Article 1

Bring in the Federal Law of January 10, 2002 No. 7-FZ "About environmental protection" (The Russian Federation Code, 2002, No. 2, Art. 133; 2009, No. 1, Art. 17; 2011, No. 50, Art. 7359; 2014, No. 30, Art. 4220; 2015, No. 1, Art. 11) following changes:

Article 16 to state 1) in the following edition:

"Article 16. Payment for negative impact on the environment

1. The payment for negative impact on the environment is levied for its following types:

emissions of pollutants in atmospheric air by stationary sources (further - emissions of pollutants);

dumpings of pollutants into water objects (further - dumpings of pollutants);

storage, waste disposal of production and consumption (placement of waste).

2. The payment for negative impact on the environment is subject to transfer in budgets of budget system of the Russian Federation according to the budget legislation of the Russian Federation.";

Item 3 of Article 16.1 to declare 2) invalid;

Item 6 of Article 16.2 to declare 3) invalid;

4) in Article 16.3:

a) state Item 3 in the following edition:

"3. In case of calculation of payment for negative impact on the environment additional coefficients are applied to the territories and objects which are under special protection according to the Federal Laws and also in case of calculation of the specified payment for emissions of the pollutants which are formed during the burning and (or) dispersion of associated petroleum gas.";

b) in Item 6:

add with the new paragraph third the following content:
