About approval of Rules of carrying out monitoring of situation in the labor market of the Russian Federation on subjects of the Russian Federation

(as amended of the Order of the Government of the Russian Federation of 13.10.2017 No. 1245)

According to Item 7 of article 18.1 of the Federal law "About Legal Status of Foreign Citizens in the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Rules of carrying out monitoring of situation in the labor market of the Russian Federation on subjects of the Russian Federation.

2. Realization of the powers following from this resolution is performed by the corresponding federal executive bodies within the number of employees of their central offices and territorial authorities, and also budgetary appropriations provided to the specified federal executive bodies in the federal budget on management and management in the sphere of the established functions established by the Government of the limiting Russian Federation.

3. The paragraph third the subitem "an" of Item 6 of the Rules approved by this resolution becomes effective since January 1, 2016.

4. To the Ministry of Labour and Social Protection of the Russian Federation to approve indicators of level of social tension in the labor market of the Russian Federation and in a month subjects of the Russian Federation which excess is not allowed.

Rules of carrying out monitoring of situation in the labor market of the Russian Federation on subjects of the Russian Federation

1. These rules determine procedure for carrying out by the Ministry of Labour and Social Protection of the Russian Federation for monitoring of situation in the labor market of the Russian Federation by subjects of the Russian Federation for the purpose of maintenance of optimum balance of manpower (further - monitoring).

2. Monitoring includes information collection about situation in the labor market of the Russian Federation on subjects of the Russian Federation, processing, systematization of the acquired information, and also the market analysis of work of the Russian Federation on subjects of the Russian Federation which is carried out on the basis of the specified information.

3. Within monitoring:

a) the following indicators are calculated:

level of social tension in the labor market of the Russian Federation and subjects of the Russian Federation;

share of the involved foreign workers in the number of economically active population (labor power) across the Russian Federation and subjects of the Russian Federation;

share of the involved foreign workers in number occupied across the Russian Federation and subjects of the Russian Federation;

b) are performed check of the indicators characterizing share of the involved foreign workers in the number of economically active population (labor power) respectively across the Russian Federation and on subjects of the Russian Federation and share of the involved foreign workers in number occupied in economy according to the Russian Federation and subjects of the Russian Federation which shall not exceed indicators of the level of social tension in the labor market of the Russian Federation and subjects of the Russian Federation established by the Ministry of Labour and Social Protection of the Russian Federation and also the analysis of influence of the foreign citizens performing labor activity in the territory of the Russian Federation on the labor market of the Russian Federation and subjects of the Russian Federation.

4. The indicators specified in the subitem "an" of Item 3 of these rules are calculated monthly by method of calculation of indicators of monitoring of situation in the labor market of the Russian Federation on subjects of the Russian Federation according to appendix No. 1.

5. For measure calculation, the these rules specified in the subitem "an" of Item 3, are used:

a) the data published on the official site of Federal State Statistics Service:

about general unemployment (on methodology of the International Labour Organization), including on subjects of the Russian Federation;

about the number of economically active population (labor power), including on subjects of the Russian Federation;

about number occupied in economy, including on subjects of the Russian Federation;

b) data on total number performing labor activity in the territory of the Russian Federation based on notifications on the conclusion of the employment or civil contracts with foreign citizens which arrived from employers or customers of works (services) in the Ministry of Internal Affairs of the Russian Federation, foreign citizens:

taken out the patent;

got the work permit;

performing labor activity without allowing documents;

having permission to temporary residence;

having the residence permit in the Russian Federation;

c) data of Federal Service for Labour and Employment on the number of the citizens recognized in accordance with the established procedure as the unemployed and the citizens who are looking for work, registered in bodies of employment service.

6. Are represented to the Ministry of Labour and Social Protection of the Russian Federation monthly, no later than the 20th following for reporting, data:

a) Ministry of Internal Affairs of the Russian Federation:

in No. form 1, provided by appendix No. 2, - on paper and in electronic form;

in No. form 2, provided by appendix No. 2, - in electronic form;

b) Federal Service for Labour and Employment:

in No. form 3, provided by appendix No. 2, - on paper and in electronic form;

in No. form 4, provided by appendix No. 2, - in electronic form.

7. The Ministry of Labour and Social Protection of the Russian Federation directs:

no later than the 25th following for reporting, results of monitoring for month under report in Russian Trilateral Commission on the Regulation of Social and Labour Relations which represents the opinion by the specified results of monitoring which is drawn up in the form of the decision;

within 3 working days from the date of receipt of the decision of Russian Trilateral Commission on the Regulation of Social and Labour Relations information on results of monitoring for month under report to management officials of subjects of the Russian Federation (heads of the supreme executive bodies of the government of subjects of the Russian Federation).
