1. Approve "The strategy of sea safety of the Azerbaijan Republic" it (is applied).
2. To the bodies ensuring sea safety of the Azerbaijan Republic to be guided in the activities by provisions of strategy of sea safety of the Azerbaijan Republic.
3. To the Cabinet of Ministers of the Azerbaijan Republic:
3.1. exercise control of execution of provisions of strategy of sea safety of the Azerbaijan Republic and to periodically inform on it the President of the Azerbaijan Republic;
3.2. resolve other issues following from this Order.

1.1. Now the Azerbaijan Republic turned in noteworthy the state extracting oil and gas in the region. Rich deposits of oil and gas will also provide further interests of Azerbaijan and to create conditions for the export potential of the country. Progress of our country in different areas is result of oil strategy which foundation was laid by the national leader Heydar Aliyev and which is successfully continued by the President of the Azerbaijan Republic Ilham Aliyev. Oil and gas extraction regarding the Caspian Sea, the belonging Azerbaijan Republic, and transportation of energy resources require creation of effective security system in the marine sector. Prevention of threats to national interests of the country can be provided only with common efforts protecting human life, protecting means of infrastructure, directed to minimizing of the damage proceeding from act of terrorism or armed attack and elimination of their effects in the shortest possible time. It requires rational use of structural units of the competent government and non-state institutions attracted for the purpose of safety in the sea and their complete potential, development of single state approach against threats, and also consolidation and coordination of all interdepartmental programs. Real ensuring sea safety can be reached by increase in common efforts of the state and the relevant national and international structures.
1.2. The main threat for our country in the 21st century is availability of the conflict which is taking place in the Nagorno-Karabakh region of the Azerbaijan Republic and around it. 20% of the territory of Azerbaijan are under occupation and considerable part of resources of national defense is spent for solution to the conflict. At the same time, economic and energy security of Azerbaijan are generally connected with ensuring sea safety and, in particular, with protection of energy infrastructure in the sea. From this point of view sea safety is of great importance for Azerbaijan.
1.3. National interests of the Azerbaijan Republic in the region of the Caspian Sea consist of the following:
1.3.1. providing to the sea of conditions of the world and use of the sea within the legislation;
1.3.2. possibilities of use of the state of the part of the Caspian Sea belonging to the Azerbaijan Republic and the resources which are there;
1.3.3. prevention in the sea of any act of discrimination directed against the Azerbaijan Republic;
1.3.4. regulation in profitable procedure for the international legal problems relating to use of richness of the Caspian Sea and their research;
1.3.5. purposeful use of natural wealth of the Caspian Sea and their development for the purpose of social and economic development;
1.3.6. creation of effective transportation network to the sea, control of this network and ensuring its safety.
