

1) in amount to 28.200.000 thousand hryvnias:

a) according to the decision of the Cabinet of Ministers of Ukraine approved with Committee of the Verkhovna Rada of Ukraine concerning the budget for ensuring accomplishment of debt obligations:

subjects of resident managing of Ukraine on the loans (loans) attracted for financing of investment projects;

subjects of resident managing of Ukraine on the loans (loans) attracted for financing of the programs connected with increase in defense capability and safety of the state (in amount to 6.000.000 thousand hryvnias);

The public mortgage institution on external credits for construction of affordable housing and for the purpose of market development of mortgage.

The programs connected with increase in defense capability and safety of the state affirm the Cabinet of Ministers of Ukraine before provision of the state guarantees.
