About the Program of implementation of the Concept of the state personnel policy of the Republic of Tajikistan for 2009 - 2016

For the purpose of execution of the Presidential decree of the Republic of Tajikistan of December 31, 2008 "About approval of the Concept of the state personnel policy of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides No. 582:

1. Approve the Program of implementation of the Concept of the state personnel policy of the Republic of Tajikistan for 2009 - 2016 it (is applied).

2. Financing for implementation of this Program to perform within the approved expense budget of the ministries and departments, extrabudgetary funds and international financial institutions and at the expense of special means.

3. To provide to the ministries, departments, local executive bodies of the government implementation of this Program and to annually provide information on the course of its accomplishment in the Government of the Republic of Tajikistan.

State policy of the Republic of Tajikistan is component of domestic policy of the state and is created based on nation-wide policy. It is implemented as the strategy of creation of society in forming, development and effective use of manpower of the republic on the basis of requirements of the Constitution of the Republic of Tajikistan and other regulatory legal acts.

The state personnel policy is directly connected with questions of human resources management, matching, education, arrangement, promotion and effective use of personnel and is important in the organization of the suitable controling mechanism by personnel in all industries and sectors of economy in modern conditions.

In recent years in the social and economic, social and political direction of the republic there were essential changes influencing implementation process of the state personnel policy. The constitution of the Republic of Tajikistan to citizens grants the right to carry on business, commerce, to freely choose type, time and the place of labor activity. The number of young specialists in state bodies of management becomes more. New mechanisms of personnel technology are developed and performed.

Annually the level of education of personnel increases. If in the central public authorities 98 percent of government employees (in 2005 94 percent), then in local authorities of the government 93 percent (in 2005 90 percent), municipalities of domicile 81 percent work with the higher education (in 2005 79 percent).

But at the same time sometimes the facts of ignoring by heads personnel potential take place, personnel does not work in the specialty, leaves abroad, requirements of personnel technology in matching, arrangement of the managerial personnel are not completely performed, - slowly there is process of its rejuvenescence. Problems of unemployment among the population are notable. The similar negative phenomenon becomes obstacle for forming and effective use of personnel potential.

For January 1, 2009 population of the republic makes the 7th 392, thousands of people, including quantity of economically active population of 2 103,4 thousand, from this number 2 059,7 of thousand (% 97,9) is covered by employment, 43,6 of thousand officially are the unemployed.

The quantity of free workplaces at the companies and organizations Makes 13, thousands. Most of all need is had education industry (3307 or 23,7 percent), health cares (3371 or 24 percent), the industries (3043 or 21,7 percent), constructions of 1124 or 12,4 percent), agricultural industry (385 or 2,7 percent).

For the purpose of elimination of the available shortcomings it is necessary to provide professional training of the population in the labor market, to finish process of economic reforming, (to enhance employment relationships in all industries, including in the field of employment.

The national strategy of development for the Republic of Tajikistan for the period till 2015 approved by the resolution of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan of June 28, 2007 till 2015 on industries of reforming of public administration, macroeconomic, on private sector development, increase in efficiency of the energy sector, promotion of industrial and tourist investment projects, development of ore mining industry will undertake number of measures, and as a result based on the existing productions at least 8-10 industrial and production, energy, private industrial and state complexes of regional value will be created.

At all steps of education optimized and advanced state standards, curricula and programs will be implemented. It is supposed that the level of literacy of the population aged from 15 to 24 years will reach percent 99,1 (in 2004 88 percent). 20-25 percent of teachers and other workers of the sector of education will undergo annual retraining, advanced training.

Proceeding from it, in the state personnel policy it is necessary to pay special attention to improvement of quality of personnel structure of state machinery, training of workers on rare and perspective specialties taking into account the priority directions of the strategy of development for the republic, new tasks and requirements.

One of important requirements of day is ensuring reasonable use of personnel, development of the normative and legal, financial, organizational, motivational mechanism for effective and high-quality work. Updating of forms and methods of work with personnel is essentially connected with management structure compliance, determination of its functions and competence, increase in the personal responsibility of heads.
