to the Order of the Government of the Republic of Moldova of December 18, 2015 No. 868
The regulations on the statistical reporting concerning air transportation of passengers, freights and mail (further - the Provision) realize provisions of Regulations (EU) No. 437/2003 and the European Parliament and Council of the February 27, 2003 about the statistical reporting concerning air transportation of passengers, freights and mail published in the Official magazine of the European Union by L66/1 of March 11, 2003
1. This Provision is applied to the airports certified in the Republic of Moldova.
2. This Provision establishes requirements for collection, processing, generalization, storage and transfer of civil aviation of statistical data of rather airborne transportations of passengers by Body, freights and mail when rendering commercial services on air transport, and also about movements of civil aircrafts at the airports of the European Union, except for the flights which are carried out by the state aircrafts.
3. In this Provision the following concepts are used:
flight stage – operation of the aircraft from the moment of take-off until landing;
personal data – the data relating to physical person or legal entity;
available passenger seats – total quantity of the available passenger seats onboard the aircraft, available to sale for certain stage of flight between two airports. At each stage of flight the number of the passengers who paid flight shall not exceed total quantity of the places available to sale. This indicator includes places which were already sold on this stage of flight, including the places taken by transients and excludes the places unavailable to transportation of passengers because of restrictions on the maximum take-off mass of the aircraft.
In the absence of available information on this indicator one of the following estimates according to the procedure of preference shall be provided (from the most reasonable to least):
- the characteristic configuration of the aircraft expressed by the number of the places available to passengers (established at the time of registration of this aircraft);
- the average configuration of the aircraft expressed on average quantity of available passenger seats taking into account type of the aircraft of this operator;
- the average configuration of the aircraft expressed on average quantity of available passenger seats taking into account aircraft type;
freights and mail onboard – all freights and mail transported onboard the aircraft different from onboard supplies, food and baggage, including express mail and diplomatic mail, excepting baggage of passengers;
the loaded/unloaded freights and mail – all freights and mail, including express mail and diplomatic mail loaded on board / unloaded from aircraft board, except for onboard supplies, food and baggage of passengers;
the land transport – the self-moving vehicle intended for transportation of people and/or freights;
commercial operation – any use of the aircraft performed on paid basis or in exchange for any values available to general public or, in case of unavailability to general public, on condition of the conclusion of the contract between the operator of the aircraft and the client where the last has no control over the operator of the aircraft;
Item flight departure/destination – the transportation which is carried out by certain commercial flight with the same number, distributed between couple of the airports according to Items of loading and unloading of the corresponding flight. For passengers, freights or mail which airport of loading is not known the loading Item is considered the point of departure of the aircraft. Similarly, if the airport of unloading is not known, the unloading point is considered destination of the aircraft;
passengers onboard are all passengers who are onboard the aircraft at the time of aircraft landing in the declared airport or departure from the declared airport;
the transported passengers are all passengers of certain flight (with certain number of flight) counted once, but not at each stage of the corresponding flight;
direct transients are passengers who after short stop, continue the travel on the same aircraft, with the same number of flight on which they arrived.
In general statistics of the airport, and also for calculation of number of passengers direct transients are considered once. Passengers who change the aircraft for technical reasons, but continue flight on flight with the same number, are considered as direct transients. On some flights with intermediate stops number of flight can be changed at the airport for determination of the arrived and departing flights. In case of such circumstances the passengers after making of intermediate landing continuing the travel on the same aircraft shall be considered as direct transients;
regular airborne transportations – series of the flights having all following characteristics:
a) on each flight are made to the public for private acquisition of the place and/or capacity for cargo transportation and/or mail available (it is direct at the operator or at his authorized agents);
b) are used for accomplishment of transportation between two or more airports according to the published schedule, or with such regularity or frequency of flights which represents systematic consecutive series;
non scheduled air transports (charter) – air transportation which has no nature of the regular aviation message;
