1. These rules determine procedure of numerous crossing of frontier of the Russian Federation by the Russian aircrafts performing delivery of people, freights and goods from the territory of the Russian Federation on the artificial islands, installations and constructions located in exclusive economic zone or on the continental shelf of the Russian Federation or from the specified artificial islands, installations and constructions on the territory of the Russian Federation out of the allocated air passage without passing boundary, customs (regarding making of the customs transactions connected with arrival (departure) of courts) and other types of control.

2. For the purpose of implementation of numerous crossing of frontier of the Russian Federation out of the allocated air passage without passing boundary, customs (regarding making of the customs transactions connected with arrival (departure) of courts) and other types of control, the commander of the Russian aircraft, the operator or person authorized by it (further - the applicant) not later than 4 hours to departure of the Russian aircraft from airfield, helidrome, the airfield (including not open for the international flights) from which the departure of the Russian aircraft is planned, sends on fax connection or by e-mail to boundary body for the location of the specified airfield, helidrome, the airfield (the nearest boundary body) the notification on intention to cross frontier of the Russian Federation in form according to appendix (further - the notification).

3. Are applied to the notification:

a) flight plan of the Russian aircraft;

b) ship list of the aircraft;

c) the list of persons which are onboard the aircraft which is signed by the commander of the aircraft and includes:

surname, name, middle name, document number, the person proving the identity transported on the aircraft;

date, time and route of the planned flight;

state and registration identification aircraft signs;

certificate number (certificate) of the operator in case of accomplishment of flights on the aircraft brought in the certificate (certificate) of the operator.

4. Receipt of the notification by boundary body is checked by the applicant on telephone communication in perhaps short time. At the same time the boundary body confirms date and time of receipt of the notification.

5. In case of refusal from intention to cross frontier of the Russian Federation out of the allocated air passage the applicant without delay on fax connection or by e-mail informs on it boundary body to which the notification was sent, and checks obtaining by boundary body of the specified information on telephone communication.

6. In case of change of the data specified in the notification or in the documents attached to the notification, the applicant directs the new notification according to the procedure, provided by Items 2 - 4 these rules.

7. The departure of the Russian aircraft from the Russian airfield, helidrome, the airfield (including not open for the international flights) for the purpose of numerous crossing of frontier of the Russian Federation out of the allocated air passage is performed in date and time which are declared in the notification.

8. Departure from the flight plan of the Russian aircraft attached to the notification, and also of the date and time specified in the notification is allowed only based on permission of relevant organ of servicing of air traffic (management of flights) and with obligatory informing boundary body for the place of crossing of frontier of the Russian Federation.

9. The crew of the aircraft shall at least in 10 minutes prior to crossing of frontier of the Russian Federation report in relevant organ of servicing of air traffic (management of flights) the radiotelephone call sign of the commander of the aircraft, the state and registration identification marks, location, echelon (height) of flight and estimated time of crossing of frontier of the Russian Federation.
