According to the subitem 1) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", PRIKAZYVAYU:

1. Approve:

1) the standard of the state service "Approval of the Mode of Navigation in Spawning Season, Forbidden for Fishery, and also in Reservoirs and (or) Sites, Forbidden for Fishery", according to appendix 1 to this order;

2) the standard of the state service "Distribution of Quotas for Withdrawal of Objects of Fauna based on the Approved Limits", according to appendix 2 to this order;

3) the standard of the state service "Issue of Brand of Caviar of Sturgeon Species of Fish for Domestic Market Trade of the Republic of Kazakhstan", according to appendix 3 to this order;

4) the standard of the state service "Approval of Installation of Fish-protecting Devices of Water Intaking Constructions", according to appendix 4 to this order;

5) it is excluded according to the Order of the Deputy prime minister of the Republic of Kazakhstan - the Minister of Agriculture of the Republic of Kazakhstan of 10.03.2017 No. 110;

6) the standard of the state service "Issue of the Certificate of Catch Origin", according to appendix 6 to this order;

7) the standard of the state Service "Issue of Import Permits by Administrative Authority on the Territory of the Republic of Kazakhstan and Export from the Territory of the Republic of Kazakhstan of the Animal Species Falling under Operation of the Convention on International Trade in the Types of Wild Fauna and Flora Which Are under the threat of Disappearance", according to appendix 7 to this order;

8) the standard of the state service "Issue of Permission to Production of Introduction, Reintroduction and Hybridization of Animals", according to appendix 8 to this order;

9) the standard of the state service "Acceptance of Area of the Decision by Local Executive Bodies on Fixing of Hunting Grounds and Fishery Reservoirs and (or) Sites to Users Fauna and to Establishment of Servitudes for Needs Hunting and Fishery", according to appendix 9 to this order;

10) the standard of the state service "Issue of Permission to Use of Fauna", according to appendix 10 to this order;

11) the standard of the state service "Issue of Permission to Withdrawal of Animal Species Which Number Is Subject to Regulation", according to appendix 11 to this order.

2. To provide to committee of forestry and fauna of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Approval of the Mode of Navigation in Spawning Season, Forbidden for Fishery, and also in Reservoirs and (or) Sites, Forbidden for Fishery"

Chapter 1. General provisions

1. The state service "Approval of the Mode of Navigation in Spawning Season, Forbidden for Fishery, and also in Reservoirs and (or) Sites, Forbidden for Fishery" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial subdivisions of Committee of forestry and fauna of the Ministry (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through the web portal of "the electronic government" www.egov.kz, www.elicense.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. The term of rendering the state service from the moment of delivery of document package on the portal - 2 (two) working days.

The service provider within two working days from the moment of receipt of documents of uslugopoluchatel checks completeness of the submitted documents. 2) discrepancy of uslugopoluchatel and (or) the provided materials, objects, supplied and the information necessary for rendering the state service to the requirements established by the Traffic regulation of water transport in spawning season, forbidden for fishery, and also in reservoirs and (or) sites, forbidden for fishery, approved by the order of the Minister of environmental protection of the Republic of Kazakhstan of October 16, 2013 No. 313-O (registered in the Register of the state registration of regulatory legal acts No. 8918);

3) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of certain state service which took legal effect;

4) concerning uslugopoluchatel there is judgment which took legal effect based on which the uslugopoluchatel is deprived of the special right connected with receipt of the state service.

Chapter 3. Procedure for appeal of decisions, actions (failure to act) of the service provider and (or) their officials concerning rendering the state services

10. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials, concerning rendering the state services:

the claim is submitted addressed to the head of the service provider to the address specified in Item 12 of this standard of the state service or addressed to the head of the Ministry of the address: 010000, city of Astana, Ulitsa Kenesary, house 36, reception phone: 8 (7172) 55-58-03.

The claim is submitted in writing by mail or purposely through office of the service provider, or the Ministry, in the working days.

In the claim are specified:

1) physical person - its surname, name, and also at will middle name (in the presence in the identity document), the postal address;

2) the legal entity - its name, the postal address, reference number and date. The appeal shall be signed by uslugopoluchatel.

11. In case of disagreement with results of the rendered state service the uslugopoluchatel has the right to take a legal action according to the subitem 6) of Item 1 of article 4 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services".

Chapter 4. Other requirements taking into account features of rendering the state service including rendered electronically

12. Addresses of places of rendering the state service are placed on Internet resource of the Ministry: www.moa.gov.kz, Section "State Services", subsection "Addresses of Places of Rendering the State Service".

13. Uslugopoluchatel receives the state service electronically through the portal on condition of EDS availability.

14. Uslugopoluchatel has possibility of receipt of information on procedure and the status of rendering the state service in the mode of remote access on means of "personal account" in the portal, and also single contact center concerning rendering the state services.

Standard of the state service "Distribution of Quotas for Withdrawal of Objects of Fauna based on the Approved Limits"

Chapter 1. General provisions

1. The state service "Distribution of Quotas for Withdrawal of Objects of Fauna based on the Approved Limits" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears republican associations of public associations of hunters and subjects of hunting, and also public associations of fishers and subjects of fishery (further - the service provider).

Reception of an application are performed through The Government for Citizens State corporation (further - the State corporation).

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the moment of delivery of document package in the State corporation:

in case of distribution of quotas for withdrawal of the animal species which are subjects to hunting - 10 (ten) calendar days after approval of limits of withdrawal of the objects of fauna which are subjects to hunting;

in case of distribution of quotas for withdrawal of fish resources and other water animals - 10 (ten) calendar days after approval of limits of withdrawal of fish resources and other water animals;

2) the most allowed time of expectation for delivery of document package - no more than 15 (fifteen) minutes;

3) the most allowed time of servicing - 15 (fifteen) minutes.
