About approval of the instruction about procedure for maintenance of military loads in case of their transportation by railway transport

Based on the Regulations on the Ministry of Defence of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 19, 2001 No. 685 "About the Ministry of Defence of the Republic of Belarus and the General Staff of Armed Forces of the Republic of Belarus", PRIKAZYVAYU:

1. Approve the enclosed Instruction about procedure for maintenance of military loads in case of their transportation by railway transport.

2. Distribute this order to separate military unit.

The instruction about procedure for maintenance of military loads in case of their transportation by railway transport

Chapter 1. General provisions

1. The instruction about procedure for maintenance of military loads in case of their transportation by railway transport (further - the Instruction) is developed based on the Charter of garrison and guard services of Armed Forces of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of June 26, 2001 No. 355 "About approval of all-army regulations of Armed Forces of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2001, No. 62, 1/2794), resolutions of Council of Ministers of the Republic of Belarus of August 3, 2000 No. 1200 "About approval of the Charter of military rail haulings" (The national register of legal acts of the Republic of Belarus, 2000, No. 74, 5/3775).

2. This Instruction determines procedure for planning and maintenance of military loads by guard of military units and commandant's office of maintenance of military loads of management of military messages (daleeksvg) in case of their transportation by railway transport, obligation of the consignor and the consignee, and also the safety requirement in case of maintenance of military loads.

3. In this Instruction the following terms and their determinations are applied:

the emergency card - the short instruction with indication of the main properties and type of dangerous goods, recommendations about liquidation of emergency situations and first aid by the victim;

the car for accommodation of guard - the covered or special car equipped for transportation of staff performing functions of the guard house;

military units - bodies of military management, connection, military units, military commissariats, military commandant's offices, military educational institutions and the organizations of the Ministry of Defence of the Republic of Belarus (further - the Ministry of Defence);

guard on maintenance of military loads (further - guard) the armed division appointed from military units or KSVG for accomplishment of combat mission on protection and defense of military loads;

dangerous goods - substances, materials, products, production wastes and other activities which owing to properties inherent in them in the presence of certain factors in the course of transportation, during the carrying out handling works and storage can do harm to the population and the surrounding environment;

maintenance of military load - protection and defense of military load by guard against the moment of its acceptance at the consignor until its delivery to the consignee in transit by rail;

the maintenance specialist dangerous (special) the gruzovdolzhnostny person designated by the consignor (consignee), knowing properties of the accompanied dangerous (special) goods and prepared for actions in cases of emergence of emergency situations along the line;

particular loads - the loads of special importance, absolutely confidential and confidential products, substances, materials or their components having defense assignment, constituting the increased danger to the population and the surrounding environment in case of accident; values in considerable sizes.

Chapter 2. Procedure for planning and maintenance of military loads

4. The following military loads along the line are subject to maintenance by guard:

explosive materials;

the dangerous goods which is subject to protection;

launching units of guided-missile, surface-to-air missile guided-missile and anti-tank systems, artillery, antiaircraft artillery, shooting arms, grenade launchers, flame throwers;

military equipment with the arms established on it;

the military loads having security classification;

the laser and ionizing sources of radiations.

5. The military loads which are not listed in item 4 of this Instruction are transported according to the procedure, established for carriage of goods of industries of economy on the Belarusian railroad.

6. For escort of road-building, engineer and automotive vehicles teams of attendants which shall be guided in case of accomplishment of tasks by the Charter of garrison and guard services of Armed Forces of the Republic of Belarus and this Instruction can be allocated.

Weapon and ammunition in these cases are issued only to seniors of teams.

7. When transporting military loads by rail out of limits of the Republic of Belarus their maintenance is performed according to requirements of the Charter of garrison and guard services of Armed Forces of the Republic of Belarus and this Instruction.

Concerning material logistics guard shall be guided by instructions of representatives of bodies of military messages of the states on which territory are transported.

8. When transporting military loads guard appoint:

the commanders of military units having opportunity independently to provide allocation of guard, based on instructions of chiefs of structural divisions of the Ministry of Defence;

the head of department of military messages from KSVG in case there is no opportunity to provide allocation of guard from military unit (the consignor, the consignee).

9. Chiefs of structural divisions of the Ministry of Defence shall submit applications for allocation of guard from KSVG to management of military messages (further - UVOSO) to the 20th, preceding planned.

10. Based on the received applications in UVOSO the monthly plan of allocation of guard from KSVG is developed. In case of impossibility to provide allocation of guard chiefs of structural divisions of the Ministry of Defence are notified on it in writing.

11. Conditions of maintenance of the military cargoes dispatched by suppliers are determined in the agreements signed by commanders of military units (UVOSO) with suppliers.

Chapter 3. Organization of maintenance of military loads

12. The structure of guard is determined proceeding from the number of cars (without the car for accommodation of guard and cars for cover) military transport:

to 15 cars - 4 persons (the chief of guard and one three-shift post);

from 16 to 30 cars - 7 people (the chief of guard and two three-shift posts);
