About approval of the Regulations on the organization of training in residency

(as amended on 12-12-2018)

According to part provisions (4) article 11 of the Law No. 64 of May 31, 1990 on the Government (The official monitor of the Republic of Moldova, 2002, Art. No. 131-133, 1018), with subsequent changes and amendments, article 26 of the Law No. 98 of May 4, 2012 on the central branch public management (The official monitor of the Republic of Moldova, 2012, Art. No. 160-164, 537), the Law No. 411-XIII of March 28, 1995 on health protection (The official monitor of the Republic of Moldova, 1995, No. 34, the Art. 373), with subsequent changes and amendments, the Code of the Republic of Moldova about education No. 152 of July 17, 2014 (The official monitor of the Republic of Moldova, 2014, Art. No. 319-324, 634), the Law No. 264-XVI of October 27, 2005 on profession of a physician (The official monitor of the Republic of Moldova, 2005, Art. No. 172-175, 839), with subsequent changes and amendments, The government DECIDES:

1. Approve Regulations on the organization of training in residency it (is applied).

2. To the Ministry of Health, work and social protection:

1) to organize acceptance in residency according to the annual plans established by the Government, the current and strategic demands of health care system in specialists doctors;

2) to control process of acceptance on post-university training and to sign with resident doctors individual contracts on preparation in residency and employment of doctors and druggists;

3) to control process of employment and compensation of resident doctors within clinical bases of the State university of medicine and pharmacy of Nicolae Testemitsan of suppliers of medical and pharmaceutical services;

4) to distribute young specialists in workplaces according to requirements of health care system.

3. To the state university of medicine and pharmacy of Nicolae Testemitsan:

1) to provide transfer on training in residency according to the plan of acceptance for the specialties developed by the Ministry of Health, work and social protection and approved with the Ministry of Education, culture and researches;

2) in a month from the date of entry into force of this resolution to develop and submit for approval to the Ministry of Health, work and social protection amount of the medical care provided by resident doctors, competence limits on all specialties and training duration.

4. To cover expenses on enforcement of this resolution for the account and within the approved budgetary appropriations.

5. To the Ministry of Health, work and social protection to bring the regulations into accord with this resolution.

6. To impose control of execution of this resolution on the Ministry of Health, work and social protection.

Regulations on the organization of training in residency

I. General provisions

1. The regulations on the organization of training in residency (further – the Provision) are developed according to the Law No. 411-XIII of March 28, 1995 on health protection, the Code of the Republic of Moldova about education No. 152 of July 17, 2014, the Law No. 264-XVI of October 27, 2005 on profession of a physician, the National policy in the field of health approved by the Order of the Government No. 886 of August 6, 2007, the Strategy of development for the health care system during 2008-2017 approved by the Order of the Government No. 1471 of December 24, 2007, the Development program of medical and pharmaceutical education in the Republic of Moldova for 2011-2020 approved by the Order of the Government No. 1006 of October 27, 2010, the Order of the Government No. 1593 of December 29, 2003. "About approval of the Regulations on compensation of employees of State Healthcare Institutions, included in system of compulsory medical insurance", the Order of the Government No. 1396 of November 24, 2003. "About training of doctors and druggists through residency and employment of young specialists", the Order of the Government No. 42 of January 12, 2006 "O to clinic of the State university of medicine and pharmacy of Nicolae Testemitsan", the Order of the Government No. 710 of August 6, 2010. "About approval of changes and additions which are made to appendices No. 1-6 to the Order of the Government No. 928 of August 13, 2007" and other regulations on training and professional activity in the field of health care.

2. This Provision establishes procedure for the organization and implementation of training in residency (further – residency) within the State university of medicine and pharmacy of Nicolae Testemitsan (further – University) and medical and sanitary and pharmaceutical suppliers in whom clinics of the State university of medicine and pharmacy of Nicolae Testemitsan are effective (further – suppliers).

3. Residency is the specific form of resident post-university instruction providing the preparation necessary for receipt of the specialty included in the Nomenclature of specialties in medicine and pharmacy approved by the Ministry of Health, work and social protection, and also including activities for delivery of health care under the leadership of the coordinator of residency or the appointed specialist doctor.

4. In this Provision the following concepts are determined:

the program of residency – set of theoretical and practical components of object of training which pass residents for the purpose of receipt of specialty;

training – the period during which the resident accumulates knowledge and practical skills provided by the program of residency and provides the managed and controlled medical care;

the resident – the doctor or the druggist who is trained in residency also practices activities for rendering the managed medical care;
