Approve the enclosed Rules of development, adjustment, implementation of monitoring and control of strategy implementation of social and economic development of the Russian Federation.

Rules of development, adjustment, implementation of monitoring and control of strategy implementation of social and economic development of the Russian Federation

1. These rules determine procedure for development, adjustment, implementation of monitoring and control of strategy implementation of social and economic development of the Russian Federation (further - strategy).

2. Strategy is the document of strategic planning containing system of the long-term priorities, purposes and tasks of public administration aimed at providing the sustainable and balanced social and economic development of the Russian Federation.

3. Strategy is developed for the purpose of forming of state policy in the sphere of social and economic development of the Russian Federation for the long-term period and developments of mechanisms of its realization.

4. Strategy is developed and adjusted on the basis of annual president's letters of the Russian Federation to Federal Assembly of the Russian Federation, the acts of the President of the Russian Federation and the Government of the Russian Federation containing the main directions and the purposes of social and economic policy, social and economic development and ensuring national security of the Russian Federation, priorities and the purposes of regional development of the Russian Federation taking into account the forecast of social and economic development of the Russian Federation and the budgetary forecast of the Russian Federation for the long-term period.

5. Content of strategy is determined by the Federal Law "About Strategic Planning in the Russian Federation" (further - the Federal Law).

6. Strategy is developed for the period which is not exceeding the period for which the forecast of social and economic development of the Russian Federation for the long-term period is developed.

7. Development of strategy is performed each 6 years. Start date of development and the list of participants of development of strategy are determined by the decision of the Government of the Russian Federation.

8. The federal executive bodies interested public authorities of subjects of the Russian Federation according to the sphere of maintaining, Advisory council under the Government of the Russian Federation and other participants of strategic planning take part in development of strategy (further - participants of development of strategy).

Public, scientific and other organizations taking into account requirements of the legislation of the Russian Federation about the state, commercial, office and protected by the law other secret if necessary are involved in strategy development trade union association and employers.

9. Development of strategy is performed by the Ministry of Economic Development of the Russian Federation together with participants of development of strategy.

The Ministry of Economic Development of the Russian Federation approves the plan of development of strategy providing including public discussion of the project of strategy.

10. The Ministry of Economic Development of the Russian Federation sends to participants of development of strategy inquiry for submission of data according to requirements of part 7 of article 16 of the Federal Law.

11. Participants of development of strategy within 2 months from the date of sending an inquiry specified in Item 10 of these rules represent to the Ministry of Economic Development of the Russian Federation of the data in the form approved by the Ministry.

12. The Ministry of Economic Development of the Russian Federation on the basis of the data represented by participants of development of strategy develops the project of strategy in time which is not exceeding 10 months from the date of the beginning of development of strategy.

If necessary the Ministry of Economic Development of the Russian Federation creates the working group on strategy project development.

13. For the purpose of carrying out public discussion the project of strategy is posted on the official site of the Ministry of Economic Development of the Russian Federation on the Internet and federal information system of strategic planning.

14. The project of strategy is approved by the Ministry of Economic Development of the Russian Federation with participants of development of strategy and in accordance with the established procedure introduced in the Government of the Russian Federation along with the draft of the act of the Government of the Russian Federation of approval of strategy.

15. Strategy affirms the order of the Government of the Russian Federation.

16. Monitoring and control strategy implementations are enabled by the Ministry of Economic Development of the Russian Federation with participation of Advisory council under the Government of the Russian Federation on the basis of data of official statistical observation, annual reports on realization of the main activities of the Government of the Russian Federation, state programs of the Russian Federation, plans of activities of federal executive bodies with use of federal information system of strategic planning, and also other information provided by federal executive bodies and the supreme executive bodies of the government of subjects of the Russian Federation according to their sphere of maintaining.

17. Federal executive bodies, and also the supreme executive bodies of the government of subjects of the Russian Federation send no later than March 1 of the year following after accounting year to the Ministry of Economic Development of the Russian Federation of the data on strategy implementation in the form approved by the Ministry.

18. Information on strategy implementation is annually prepared by the Ministry of Economic Development of the Russian Federation based on the data specified in Item 17 of these rules and till June 30 of the year following after accounting year it is submitted in the Government of the Russian Federation.

19. If necessary the Government of the Russian Federation following the results of consideration of information specified in Item 18 of these rules and also based on part 3 of article 16 of the Federal Law makes decisions on strategy adjustment according to the procedure, established by these rules.
