1. Approve Rules of delivery of health care to persons containing in organizations of criminal executive system of the Kyrgyz Republic according to appendix.

2. This resolution becomes effective after fifteen days from the date of official publication.

Rules of delivery of health care to persons containing in organizations of criminal executive system of the Kyrgyz Republic

1. General provisions

1. Medical care by the person under investigation, defendant and convict to imprisonment is provided in organizations and pre-trial detention centers of criminal executive system (further - organizations) according to the legislation of the Kyrgyz Republic and these rules.

2. Medical care by the person under investigation, defendant and convict to imprisonment is provided by the medical divisions of organizations (medical part, medical correctional facility, treatment and prevention facility) created for these purposes or the state and municipal organizations of health care of the Kyrgyz Republic (further - the organizations of health care).

3. In cases when medical care cannot be provided in medical divisions of organizations, persons under investigation, defendants and convicts can receive necessary treatment in the organizations of health care.

4. Medical care is provided in the amounts provided by the Program of the state guarantees for providing citizens of the Kyrgyz Republic with medical care.

Persons under investigation, defendants and convicts can receive the additional treatment-and-prophylactic help over amount of the Program of the state guarantees for providing citizens of the Kyrgyz Republic with medical care paid at the expense of own means. Such medical services are provided by specialists in the conditions of the organizations of health care or medical divisions of organizations.

2. Organization of medical care

5. The organization of medical care by the person under investigation, defendant and convict includes complex of the preventive, medical and diagnostic actions aimed at providing their rights to health protection.

6. The persons under investigation, defendants and convicts serving sentence in colony settlement including the convicts living out of colony settlement in case undergo treatment in accordance with general practice in the organizations of health care.

- storage and issue to persons under investigation, defendants and convicts of medicines, other products of medical appointment;

- determination of medical contraindications on professional suitability of the convicts attracted to remunerative work;

- conducting examination of temporary disability.

9. Medical part can incorporate out-patient clinic, hospital, the medical insulator, drugstore and sterilizing (autoclave). All rooms of medical part are equipped with technical means of protection and supervision.

Availability as a part of medical part of these or those functional divisions, quantity of beds in hospital and the number of staff of medical personnel are determined by service of medical support by criminal executive system of the Kyrgyz Republic proceeding from features of territorial arrangement of organization in relation to the organizations of health care and limit of its filling.

10. The hospital of medical part is intended for:

- stationary inspection and treatment of patients with expected duration of their stay up to 10-14 days;

- temporary isolation of infectious patients, and also patients with diseases, suspicious on infectious, to their direction in other medical institutions of criminal executive system, or the organization of health care;

- recovery treatment of patients after their statement from other medical institutions of criminal executive system according to the conclusion of specialists;

- hospitalization of nontransportable patients before improvement of their condition and transfer in other medical institutions of criminal executive system or the organization of health care.

11. The out-patient clinic of medical part is intended for rendering out-patient medical care by the person under investigation, defendant and convict containing in correctional facility.

12. Sanitary and epidemiological surveillance in organizations of criminal executive system is exercised according to the Law of the Kyrgyz Republic "About public health care".

3. Treatment-and-prophylactic providing persons under investigation, defendants and the pre-trial detention centers condemned in medical part, correctional facilities, educational colonies, prisons

On arrival to the pre-trial detention center arrived (including the following transit) performs primary medical examination for the purpose of identification of persons constituting epidemic danger to people around, and also the patients needing emergency aid.
