Procedure for registration, registration and issue of the sanitary and epidemiologic conclusion

1. This Procedure is entered based on the Law of the Republic of Tajikistan "About ensuring sanitary and epidemiologic safety of the population" and regulates registration, registration and issue of the sanitary and epidemiologic conclusion to individual entrepreneurs, physical persons and legal entities occupied in economic and other activity.

2. Sanitarno - the epidemiological conclusion - the document certifying compliance (discrepancy) to sanitary and hygienic rules of factors of the habitat, economic and other activity, products, works and services, and also drafts of regulations, construction projects of objects, operational documentation.

3. This document establishes procedure for registration, registration and issue of the sanitary and epidemiologic conclusion issued by bodies of the public sanitary and epidemiologic service of the Ministry of Health of the Republic of Tajikistan.

4. Sanitarno - the epidemiological conclusion is issued to:

- to content and operation production, public and premises, buildings, constructions, the equipment according to sanitary and hygienic to requirements;

- to the layout and building of settlements, the choice of the parcel of land under construction;

- industrial goods, goods for personal and domestic needs and technologies of their production;

- to foodstuff, their production, to nutritional supplements, food staples, and also materials contacting to them, products and technologies of their production;

- to import (export), transportation, storage and realization of foodstuff and catering services of the population;

- to standard rates of threshold limit values of chemical, biological substances and microorganisms in atmospheric air, to projects of sanitary protection zones;

- to the soil, content of the territories of settlements and industrial platforms;

- to collection, use, neutralization, transportation, storage and burial of production and household waste;

- to regulations of designing and the project documentation about the layout and building of residential and rural locations;

- to commissioning of objects, including factory, large buildings and engineering networks, vehicles, products of production and technological appointment;

- to use of chemical and biological substances, biological and microbiological organisms and toxins;

- to drinking water, economic drinking water supply of the population and places of cultural and community water use;

- to quality of atmospheric air in settlements, in the territories of industrial enterprises, air of production, residential and other rooms;

- to working conditions;

- to working conditions with biological substances, biological and microbiological organisms and their toxins, with sources of physical factors of impact per capita;

- to vehicles and conditions of transportation of passengers;

- to ensuring radiation safety;

- the specifications and technical documentation (standards, specifications etc.) developed on new types of raw materials, processing equipment and processes, tools, food staples and foodstuff, construction materials, sources of ionizing radiation, container, chemical, biological substances, packaging and polymeric materials, printed material and other consumer goods;

- to projects of regulations of designing, state standards, construction regulations and rules, drafts of veterinary and phytosanitary rules, industrial safety rules, educational standards and other regulations, republican target projects and programs in the field of ensuring sanitary and epidemiologic safety of the population according to the approved health regulations;

- to production, application (use) and realization by the population of new types of products (for the first time developed or implemented), to new engineering procedures of production, nutritional supplements, food staples and the materials and products contacting to food products;

- import (export) of products and goods to the Republic of Tajikistan;

- to development, statement on production, industrial release, application and use of products including which are purchased abroad;

- the choice of the water sources used in the medical purposes:

- to use of machines, mechanisms, installations, devices and devices, and also production, use (use), transportation, storage and burial of the radioactive materials, materials and waste which are sources of physical factors of impact per capita (noise, vibration, ultrasonic impacts. the thermal, ionizing, not ionizing and other radiation);

- to programs, techniques and modes of education and training, technical audiovisual and other tutorials and education, educational furniture, toy, and also to textbooks and other publishing products;

- to separate types of activity (products, goods, production, works, services constituting potential danger for the person, subject to certification and licensing according to the list, stipulated by the legislation the Republic of Tajikistan;

- for the first time implemented in production and to earlier not used chemical, biological substances and medicines produced on their basis, potentially dangerous to the person which are subject to obligatory state registration;

- to projects and programs, the implementable government and non-governmental, including international organizations performing the activities in the territory of the republic in the area ensuring sanitary and epidemiologic safety of the population.

5. Sanitarno - individual entrepreneurs, the physical persons and legal entities performing economic and other activity in the territory of the Republic of Tajikistan shall receive the epidemiological decision.

6. Import (export) of products to the territory of the Republic of Tajikistan by physical persons and legal entities are performed according to the list determined by the Government of the Republic of Tajikistan.

7. This Procedure does not extend to the activities connected with turnover of medicinal, narcotic and psychotropic drugs.

8. Consideration of materials and issue of the sanitarnoepidemiologichesky conclusion to defensive and other special objects is performed with observance of requirements of established procedure of the address, accounting and document storage of limited distribution.

9. For obtaining sanitarno - the epidemiological conclusion the applicant represents;

a) the statement for issue sanitarno - the epidemiological conclusion with indication of:

name and form of business, legal address;

name and residence of the individual entrepreneur or physical person;

purpose and reasons for economic and other activity;

b) the document confirming payment for consideration of the application;

c) data on normative and methodical providing, organizatsionnotekhnichesky opportunities and material equipment for accomplishment of type of economic and other activity:
